Vendor Enlistment Notice

Subject: Vendor Enlistment

1.BADARPUR THERMAL POWER STATION (BTPS) is having in operation thermal units of 3X100MW (de- rated to 95 MW) in Stage-I and 2X210 MW in Stage-II. It is one of the esteemed projects of NTPC Ltd-a Maharatna PSU. The project is situated in South Delhi of Delhi state, bordering Faridabad of Haryana state.

2BTPS invites applications for enlistment of Agencies/Contractors for various services/works to be executed at BTPS, for a period of three years from the date of enlistment. The List of services/works for which enlistment is currently open at BTPS is enclosed at Annexure A.

Period for	Issue of	15/09/2014	The application form can be downloaded from NTPC
Application Form by BTPS		to	tender site (www.ntpctender.com) or (www.ntpc.co.in)
		25/10/2014	or alternatively the application form can be obtained
			from the office of AGM(C&M), NTPC Ltd., Badarpur
			Thermal Power Station, Badarpur, New Delhi -44, on all
			working days between 9:00 am to 04:00 p.m., during the
			application issue period (15/09/2014 to 25/10/2014).
Last date for submission of		30/10/2014	Filled in application forms shall be received in offline
Filled in Application form			mode, only up to 30/10/2014 (17:00:00 hrs.) in the office
with all details			of AGM(C&M), BTPS, Badarpur Thermal Power Station,
			New Delhi -44.
			Applications received after the stipulated last date of
			submission of application forms (30/10/14) shall not be
			entertained & NTPC shall not be responsible for postal
			delays.
Enlistment	and	NIL	The Application form can be obtained by interested
Application Fee:			Agencies/ Contractors free of cost.

3.Evaluation criteria for Enlistment: For the purpose of enlistment, applicants shall be evaluated on the basis of the stipulated qualifying requirements (Annexure-B) along with supporting documents, as mentioned in the Application Form. Agencies/Contractors who do not meet the stipulated qualifying requirement in totality shall not be considered for enlistment.

For works to be executed at BTPS the vendor should essentially be registered with EPF, ESIC Applications of vendors who are not registered with EPF & ESIC shall be liable for rejection.

Even though an applicant may satisfy the above requirements he would be liable for disqualification if he has made misleading or mis-representation or deliberately suppressed information in the forms, statements and enclosures required in the application. Any information/data furnished by the Applicant found to be incorrect or false or misleading at any point of time would render him liable to be debarred from the Enlistment & subject to further action as deemed fit by BTPS.

4.	The bidders, who are presently banned from business by NTPC- Corporate Centre/ NTPC- NCR-HQ/ BTPS, as
	on 30/10/14, shall not be considered for enlistment. They shall be considered for enlistment only after expiry of

their banning period & revoking of the banning order, and shall have to apply against future enlistment notices issued by BTPS.

5.Business dealings with enlisted vendors shall be suspended, if prima-facie it is found in course of investigation that the vendor is involved in an offence of unethical business dealings with NTPC.

BTPS has in place a Vendor Performance Review mechanism. The enlistment of the vendor shall also be liable for cancellation if the performance of the vendor is not found to be satisfactory by BTPS.

The applicant shall strictly adhere to the “Fraud Prevention Policy” of NTPC displayed on its tender website http://www.ntpctender.com.

6.All cost incurred by applicants for preparing and submitting the application, providing clarification or any other expenses whatsoever shall be borne by applicants themselves.

7.Agencies/Contractors desirous of enlistment at BTPS for any/various services/works under execution at BTPS (Details as per Annexure-A), will have to submit filled application form attached at Annexure-C, along with all enclosures & supporting documents indicated.

Vendor has to categorically state the work/service & Category for which they intend to enlist themselves. Separate Application form shall be submitted for each package, for which the vendor intends to enlist themselves.

Registration/enlistment of vendors against this press advertisement shall be valid for a period of 3 years only.

During the period that the applications are under consideration, the applicant is advised to refrain from contacting by any means, the employer and /or his employees/representatives on matters related to the applications under consideration. Any effort by an applicant to influence the evaluation of application or processing of applications for enlistment may result in the rejection of the Applicant’s application for enlistment.

Notwithstanding anything stated above, BTPS reserves the right to assess the capabilities, capacity & performance of the agencies, should the circumstances warrant such assessment.

8.For all contract tendering by BTPS shall be through E-tendering module only. The “Request form for Registration/ Login id on NTPC e-tender (SRM)”, duly filled in has to be submitted mandatorily along with the application form.

9.BTPS reserves the right to accept/reject any application, and to annul the enlistment process and reject all applications at any time without incurring any liability, to the affected Applicant(s) or any obligation to inform the Applicant(s) of the grounds for this action.

Qualifying requirements for the package are as under:

(A)a) The agency should have experience of brick manufacturing or transportation of dry fly ash from coal based power plants or should have engaged in civil construction or Civil maintenance work or producing cement concrete Blocks by Machines or Ash dyke construction or Ash dyke maintenance work.

b) The average annual turn-over of the bidder in the preceding three (3) financial years as on last date notified for

receipt of application shall be not less than

c) The bidder must have experience of having completed / executed similar work of :

single order value not less than 6.0 lacs / 18.00 lacs / 32.00 lacs

Two orders each of value not less than 3.75 lacs/ 11.25 lacs / 20.00 lacs OR

Three orders each of value not less than 3.0 lacs/ 9.00 lacs / 16.00 lacs in the last seven years as on last date notified for receipt of application.

Note:

a)The clause- A "c" above the word “Similar work” shall be defined as “ Execution of brick manufacturing or transportation of dry fly ash from coal based power plants or should have engaged in civil construction or Civil maintenance work or producing cement concrete Blocks by Machines or Ash dyke construction or Ash dyke maintenance work .”

b)The clause- A "c" above the word “completed / executed” means the bidder should have achieved the criteria specified in the QR with in the preceding seven (7) years period even if the contract has

been started earlier and / or is not completed / closed.

Remarks:

1.Mean values of estimate ranges to be considered for QR determination.

2.Since the proposed QR is for enlistment, it is framed duly covering all the ranges of "Estimated costs", which may occur under various exigencies.

3.The enlistment of vendors shall be valid for three years.

4.The proposed QR is for enlistment of vendors.
