1NTPC invites on-line bids on Single Stage Two Envelope bidding basis from eligible bidders for above said package as per the Scope of Work briefly mentioned hereinafter.

2BRIEF SCOPE OF WORK:

The scope of work under this contract shall be to carry out mechanical maintenance jobs in main plant and offsite areas of NTPC Kayamkulam as per BOQ items and as per terms and conditions on rate contract basis. The details are available in Section VI and VII

Cost of Bidding Documents		INR 2363/- (Indian Rupees Two thousand three hundred sixty
		three only) Inclusive of VAT@5%. All the eligible SSI units shall
		be issued the Bid Documents free of cost subject to their
		producing documentary evidence with regard to eligibility. The
		eligible SSI units shall mean those SSI units which are registered
		under single point registration systems with the National Small
		Industries Corporation (NSIC). The SSI Units registered with State
		Small Industries Development Corporation (SSIDC) of Kerala state
		shall also be considered for issuing documents free of cost.
		Exemption of Tender fee shall be subject to the materials/ services
		requisitioned in the tender being explicitly mentioned in the
		Registration Certificate of the bidder.

The bidder after transferring the money through ECS shall intimate NTPC in the address of communication below that they have transferred the money for purchasing the bid documents along with an application. The bidders shall also indicate the unique transaction reference of the ECS transaction in their application for enabling the participation of the bidder by NTPC.

5Bid Security and Power of Attorney (as per ITB clause no 11.2(b)) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.

6QUALIFYING REQUIREMENT FOR BIDDERS

The Bidder who wishes to participate in the bidding shall satisfactorily establish that it fulfills the Qualifying Requirements stipulated hereunder:-

Technical:

The bidder should have executed mechanical maintenance /erection jobs on rotating equipments like steam turbines /gas turbines /pumps /compressors /fans /DG Sets /centrifuges and maintenance of high pressure valves /pressure vessels in the past seven years as on date of bid opening.

Financial:

i)The bidder should have successfully executed similar works during the last SEVEN years reckoned from the date of bid opening, as any of the following:

Single Contract of value not less than ` 136.66 Lakhs

OR

.

Two Contracts of value not less than ` 85.41 Lakhs each

OR

.

Three Contracts of value not less than ` 68.33 Lakhs each

‘Similar works’ means mechanical maintenance /erection jobs on rotating equipments like steam turbines /gas turbines /pumps /compressors /fans /DG Sets /centrifuges / High pressure valves /pressure vessels etc. in power plants or process plants such as chemical, cement, refinery, paper industry etc.

ii)The average annual turnover of the bidder in the preceding three financial years as on the date of bid opening shall not be less than ` 85.41 Lakhs

NOTE:

The relevant documents such as Letter of Award, proof of completion etc., shall be submitted along with the bid. All claims need to be supported by documentary evidence and necessary contact details including names and telephone numbers of customers.

iii)Notwithstanding anything stated above, the Employer reserves the right to verify any information/document furnished, inspect the works carried out by the bidder and also to carry out assessment of the capabilities and capacity of the Bidder to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

iv)Other income shall not be considered for arriving at annual turnover. In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

v)The word “executed” means; Bidder should have achieved the criteria specified in above QR even if the total contract is not completed/ closed.

vi)The value of the work completed in the preceding seven (7) years reckoned as on date of techno commercial bid opening, even if it has been started earlier, will also be considered as meeting the qualifying requirements.

vii)The reference works whose details have been declared as per the specified format in the relevant attachment (i.e. Attachment No.3) shall only be considered to ascertain the bidder’s compliance to the specified Financial Qualifying Requirement (QR). Bidders wishing to provide additional reference works are required to declare the same in similar format which shall be additionally attached. However, bidders are not permitted to quote more than SIX (6) number of reference works for this purpose.

viii)The Employer at its discretion may seek any clarification and/or documentary evidence only

in respect of the reference works as mentioned above. However, no change or substitution of the reference works by new/additional work for conforming to the specified Financial Qualifying Requirement shall be sought, offered or permitted.

ix)Joint Ventures/ Consortiums are not permitted for bidding

7NTPC reserves the right to reject any or all bids or cancel/ withdraw the IFB for subject Package without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

8Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.

9Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible. Parties banned by any NTPC Projects, Corporate Centre /Southern Region HQ / RGCCPP Kayamkulam are not eligible to participate.
