1NTPC invites on-line bids on Single Stage Two Envelope bidding basis from eligible bidders for above said package as per the Scope of Work briefly mentioned hereinafter.

2BRIEF SCOPE OF WORK:

The scope of work includes housekeeping for plant premises and associated areas and Operation assistance at NTPC, KAYAMKULAM. The agency shall be cleaning & maintaining the areas specified and providing operational assistance and creating congenial environment in the premises and keeping the areas meticulously clean, as per BOQ items and as per terms and conditions for the completion of the work.

The bidder after transferring the money through ECS shall intimate NTPC in the address of communication below that they have transferred the money for purchasing the bid documents along with an application. The bidders shall also indicate the unique transaction reference of the ECS transaction in their application for enabling the participation of the bidder by NTPC.

5Bid Security and Power of Attorney (as per ITB clause no 11.2(b)) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.

6QUALIFYING REQUIREMENT FOR BIDDERS

The Bidder who wishes to participate in the bidding shall satisfactorily establish that it fulfills the Qualifying Requirements stipulated hereunder:-

Technical:

The bidder should have successfully executed works of General housekeeping/area cleaning/sanitary related jobs/horticultural jobs/any type of maintenance/construction etc. in an industrial establishment during the last seven years reckoned from the date of bid opening.

Financial:

i)The bidder should have successfully executed similar works during the last SEVEN years reckoned from the date of bid opening, as any of the following:

Single Contract of value not less than ` 63.84 Lakhs

 

OR

.

Two Contracts of value not less than ` 39.90 Lakhs each

OR

.

Three Contracts of value not less than ` 31.92 Lakhs each

‘Similar work’ means General housekeeping/area cleaning/sanitary related jobs/horticultural jobs/any type of maintenance or construction works etc. in an industrial establishment

ii)The average annual turnover of the bidder in the preceding three financial years as on the date of bid opening shall not be less than ` 39.90 Lakhs

NOTE:

The relevant documents such as Letter of Award, proof of completion etc., shall be submitted along with the bid. All claims need to be supported by documentary evidence and necessary contact details including names and telephone numbers of customers.

LAST THREE FINANCIAL YEARS – FY 2013-14, FY 2012-13 & FY 2011-12

iii)Notwithstanding anything stated above, the Employer reserves the right to verify any information/document furnished, inspect the works carried out by the bidder and also to carry out assessment of the capabilities and capacity of the Bidder to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

iv)Other income shall not be considered for arriving at annual turnover. In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

v)The word “executed” means, Bidder should have achieved the criteria specified in above QR even if the total contract is not completed/closed.

vi)The value of the work completed in the preceding seven (7) years reckoned as on date of techno commercial bid opening, even if it has been started earlier, will also be considered as meeting the qualifying requirements.

vii)The reference works whose details have been declared as per the specified format in the relevant attachment (i.e. Attachment No. 3) shall only be considered to ascertain the bidder’s compliance to the specified Financial Qualifying Requirement (QR). Bidders wishing to provide additional reference works are required to declare the same in similar format which shall be additionally attached. However, bidders are not permitted to quote more than SIX

(6) number of reference works for this purpose.

viii)The Employer at its discretion may seek any clarification and/or documentary evidence only in respect of the reference works as mentioned above. However, no change or substitution of the reference works by new/additional work for conforming to the specified Financial Qualifying Requirement shall be sought, offered or permitted.

ix)Joint Ventures/ Consortiums are not permitted for bidding

7NTPC reserves the right to reject any or all bids or cancel/ withdraw the IFB for subject Package without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

8Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.

9Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible. Parties banned by any NTPC Projects, Corporate Centre /Southern Region HQ / NTPC Kayamkulam are not eligible to participate.
