1.0Qualifying Requirements of Bidders:-
a)The average annual turnover of the bidder during the preceding three financial years as on the date of bid opening should not be less than Rs. 66.99 Lakhs
b)The bidder should have executed the contract (s) for” Fabrication of Combined Fire Tender having pump capacity of 3200 LPM/7KG /cm2 of above on chassis TATA 1613 or equivalent, directly with,
“PSU”/”Joint venture of PSU”/”Govt .Department ”/”Quasi
Single order of value not less than INR 53.59 Lakhs
Or
Two orders each of value not less than NIR 33.50 lakhs
Or
Three orders each of value not less than NIR 26.80 lakhs
2.1In case the bidder is not able to furnish its audited financial statements on standalone entity basis, the unaudited unconsolidated financial statements of the bidder can be considered acceptable provided the bidder furnishes the following further documents on substantiation of its qualification.
(i)Copies of the unaudited unconsolidated financial statements of the bidder along with copies of the audited consolidated financial statements of the Holding Company.
(ii)A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the bid documents, stating that the unaudited unconsolidated financial statements form part of the Consolidated Annual Report of the Company.
2.2In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.
2.3In case a bidder does not satisfy the financial criteria, stipulated at CL. 2.1 above on its own, the holding company would be required to meet the stipulated turnover requirements at CL. 2.1 above, provided that the net worth of such holding company as on the last day of the preceding financial year is at least equal to or more than the
3.0NOTES:
(i)Net worth means the sum total of the paid up share capital and free reserves. Free reserves means all reserves credited out of the profits and share premium account but does not include reserves credited out of the revaluation of the assets, write back of depreciation provision and amalgamation. Further any debit balance of Profit and Loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from reserves and surplus.
(ii)Other income shall not be considered for arriving at annual turnover
4.0 General Requirements:
2.1Online Tender documents shall be issued to intending bidders on request. Issuance of bid documents shall not be construed that the bidders are considered qualified. Pre-
qualifications as per NIT will be reviewed at the time of bid evaluation.
2.2The following documents are to be submitted along with the offer:-
(a)Purchase Order/ Award Letter copy with awarded value and executed quantity, scope of work and bill of quantity with rates. The proof of executed quantity shall be furnished by the bidders in form of MDCC/ Inspection Reports/Tax invoices/ Challans /GRs/ Certificate of Purchaser.
(b)The proof of turnover to be furnished by the bidders should be duly certified by the Chartered Accountant for subject years or alternatively Audited Balance sheet may be furnished.
(c) Valid manufacturer certificate issued by BIS. ( d) EMD
2.3 Small Scale Industries (SSI) registered with the National Small Industries Corporation (NSIC)/MPSSIDC/MSME shall be exempted from payment of Tender Fee and Earnest Money Deposit.
Small Scale Industries registered with NSIC/MPSSIDC/ MSME shall be exempted from payment of Security Deposit up to the limit for which the unit is registered with NSIC/MPSSIDC/ MSME.
Tenderer’s seeking exemption should enclose a photocopy of valid registration certificate giving details such as validity, stores, monetary limit etc. failing which they run the risk of their bids being passed over as ineligible for this concession.

1.1.1 SCOPE:
THIS SPECIFICATION COVERS MATERIAL, DESIGN, CONSTRUCTION, WORKMANSHIP AND FINISH, ACCESSORIES AND ACCEPTANCE TESTS OF FOAM FIRE TENDER ON SUITABLE TRUCK CHASSIS.
1.2 GENERAL FEATURES
1.2.1CALIBRATIONS AND DIMENSIONS IN METRIC SYSTEM.
1.2.2DESIGN DRAWING SHALL BE GOT APPROVED BY THE SUPPLIER FROM NTPC/VSTPP. DEVIATION IN SPECIFICATION, IF ANY AT LATER STAGE, SHALL HAVE APPROVAL OF NTPC/VSTPP.
1.2.4ANY ITEM NOT INCLUDED IN SPECIFICATION BUT NECESSARY FOR EFFICIENT OPERATION OF THE UNIT SHALL BE STATED AS OPTIONAL ITEM AND QUOTED IN THE OFFERED BID.
1.2.5OPERATION AND MAINTENANCE TRAINING SHALL BE PROVIDED BY THE SUPPLIER FREE OF COST TO THE STAFF AT FIRMS PREMISES OR AS AGREED.
1.2.6FABRICATION OF FOAM TENDER WITH 5000 LITERS CAPACITY WATER TANK, 800 LITERS CAPACITY FOAM COMPOUND TANK, CENTRIFUGAL PUMP OF CAPACITY 3200 LPM AT 7.0 KG/SQ.CM PRESSURE, FOAM MONITOR AND FOAM MAKING BRANCHES, ROUND THE FOAM PROPORTIONING SYSTEM.
1.2.7THE MONITOR AND THE HAND LINES MUST EMPLOY THE SELF ASPIRATING TYPE OF FOAM PRODUCTION SYSTEM WHERE AERATION, IS DONE AT BRANCH PIPE. THE MINIMUM EXPANSION RATIO OF THE FOAM PRODUCED SHALL BE 1:8 WITH THE USE OF FOAM COMPOUND AS PER IS: 4989.
1.2.8ONE HOSE REEL SHALL BE PROVIDED WHICH SHALL BE ABLE TO USE WATER FROM HYDRANT THROUGH AN INLET AND AS WELL AS FROM THE PUMP OF THE APPLIANCES.
1.2.9AN ISOLATION VALVE SHOULD BE INSTALLED AT THE SUCTION INLET SO THAT WITHOUT STOPPING THE PUMP OPERATION, SUCTION LINE CAN BE CONNECTED.
1.2.10THE UNIT SHALL BE COMPATIBLE WITH EASE OF ACCESSIBILITY TO ALL SERVICE PARTS. THE PUMP AND FOAM MAKING EQUIPMENT CONTROL SHALL BE SO ARRANGED THAT ONE MAN CAN OPERATE FOAM OR WATER LINES FROM PUMP CONTROL PANEL.
1.2.11ALL FITTINGS SHALL BE OF HIGH TENSILE QUALITY AS PER IS: 3747/85.
1.2.13TIMBER SHALL NOT BE USED IN FABRICATION OF UNIT.
1.2.14HOOTER/ALARMING BELL SHALL BE PROVIDED TO DRAW ATTENTION OF THE PERSONS AVAILABLE NEAR THE APPLIANCES WHILE IT IS IN REVERSING MOTION.
1.3 CODES AND STANDARDS:
1.3.1THE UNIT / SYSTEM SHALL BE DESIGNED, CONSTRUCTED AND TESTED IN ACCORDANCE WITH IS: 10460:1983 (REAFFIRMED 2000) OR THE LATEST VERSION, BUT NOT LIMITED TO THE ABOVE IS.
1.4 BIDDER QUALIFYING CONDITION:
BIDDER SHALL COMPLY FOLLOWING CLAUSE OF BID EVALUATION CRITERIA AS DETAILED HERE UNDER AND SUBMIT THEIR COMPLIANCE IN TECHNICAL BID FAILING WHICH BID WILL BE REJECTED.

2.1.3.4THE INNER OF THE TANK SHALL BE EPOXY COATED AFTER SAND BLASTING TO AVOID CORROSION.
2.1.3.5FOUR LIFTING EYES SUPPORTED WITH FLANGES SHALL BE PROVIDED ON THE SHELL OF TANK TO BE LIFTED OFF THE VEHICLE.
2.1.3.6THE TANK SHALL BE SEAM ELECTRIC WELDED TYPE WITH MINIMUM NUMBERS OF JOINTS AND NOT FLANGED TYPE.
2.1.3.7THE TANK SHALL BE PROVIDED WITH BLANK CAP, FILLING ORIFICE OF APPROX. 250 MM DIA., MANHOLE OF MIN. 600 MM (24") DIA., THE DRAIN COCK, CLEANING HOLE OF MIN. 250 MM DIA. 2.1.3.8THE AGGREGATE CROSS SECTIONAL AREA OF BOLTED BAFFLE SHOULD NOT BE LESS THAN 75% OF THE CROSS SECTIONAL AREA OF TANK.
2.1.3.9THE TANKS TOP SHALL BE NOT MORE THAN
2.1.3.10ONE OVERFLOW PIPE OF (100 MM DIA), WHO DISCHARGE SHALL BE TAKES DOWN TO A POINT WELL BELOW THE CHASSIS WITHOUT REDUCING THE EFFECTIVE GROUND CLEARANCE (450 MM WHEN FULLY LOADED). THE WATER WILL OVERFLOW THROUGH THE PIPE ONLY WHILE REFILLING THE TANK AND NOT WHEN THE APPLIANCE IS IN MOTION, WHILE APPLYING BAKES OR STANDING ON UNEVEN GROUND. ARRANGEMENT SHALL BE MADE TO PREVENT PRESSURIZATION OF THE WATER TANK WHILE REFILLING THROUGH THE FILLING PIPES.
2.1.3.11TWO FILLING PIPES OF MIN ID 63 MM, HAVING EACH S.S BALL VALVE WITH INSTANTANEOUS MALE COUPLING WITH A STRAINER (HYDRANT CONNECTIONS) SHALL BE FITTED TO THE REAR OF TANK
2.1.3.12THE PLUMBING BETWEEN THE PUMP AND THE TANK SHALL HAVE A CLEAR AND UNOBSTRUCTED WATER WAY OF MIN 125 MM. THE DRAW OFF SHALL BE PROTECTED BY A WIRE SCREEN FILTER AND ARRANGEMENT SHALL BE MADE FOR VENTING THE TANK TO THE ATMOSPHERE WHEN WATER IS BEING DRAWN FROM IT, IF OVERFLOW IS NOT PROVIDED.

PRIMER SHALL BE CAPABLE OF LIFTING WATER FROM AT LEAST 7.0 M IN NOT MORE THAN 30 SEC. EXHAUST GAS EJECTOR TYPE PRIMING SHALL ALSO BE PROVIDED IN ADDITION TO THE AUTOMATIC RECIPROCATING PRIMER.
2.1.7FOAM COMPOUND TANK:

2.1.7.4VENTING ARRANGEMENTS AND DRAW OFF TUBE SHALL BE CONNECTED TO THE FOAM PROPORTIONED AND PUMP WITH SELECTOR VALVE/STRAINER. THE DRAW OFF TUBE SHALL HAVE A NRV IN ADDITION TO MAIN VALVE. THE PROVISION FOR DRAINING, FLUSHING OR CLEANING THE FOAM PIPING SHALL BE MADE.
2.1.7.5THE TANK SHALL BE SEPARATED AND DISTINCT FROM THE WATER TANK HAVING SUITABLE HOOKS FOR LIFTING.
2.1.7.6THE FILLER CAP SHOULD BE CLEARLY MARKED FOAM.
2.1.7.7PROVISION OF AUTOMATIC VENTING OF THE FOAM TANK WHEN THE FOAM COMPOUND IS DRAWN FROM IT OR WHEN THE TANK IS BEING FILLED.
2.1.7.8ONE SLUDGE TRAP HAVING CLEANING HOLE OF 250 MM DIA AND 25 MM DIA. DRAIN PIPE WITH A VALVE AND PLUG SHALL BE FITTED.
2.1.7.9FOAM TANK TO PUMP PIPE SHALL BE MADE OF SS (316).

AN AUTOMATIC FOAM COMPOUND PROPORTIONER WITH AUTO SELECTOR VALVE SHALL BE PROVIDED BETWEEN THE FOAM COMPOUND TANK AND THE PUMP. IT SHALL BE DESIGNED FOR OPERATION BY WATER UNDER PUMP PRESSURE. THE PROPORTIONER SHALL BE SO INSTALLED THAT IT SHALL NOT BE LIABLE TO MECHANICAL OR OTHER DAMAGE. THE AUTOMATIC FOAM COMPOUND PROPORTIONER SHALL BE OF ROUND THE PUMP TYPE PROPORTIONER HAVING AUTO SETTING SELECTOR VALVE SUFFICIENT TO INDUCE FOAM COMPOUND SO AS TO FEED MONITOR OF NOT LESS THAN 20000 LPM FOAM CAPACITY. 2.2.1.2THE FIRE TENDER SHALL BE PROVIDED WITH A SUITABLE CABIN TO ACCOMMODATE 6 PERSONS INCLUDING DRIVER AND THE INCHARGE OF THE CREW IN THE FRONT AND A CREW AT THE REAR. THE DRIVER. THE DRIVER SEAT SHALL BE ADJUSTABLE TYPE. THE DESIGN OF THE CABIN SHALL BE SUCH THAT IT AFFORDS WIDE VISION. D. EXTENSION LADDER:
A DOUBLE EXTENSION LADDER TRUSSED TYPE. THE LADDER SHALL BE MOUNTED ON SUITABLE GALLOWS FITTED WITH ROLLERS AND DESIGNED TO FACILITATE EASY AND QUICK REMOVAL OF THE LADDER BY ONE MAN FROM THE REAR OF THE APPLIANCE.
E. LOCKERS:
i)SUFFICIENT NUMBER OF LOCKERS FOR STORAGE OF ALL EQUIPMENTS SHALL BE PROVIDED FOR ALL EQUIPMENTS GIVEN IN SPECIFICATION. 4. ACCEPTANCE TESTS:
THE FOLLOWING ACCEPTANCE TESTS SHALL BE CARRIED OUT BY THE VENDOR, TO THE COMPLETE SATISFACTION OF THE USER WITHOUT ANY EXTRA COST.
4.1.1THE DESIGN OF THE TENDER SHALL BE SUCH THAT IT WILL NOT AFFECT THE CHASSIS CHARACTERISTICS AS SPECIFIED BY THE CHASSIS MANUFACTURER SUCH AS SPEED, TURNING CIRCLE, and ACCELERATIONT ETC.
4.1.2THE SUITABILITY OF THE APPLIANCE SHALL BE SUCH THAT WHEN UNDER FULLY EQUIPPED AND LOADED CONDITION, IF THE SURFACE ON WHICH THE APPLIANCE STANDS IT TITLED TO EITHER SIDE, THE POINT AT WHICH OVER TURNING OCCURS IS NOT PASSED AT AN ANGLE OF 27 ½ DEGREE FROM HORIZONTAL.
4.1.3THE PUMP SHALL RUN FOR A CONTINUOUS PERIOD OF MINIMUM 4 HOURS AT THE RATED CAPACITY.

4.1.6FOAM MAKING EQUIPMENTS SHALL BE APPLIED TO CHECK THE INDUCTION RATIO OF FOAM COMPOUND, TOTAL FOAM DISCHARGE RATE AND EXPANSION RATIO OF FOAM PRODUCTION USI NG THE FOAM COMPOUND AVAILABLE IN INDIA.
4.1.7ALL THE PIPING SHALL BE SUBJECT TO A HYDROSTATIC TEST PRESSURE OF 18.0 KG/CM2 FOR A PERIOD OF MINIMUM OF 10 MINUTES.
4.1.8FOAM TANK AND WATER TANK SHALL BE TESTED FOR LEAKAGE THE TANKS SHALL BE KEPT FULL WITH WATER AND SHALL BE OBSERVED FOR 24 HOUS FOR LEAKAGE.
4.1.9GRADIENT (RATE OF CLIMBING) TEST. THE VEHICLES SHALL BE TESTED FOR OPERATION EVEN WHILE CLIMBING A GRADIENT OF I IN 50.
4.1.10VACCUM TEST:

TECHNICAL SPECIFICATION FOR DCP FIRE TENDER
1.GENERAL REQUIREMENT
1.1The appliance shall have a Dry Powder unit conforming to IS: 10993/84 to contain 2000 kg of Dry Chemical Powder in two vessels capacity of 1000 kg each. The Dry Powder unit itself shall have the expellant gas assembly to discharge powder through 4 Hose Reels fitted with trigger type pistol grip nozzle and/or a monitor.
The detail drawing of vehicle shall have to be submitted for approval (in 3 copies) within 15 days of placing order.
1.2 The appliance shall be fabricated in a manner so as to confirm the following Requirements:-
a) The DCP tender including all accessories will be designed, manufactured and tested as per relevant Indian, International Standards wherever applicable.
b) All the equipment and accessories will be fixed on the appliance in a compact and neat manner and will be so placed that each part is easily and readily accessible for use and maintenance. The Centre of gravity of vehicle will be kept as low as possible.
c) Maximum speed on level road, fully laden, 72km/hrs.
d) Acceleration from a standing start through the gears, fully laden 63 km/h in 55sec.
e)The appliances shall be capable of being started from rest on a gradient of 1:4
f)When travelling at 48 km/hrs even on a level dry surface, the footbrake shall be capable of stopping the vehicle within a distance of 15 mtr. From the point at which the brake is applied. The hand brake shall be capable of holding the fully laden appliance coupled with trailer on a dry surface gradient of 1:4 when in neutral gear.

h)Vendor will arrange necessary temp. Registration / permit and insurance till vehicle is delivered at VSTPS Vindhyanagar.
i)The gross vehicle mass, including crew, dry powder and equipments, shall be not less than 8500 kgs.
1.3 CODES and STANDARDS
The unit/system shall be designed, constructed and tested in accordance with IS: 10993- 1984 or the latest version, but not limited to the above IS:
1.4 Bidder Qualifying Condition :-
(A)Only the manufacture shall submit their offer.
(B)The manufacture shall have ISO: 9002, certificate of Quality Management System and production facilities and notarized copy must be enclosed.
(C ) Bidder should have experience of fabrication of minimum Five DCP Tenders of similar type and copy of such supply order shall be submitted along with technical Bid.
2.0 CHASIS
a)The DCP tender will be fabricated on the chassis either of TATA- 1613 OR ASHOK LEYLAND CG1616 OR any equivalent make Chassis. However the preference should be given to M/S TATA as it is experienced by CISF in different Fire units that it is easy for post supply maintenance because TATA has very good network in India for maintenance and spare parts and strictly confirming to the BS III Norms. (As per Govt. guidelines under pollution norms.)
b)The chassis will be supplied with standard toolbox with tools and spare wheel assembly with jack (20 Tonnes) and lever.
c)Chassis will be complete with standard feature and accessories provided by the manufacturer.
2.1 Engine:
a)The engine shall be of compression ignition type and shall be capable of driving the fully laden appliance from starting up with out any preliminary running period even under abnormally cold atmospheric conditions. Means shall be provided to ensure reliable and quick starting of the engine.
b)Suitable gauges for indicating temperature of water and for oil pressure, appropriately marked with normal operating ratings, shall be provided on the instrument panel in the drivers cab. The engine lubricating system shall be provided with an accessible external filter. Means shall be provided to gauge with reasonable accuracy the level of oil in the sump, preferably by a tube
2.2 ELECTRICAL SYSTEM
a)A trickle type battery charger shall be provided for recharging the battery in situ. A red pilot lamp, indicating when the batteries are being charged from an external supply, shall be provided.
b) All important electrical circuit shall have separate fuses suitably indicated and shall be grouped into a common fuse box located in an accessible position in drivers cab and fitted with mains for carrying spare fuses. The wiring shall be single pole and shall not be exposing to the atmosphere. Conduits shall be used wherever necessary
2.3 The appliance shall be fitted with a towing arrangement at the rear of adequate strength to carry one tonne trailer. The unit shall be well balanced on the chassis and shall have a centre of gravity as low as possible. The overall height shall not exceed the permissible limits.
3.0MATERIAL SELECTION AND TREATMENT
3.1Material to be used in the construction of the appliance shall be made with a view to combining lightness with strength and durability.
3.2The appliance is intended for use in tropical condition with constant high humidity and heat. This shall be given full consideration and use of rubber or other similar material shall be avoided as far as possible; where it is unavoidable, the parts made out of these materials shall be easily replaceable and easily available.
3.3All the metal parts exposed to atmosphere and coming in contact with the powder shall be either corrosion resistant material or treated suitably to resist corrosion.
3.4Ferrous metal shall not be used for chromium plated fittings, and the plating of all such fittings shall be extra heavy quality.
The detail specification of material to be used for body work is given at Appendix A
4.0BODYWORK
4.1The body shall provide enclosed accommodation for six persons including the adjustable seat for the driver. Seat of the driver and for

4.3Shelf shall be provided for stowing B.A. Sets at the top of the crew sheet in cabin. Sufficient numbers of lockers for the stowage of the equipment, tools and other items shall be provided. The lockers shall be fitted with water proof lining.
4.4The cab and the lockers shall be of composite construction with sufficient rigidity and reinforcement and shall be kept as light as possible. Pressed sections of sufficient strength shall be used for the super structure.

4.7The body should be opened from both side with top cover fabricated of light alloy chequered sheet at both the vessel for movement and easy operation.
4.8Provision for wireless equipment shall be made and the control panel of the wireless equipment shall be located in the drivers cab.
4.9A battery operated public address system, with amplifier and microphone in the cab shall be provided.
4.10All the light fittings at the rear shall be suitably protected by expanded metal to prevent damage due to movement of crew.
5.0DRY POWDER FIRE EXTINGUISHING EQUIPMENT
5.1A quantity of 2000 kg of Urea based potassium
5.2A long range monitor shall be mounted on an independent platform just behind the drivers cab. The platform shall be adequately strengthened to avoid any vibration while the monitor is in use. There shall be proper and sufficient moving place around the platform for movement of the operator.
5.3The discharge rate of the powder shall not be less than 2.5 kg per second through each hose reel and the throw shall not be less than 10 mtrs horizontally and 8 mtrs vertically while working with both the lines. The discharge through the monitor shall be adjustable at 15, 25 and 40 kg/s at operating pressure. The throw through the monitor shall be not less than 40 mtrs horizontally and 30 mtrs vertically in still air.
5.4The total discharge of the powder shall be not less than 90 percent of the total contents. The vessels shall be provided with arrangement for discharging the excess expellant gas into the atmosphere even if the vessel is full with Dry Chemical Powder, the excess air should not affect the powder charge.
5.5Efficient means shall be provided for flushing the monitor, hose reels and manifold with the expellant gas after use. The operating lever shall be located at the control panel.
5.6An additional connection shall be provided in the common manifold, with required valve connection, to flush out the powder in the monitor and
5.7The expellant gas system shall preferably have nitrogen gas in cylinders of capacity not less than 50 liters each, having filling pressure of not less than 200 kgf/cm 2 . The gas shall be sufficient to discharge 2000 kg of Dry Chemical Powder through the long- range monitor and hose reels in accordance with the requirements mentioned above.
5.8Sufficient amount of the expellant gas shall be available in the cylinders to flush the monitor, hose reels and manifold when the supply of powder is exhausted. Arrangement shall be made to prevent back flow of the expellant gas.
5.9The monitor shall be provided in a manner so as to enable the operator to move it easily. The monitor shall rest on a clamp, properly secured, while not in use.
5.10The monitor shall have inbuilt arrangement to regulate the powder discharge at 15, 25 and 40kg/s by pushing or turning the operating lever. It shall capable to work on any angle up to 3600 horizontally and 1000
5.11Four hose reels, two on either side of the appliance, shall be provided at easily accessible locations so as to facilitate quick withdrawal. Arrangement shall be made to prevent overrunning or the reels.
5.12Each hose reel shall be provided with 30 mtrs long high pressure rubber hoses fitted with trigger type pistol grip nozzle capable of discharging 2.5 kg of powder per second at a pressure 14 kgf/cm2.
5.13Suitable device shall be provided or arrangement made to restore the fluidity of the powder to ensure its capability to flow through the fittings, valves and pipelines at the outlets.
5.14All valves, discharge nozzles, pipes and fittings pressure gauges, etc, shall be of approved type and of
6.0 VESSELS: -
Each pressure vessel having capacity to hold 1000 kg of DCP each shall have to be directly mounted on sub frame attached to chassis members. These vessels shall be fabricated as per ASME Code VIII

07.CONTROL PANEL
Adequately illuminated control panel shall be provided at both side of the vehicle, separately for each vessel with network diagram to operate the Dry Chemical Powder system. All Control/Items of equipments shall be clearly marked or identified by fixing suitable labels to facilitate easy operation.
The control panel shall include the following:
a)Pressure gauge for expellant gas cylinder.
b)Pressure gauge to indicate operating pressure.
c)Operating levers for
1)Expellant gas valve.
2)Monitor Valve.
3)Valves for Hose Reels.
4)Pressure release valve.
5)Flushing valve for monitor.
6)Flushing valve for Hose reels.
d)Switches for lighting arrangements; and
e)Instruction plate for operation, with line diagram.
8.0STABILITY
The stability of the appliance shall be such that when under fully equipped and loaded conditions, excluding the crew, if the surface on which the appliance stands
is fitted to either side, the point at which overturning occurs is not passed at an angle of 250 from the horizontal.
9.0WORKMANSHIP AND FINISH
9.1All parts of the appliance shall be of good workmanship and shall have streamlined finish.
9.2All metallic surface coming in contact with the Dry Chemical Powder shall be suitably treated against corrosions.
9.3The inner of the vessels shall be epoxy coated after sand blasting to ovoid corrosion.
9.4The appliance shall be painted fire red to shade No. 536 of IS :
10. INSTRUCTION BOOKS, ACCESSORIES AND EQUIPMENT
Instruction books for the guidance of the user, including both the operating and normal maintenance procedures, shall be supplied. The books shall include and itemized and illustrated spare parts list giving reference numbers of all the wearing parts.
11. The following accessories shall be fitted/provided in addition to those normally fitted on commercial vehicles.
a) Electrically operated multitude siren :- One siren of three modes 1 km, working on the batteries of the appliance, with its switch in the driver’s cabin. The siren shall be fitted at top of the driver cabin where it is protected from damage due to weather condition and also wire net should be provided.
b) Fog lamp
c)Reversing light and horn: suitably situated to assist reversing.
d)All field obstruction marking light: (two Nos) One of these shall be fitted in the front and the other at the rear of the appliance.
e)Revolving beacon light:- three Colour, capable of throwing beams of light around 3600 with beam inclined upwards, horizontally and downwards. It shall be mounted on the cab roof and shall be operated from the batteries of the appliance.
f)Search Light : Adjustable to give flood or beam light mounted in a convenient position but capable of being readily disconnected and mounted on a tripod away from the appliance ; complete with tripod and with not less than 30 mtrs of TRS cable on a real mounted on the appliance. The capacity of the cable shall be such that the voltage drop shall be not more than 2 V at the other end.
g)Spot Light- Adjustable, mounted in a convenient position on the rear side of the driver’s cab.
h)Inspection Lamp:- Protected type, on wander lead with plug. A socket shall be provided on the control panel in the driver’s cab for plugging in the lamp.
i)Tools :- All tools required for routine maintenance of the appliance which are not included in the standard kit of tools for the chassis.
j)Windscreen wipers:- Two No’s electrically operated.
12 MARKING:-
Each appliance shall be clearly and permanently marked with the following information:
a)Manufactures name and trade mark, if any;
b)Year of manufacture.
c)
Will be written in English in golden yellow Colour with NTPC logo . NOTE TO VENDORS
The vender shall declare the material used in construction of appliances.
The vender shall mentioned the relevant /governing IS specification of material. Corrosion resistance treatment shall be applied.
Vehicle shall confirm to the prevailing motor vehicle act and rule.
14. MANUFACTURE’S CERTIFICATE AND GAURANTEE:
a)The manufacture shall provide a certificate to the effect that appliance conforms
to |
the requirements of this Indian standard in every respect. |
b) |
The manufactures shall guarantee the material, workmanship and operation of the |
unit.
c) |
The period of guarantee shall be as agreed to between the purchaser and |
