a)Single stage two part on-line bidding through our SRM module of E-procurement system, i.e. Part-1 should be consisting of technical bid along with Earnest Money Deposit. Bid part-II consists of Price/Commercial Bid.

b)Price bids will be opened of those bidders only who will qualify in Bid Part-1

A).Tender shall be processed through SRM Module i.e. e-procurement system, wherein REVERSE AUCTION shall be applicable. Tenderer must sent the enclosed format of e-procurement duly filled in all the information sought in the format.

B) Grinding Roll and Bull Ring Segment shall be procured from single party on overall L1 basis. Details of Items:

PRE QUALIFYING REQUIREMENT FOR PROCUREMENT OF WEAR PARTS FOR XRP 803 TYPE COAL PULVERISERS FOR SINGRAULI:

1.1The bidder should be a regular manufacturer of vertical type coal pulverizers and should have supplied such coal pulverizers to at least two (02) nos. coal fired units each of 200 MW or higher capacity, located at two different power stations and which are in successful operation for at least two years, as on the date of bid opening with the same type of grinding elements*. Grinding rolls should be centrigugally cast Ni- hard type or carbide insert type or weld overlay/high chrome type or sintered cast type, using one or more grinding roll sets, as offered by the bidder.

1.2 (a) The bidder should be a regular manufacturer of the type of grinding elements*. Grinding rolls should be centrifugally cast Ni-hard type or carbide insert type or weld overlay/high chrome type or sintered cast type offered by him and should have supplied at least one hundred and fifty (150) nos. of 36 inch or high size such type grinding rolls for XRP/Raymond bowl type of coal pulverisers during last three years as on the date of bid opening.

AND

1.2 (b) The bidder should either himself or through a company/agency in which he has controlling stake, own following manufacturing and testing facilities for use by the bidder for manufacturing of Grinding Elements* (bidder to furnish proof of ownership of the facilities along with his bid).

Manufacturing facilities :

i.Induction/cupola/induction arc furnace for melting iron 1.0 ton and above.

ii.Centrifugal casting machine to accommodate grinding rolls over 1200 Kg in case bidder is offering Ni-hard rolls.

iii.Machining facility for insider bore.

Testing facilities :

i.Chemical composition testing

ii.Magnetic particle testing machine

iii.Hardness testing

iv.Ultrasonic testing machine to check tread to core bond

v.Micro structure testing

vi.Ultrasonic machine to check tread thickness

vii.Inside micrometers to check inside taper measurements

viii.Spectometer/spectrogram

1.3The bidder should be a regular manufacturer or grinding elements* for vertical type coal pulverizers and should have supplied at least fifty (50) nos. grinding rolls for vertical type coal pulverizers and should have an ongoing collaboration/licence agreement with a manufacturer who meets the qualifying requirements as stipulate at clause 1.2(a) above. In such a case bidder, along with his collaborator should furnish a deed of joint undertaking (DJU) for successful performance of the grinding elements* offered by him. Further, bidder should have manufacturing and testing facilities as per para 1.2(b) above and shall offer only the type of grinding rolls (i.e. centrifugally cast Ni-hard type or carbide insert type or weld overlay/high chrome type or sintered cast type rolls) for which his collaborator is qualified.

2 The bidder should have executed the supply of Grinding Elements* of the

type mentioned at 1.1 above for coal pulverizers, during last seven (07) years as on the date of bid opening, as any one of the following :

Three executed/completed orders as above, valued not less than INR 113 lakhs each.

Two executed/completed orders as above, valued not less than INR 141 lakhs each. OR

One executed/completed order as above, valued not less than INR 226 lakhs each.

*Grinding Elements means bull ring segments and grinding rolls

3. The average annual turnover of the bidder in the preceding three (03) completed financial years as on the date of bid opening shall not be less than INR 377 lakhs

NOTE :

1.The bidder is requested to clearly stipulate hereunder the route under which the qualification is being sought. Bidder is also required to submit along with the bid all necessary documents to establish bidder’s qualification.

2.Other income shall not be considered for arriving at annual turnover.

3.In case where audited results for the last preceding financial year is not available, certification of financial statements from a practicing chartered accountant shall also be considered acceptable.

4.Notwithstanding anything stated above, the employer reserves the right to assess the capabilities of the bidder/his collaborators/associates/ subsidiaries/group companies to perform the contract should the circumstances warrant such an assessment in the overall interest of the employer.

5.0General Conditions:

5.1Small Scale Industries (SSI) registered with the National Small Industries Corporation (NSIC) shall be exempted from payment of Tender fee/ Earnest Money deposit. Bidders seeking exemption should enclose a photocopy of valid registration certificate preferably

attested by Gazetted Officer/Magistrate 1st Class giving details such as validity, Stores, monetary limit etc. failing which they run the risk of their bids being passed over as ineligible for this concession. SSI units registered with UPSSIDC are also entitled for exemption of Tender fee/ Earnest Money deposit.

5.2The detailed specification of the item is mentioned in the tender documents.

5.4NTPC reserves the right to accept or reject any or all offers without assigning any reason or split the tender/ deviate from quantities indicated.
