1NTPC invites on-line bids on Single Stage Two Envelope bidding basis from eligible bidders for above said package as per the Scope of Work briefly mentioned hereinafter.

The bidder after transferring the money through ECS shall intimate NTPC in the address of communication below that they have transferred the money for purchasing the bid documents along with an application. The amount received in the account of NTPC shall be as per the IFB irrespective of transaction charges levied at banks for foreign bidders.The bidders shall also indicate the unique transaction reference of the ECS transaction in their application for enabling the participation of the bidder by NTPC

5Bid Security and Power of Attorney(as per ITB clause no 11.2(b)) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security shall be treated as non-responsive by the employer and shall not be opened.

6 QUALIFYING REQUIREMENT FOR BIDDERS

Qualifying Requirements for the Bidders:

The Bidder who wishes to participate in the bidding shall satisfactorily establish that it fulfils the Qualifying Requirements stipulated hereunder:-

1.Technical:

In addition to the qualifying requirements stipulated under section ITB (instruction to bidders), the bidder should also meet the qualifying requirements stipulated hereunder.

1.01 Proven Experience :- The bidder should be a Gas Turbine manufacturer / manufacturer of Gas Turbine Blades (buckets) or Nozzles (vanes) or Shrouds /

refurbishment agency of gas turbine blades (buckets) or Nozzles (vanes) or Shrouds and should have carried out / got carried out refurbishment of at least two (2) sets (individually or combined together of Stage–I or Stage-II or stage-III) of shrouds for gas turbines having minimum rating of 98 MW ISO at turbine inlet temperature (TIT) of 990 degree C minimum.

The above referred refurbishment should have been conducted on components which have exhausted the design life of 72000 EOH

At least one set of above two sets refurbished should have completed successful operation of minimum 15000 EOH as on date of bid opening.

AND

1.02Specific Plant related Technology and capability :

1.02.1Bidder must either himself possess or have legitimate access to the necessary technology for refurbishment of shrouds of GE Design - BHEL make / GE make, Gas Turbine model No PG-9171 E having ISO rating of 123.4 MW at TIT of 1124 deg C

1.02.2The bidder at his option can also outsource any of the activities required for refurbishment of the above shrouds subject to the condition that the chosen

outsourcing agency by the bidder also has the necessary technology for refurbishment of shrouds of GE Design - BHEL make / GE make, Gas Turbine model No PG-9171 E having ISO rating of 123.4 MW at TIT of 1124 deg C

OR

1.03The bidder can be a licensee or authorised agent of Gas Turbine Original Equipment Manufacturer (OEM). In such case, the bidder can be considered qualified based on the experience of their principal (OEM) who meets the requirement mentioned at para 1.01 and 1.02 above.

2 Financial:-

2.01The bidder should have successfully completed similar works in the last SEVEN years reckoned from the date of bid opening, as any of the following:

Single Contract of value not less than ` 20.27 million or its equivalent foreign currency

OR

Two Contracts of value not less than ` 12.67 million each or its equivalent foreign currency

OR

Three Contracts of value not less than ` 10.14 million each or its equivalent foreign currency

‘Similar work’ means manufacturing / refurbishment of combustion liners / transition

pieces / shrouds / nozzles / blades of gas turbines.

2.02The average annual turnover of the bidder in the preceding three financial years as on the date of bid opening shall not be less than ` 55.29 million or in equivalent

foreign currency.

3Notwithstanding anything stated above, NTPC reserves the right to assess the capability and capacity of the bidder / his collaborators/ associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the employer.

NOTES:-

1.Other income shall not be considered for arriving at annual turnover.

2.The word "refurbished" means, as on BOD the bidder should have achieved the criteria specified in above QR even if the total contract is not completed / closed. A work completed in the preceding seven (7) years reckoned as on date of techno commercial bid opening, even if it has been started earlier, will also be considered as meeting the qualifying requirements.

3.The relevant documents such as Letter of Award, proof of execution etc., shall be

submitted along with the bid. All claims need to be supported by documentary evidence and necessary contact details including names and telephone numbers of customers.

The reference plants/works whose details have been declared as per the specified format in the relevant attachment (i.e. Attachment No.-3A) shall only be considered to ascertain the bidder’s compliance to the specified Qualifying Requirement (QR). Bidders wishing to provide additional reference plants/works

are required to declare the same in similar format which shall be additionally attached. However, bidders are not permitted to quote more than 6 numbers of

plants/works for this purpose for each qualifying criteria.

The employer at its discretion may seek any clarification and/or documentary evidence only for the reference plants as mentioned above. However, no change or substitution of the reference plants/works by new/additional plant/work for conforming to the specified Qualifying Requirement shall be sought, offered or permitted.

7NTPC reserves the right to reject any or all bids or cancel/ withdraw the IFB for subject Package without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

8Issuance of bid documents to any bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.

9Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible. Parties banned by Corporate Centre /Southern Region HQ / KAYAMKULAM are not eligible to
