NOTICE FOR VENDOR ENLISTMENT

(Domestic)

VENDOR ENLISTMENT NOTICE NO.: Kh/CS/Vendor Enlistment/Phase-II/

ENLISTMENT OF VENDORS FOR WORKS CONTRACT at NTPC,Kahalgaon

1.0NTPC-Kahalgaon invites applications from Contractors / Vendors for Vendor Enlistment of the following works:

The enlistment shall be initially valid for a period of three years and the same shall be updated periodically.

2.0Classification of work:

3.0 Document to be submitted along with application form duly filled and signed:-

Part-A: Common Documents for each Applicant (Agency/Contractor/Vendor)

a)Notarized copy of Affidavit for proprietorship / Partnership deed / Certificate of Incorporation/ Memorandum of Association

b)Copy of PF registration Certificate.

c)Copy of Service Tax Registration Certificate

d)Copy of PAN Card

e)Copy of ESI

f)Sales Tax/VAT Registration Certificate

g)Audited balance sheet and profit and loss account for last 03 financial years i.e. 2011-12, 2012-13 & 2013-14. In case, where audited results for the last preceding financial year are not available, certification of financial statements from a practicing chartered Accountant shall also be considered acceptable.

h)Form-B duly filled for e-tendering.

Part-B: Documents/Fee to be Submitted Separately for each Work Category

i)Separate Application Form duly filled and signed for each work category

j)Credentials in support of meeting PQR separately for each Work Category

k)Application fee (Non-refundable) as mentioned above in the form of Demand draft / Banker’s Cheque / Pay Order only. [ Refer 6.0 (iii) ]

4.0Qualifying requirement:

The intending agency has to meet PQR (Pre- Qualifying Requirement) as below:

Financial criteria & Average Turn Over:

Financial Criteria (Work Experience and Average Annual Turnover of the preceding three years i.e. 2011- 12, 2012-13 & 2013-14) for respective classes shall be as per Table – I below.

even if the total contract is not completed/closed. The same shall be supported by documentary evidence issued by the Owner. The work should have been executed during last 07 Years as on Last

03. Other income shall not be considered for arriving at annual turnover.

FQA WORKS

5.0Purchase of application:

i.The “Application Form” can be downloaded free of cost by logging in at www.ntpctender.com on-line.

ii.“Application Form” can also be obtained from the office of the undersigned on any working day up to 17.30 Hrs upto last date of sale close date.

iii.“Application Form” can also be obtained through e-mails of contact persons mentioned below.

iv.Such issuance of “Application Form” will not automatically construe that bidders are considered qualified for enlistment.

v.Request for “Application Form” received after the last date of sale as mentioned, shall not be entertained.

vi.In case, request for “Application Form” is obtained by post within stipulated date, Soft copy of the application form shall be sent through e-mail only. For this purpose, the applicant is required to furnish valid e-mail id along with the request letter

vii.The “Application Form” downloaded can be used to apply for enlistment for any work category. But separate “Application Form” should be filled in for enlistment of each work category. For example if the vendor is interested for enlistment for “ARC for water sampling & analysis of Drinking water, Effluent Bore well samples” & “ARC for Ambient Air quality monitoring”, the vendor must submit two separate application forms duly filled for Chem-02 & Chem-03 respectively.

6.0Submission of Application:

i)The application form duly filled is to be submitted along with requisite amount of “Work Category Application Fee” and all other documents as specified above should reach in the office of AGM (C&M) on or before last date for receipt of application.

ii)As already mentioned above, separate “Application Form” should be filled in, for enlistment of each work category. All applications must be accompanied with separate application fee.

For each Work Category, Application fee is Rs. 2000=00.

Applications without application fees shall be out rightly rejected

iii)Application fee may be paid in form of DD/Pay Order/ Banker’s Cheque in favor of NTPC Limited, from any Nationalized or scheduled bank, payable at the State Bank of India, CSTPP Colgong Branch with Code No.-06949 or Allahabad bank, NTPC Township Branch with code -0211932.

iv)Application form duly filled along with application fee & all other relevant documents is to be submitted in a sealed envelope superscribing on the envelop “Enlistment of Vendors - Contract Services, Phase-II” and “Work Category Code”.

“Work Category Code” Means “Chem-02” or MGR-01 or F QA-01 for “Contract for ARC for water sampling & analysis of Drinking water, Effluent Bore well samples” or “Contract for MGR Track Maintenance Jobs” or “Contract for RC FOR NDT” resp ectively.

v)The full name postal address and Tel. No. (preferably Mobile No) of the applicant shall be written on left hand corner of the sealed envelope. The applications shall be addressed to:

vi) MSME/ Small Scale Industries registered with the National Small Scale Industries Corporation (NSIC) under single point registration scheme and SSI units registered in Bihar and for the said item/ services shall be exempted from the payment of Application Fee. Vendors seeking exemption should enclose notarized legible copy of valid registration certificate giving details such as items/ services for which registered, validity, monetary limit etc. along with the application form. If the validity of the certificate has expired or the stores/service items are not matching with the items for which enlistment is being done, such requests shall run the risk of their request being passed over as ineligible for this concession/exemption.

In case of any doubt on eligibility of such exemption/ concession vendor may get clarification from NTPC Official before submission of their application.

vii)The application shall be received up to 15.30 Hrs. on the last date of submission in the office of AGM(Contracts), NTPC, Kahalgaon and shall be opened on the same day at 16:30 Hrs.

7.0Evaluation Criteria: The screening committee will examine the applications of vendors based on

Qualifying Requirement stipulated in Para 4.0 above.

8.0General Notes and Terms & conditions:

a)In case, the date of last date of receipt of application coincides with a HOLIDAY, the same shall be shifted to next working day.

b)The business dealing with the enlisted agencies may be suspended if prima facie it is found that the agency is involved in an offence of unethical business dealing.

c)Applicants, who have already been debarred from the business dealings with NTPC, Kahalgaon, their name shall be kept withheld under their eligible category and class as their qualification. After expiry of the debarment period, they may only be considered in same work category & class, subject to approval of their fresh request by competent authority for continuation of business dealing with NTPC.

d)NTPC shall not be responsible for any postal delay, loss or non-receipt of documents sent through post/courier.

e)Incomplete application/application without application fees/ relevant documents in support of meeting PQR are liable to be rejected.
