3.0Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without any acceptable Bid security and Integrity Pact(if applicable) shall be treated as non- responsive by the employer and shall not be opened.

4.0A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non –refundable) of the cost of the documents as mentioned above in the form of a crossed account payee demand draft in favour of NTPC Ltd, payable at Raigarh or directly through the payment

gateway at our SRM site. For logging on to the SRM site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www. ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close Date along with dully filled in questionnaire for issue of vendor code and SRM user id/password.

5.0 Brief Scope of work and other specific detail

The scope of work under this contract is fabrication and supply of foam tender as per IS-10460-1983 with its latest amendments. The bidder shall provide TATA LPT 1613/1616 or ASHOK LEYLAND equivalent, of not less than 4225 mm and not more than 4500 mm wheel base Euro-III chassis on which the tender shall be built-up as per IS-10460. Transportation of chassis from Engine manufacturer’s site and delivery of foam tender after fabrication at our site are in bidder’s scope. The bidder should ensure chassis/unit Registration formalities.

All materials to be utilized by the agency for incorporation in the work shall be strictly in accordance with the relevant clauses of the IS specification.

Some specific requirements are given in the tender documents. However, this is not exhaustive and all provisions of IS-10460 shall apply. Exceptions if any, to the IS standard should be mentioned by bidders.

6.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of Bidding documents.

7.0 Qualifying Requirements for Bidders:

In addition to satisfactory fulfillment of the Qualifying requirements stipulated in Section – ITB (Instructions to Bidders) of Bid documents, the following shall also apply:

1.0The Bidder should have supplied the similar items (as above) during the last 7 years ending last day of the month ending previous to the month of NIT having minimum contract value as indicated below:-

a) Three similar contract as above of cost not less than Rs 27 lac each. OR

b) Two similar contract as above of cost not less than Rs 33 lac each.

OR

c) One similar contract as above of cost not less than Rs 53 lac each.

N.B: Similar item means supply of FOAM FIRE TENDER.

2.FINANCIAL CRITERIA

•The average annual financial turnover of the Bidder during the preceding three completed financial years as on 31.03.2014 (i.e 2011-2012, 2012-2013, 2013-2014) should not be less than Rs 1,32,00,000.00(Rs One crore thirty two lac only).

•In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered.

Note:- Other income shall not be considered for arriving at annual turnover.

•Notwithstanding anything stated above the employer reserves the right to assess the capabilities and capacity of the bidder / his collaborators / associates / subsidiaries / group companies to perform the contract should the circumstances warrant such assessment in the overall interest of the Employer.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/indenting bidder shall have any claim arising out of such action.
