7.0Exemptions for MSME/ SSI/ NSIC Registered Companies:
a)MSME / Small Scale Industries registered for similar work with the National Small Scale Industries Corporation shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with West Bengal State SSI are also entitled for exemption of EMD / Tender Cost. Such parties can send the request for Tender Documents along with copy of certificates self attested.
b)MSME / Small Scale Industries (SSI) registered with National Small Scale Industries Corporation (NSIC) or Directorate of Industries, West Bengal State shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC / Karnataka State Directorate of Industries.
c)Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / AGM (CS) at the address given below at least seven working days prior to the last date of tender fee payment for getting the authorization for participating in the

9.0Qualifying Requirements: GENERAL REQUIREMENTS:
1.1The Bidder may be a proprietary firm, Partnership firm, Limited Company, Registered Cooperative Society, Corporate body legally constituted possessing the required licenses, registrations etc as per law valid at least for 12 months from the date of the opening of tender.
1.2The bidder must have experience of Running, Maintenance and catering Services of Guest House / Transit Camp / Management Training Institute of Central Govt. Deptts/ PSUs/Large Organizations of repute/ 2 Star (or above star) Hotels for last 3 years ending 31st March 2014.

1.3Average Annual financial turnover during the last 3 years, ending 31st March of the previous financial year, should be at least Rs 9,71,450/-

1.4Experience of having successfully completed similar works during last 7 years ending last day of month previous to the one in which applications are invited should be either of the following:
a)three similar completed works, each costing not less than the amount equal to Rs
12,95,266/- or
b)two similar completed works, each costing not less the amount equal to Rs
16,19,083/- or
c)one similar completed work costing not less than the amount equal to Rs

1.5Bidder shall provide documentary evidence of Service Tax, VAT registration, PF registration, ESIC registration (wherever applicable) and power of attorney at the time of bidding. Necessary registration with local bodies under Shops & Establishment Act or other applicable acts of State / Central Govt. authorities for providing Catering /Guesthouse related activities, if applicable, shall be obtained by the agency before commencement of work and submitted to EIC for verification.
1.6Bidders shall provide such evidence of their continued eligibility, satisfactory to the Company, as the Company shall reasonably demand any time within the currency of the contract .
1.7The Bidder shall submit attested copies of original documents defining the constitution or legal status, place of registration, and principal place of business; written power of attorney of the signatory of the Bid to commit the Bidder; along with the bid.

2.CONTRACT ELIGIBILITYCRITERIA:
Further, the contract eligibility includes the following:
2.1Experience on similar completed works executed during the last seven years; and details like monetary value, clients, proof of successful completion.
2.2Documentary evidence of adequate financial standing, Certified by Bankers,
Audited Profit & Loss A/c and Balance Sheet, Annual turnover in last three years, access to adequate working capital. In case where audited results of last(preceeding) financial year is not available, certificate of financial statement from a Chartered Accountant shall also be considered acceptable).
2.3On the Guest House contract works of NTPC, the agency shall deploy its own regular
employees and no subcontracting, in any form is allowed. Key personnel available and proposed to be engaged for management and supervision of the, Guest House/Transit Camp, their qualifications and experience - Valid certificates by a recognized University, technical Board or Ministry of Government of India would only be taken cognizance of.
2.4The minimum qualification and experience* of the personnel proposed to be engaged may be as under-
Manager- Diploma in Hospitality Management or Hotel Management with min 3 years of experience
Or
Graduate with min 7 years of experience Or
12th pass with min 10 years of experience.
Supervisor- Graduate and min 2 years of experience Or
12th pass and min 5 years of experience Cook- 8th Pass and min five years experience Bearer- 8th Pass and min 2 years of experience
Sweeper/Cleaner/Housekeeping Staff

Further, the character and antecedent report of the personnel proposed to be engaged should be clean. It shall be the responsibility of the agency to submit to NTPC, such verification report in respect of the staff proposed to be engaged, from a statutory authority, before deployment of the person on the work.
2.5Information regarding projects in hand, current litigation, orders regarding exclusion/expulsion or black listing, if any.
2.6Note: Requisite details as above may please be filled in the format as provided hereafter
10.0As a proof of meeting the qualifying requirements, the scanned copies of the following documents will be required to be uploaded in the

a)(i) Award letter / Work Order with bill of quantities (ii) proof of value of work executed as mentioned at (b) below
b)Documentary evidence issued by the employer as proof of value of work executed clearly indicating (i) the executed value of the work and (ii) period (giving start date and end date) during which the work has been executed, in the form of job completion certificate / final deviation order / copies of measurement book (R/A bills). An employer means Government / Large Industrial Organizations / Public Sector Enterprises.
c)“Copies of Balance Sheet and Profit & Loss Accounts as audited by a practicing Chartered Accountant or Certificate of Turnover issued by a Practicing Chartered Accountant clearly indicating the Books / Records / documents on the basis of which the Certificate is issued”.
d)The Bidder shall indicate on copies of credentials (copies of the work orders and performance / completion certificates from Govt. / PSU / Organizations as specified in the Qualifying requirements, the conditions (9.1.0 (A), (B) or (C) and 9.3.0 of Qualifying Requirements against which the credential is being submitted may be indicated on the document.
Original documents for verifications shall be produced as and when called for.
10.1The following documents shall also be submitted / uploaded by the bidders in
I.Partnership deed/ affidavit for proprietorship/ certificate of incorporation/ articles of association etc with latest changes, if any.
II.Copy of Power of Attorney of Authorized Signatory (if applicable)
III.The bidder should have independent P.F. code number allotted by Regional Provident Fund Commissioner. Copy of PF code allotted by RPFC must be submitted with technical bid.
IV. Copy of Sales Tax registration, Service Tax registration, STCC/TIN, works tax Registration certificate.
V.Copy of PAN Card.

11.0NTPC shall evaluate the qualifying requirements of each bidder as per NIT after opening of technical bids and the bids of the bidder who is not meeting the qualifying requirement shall be treated as
12.0Issuance of Bidding Documents to any bidder or Participation in the tender by the Bidder shall not construe that bidder is considered qualified.

13.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action. EMD only shall be returned without any additional financial liability to NTPC Limited.
14.0 Tender documents are not transferable.
15.0If the date of bid opening coincides with a holiday, the date of bid opening shall be shifted to next working day.
16.0NTPC shall not be responsible for any postal delay / loss / damage or non delivery EMD / Bid Security, Certificate on Important Conditions and Letter of Undertaking.
17.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
