NTPC Limited invites bids from eligible bidders for the package of Audio Visual system ( Design, supply, installation, commissioning & testing of all items as per functional requirement) at NTPC/SRHQ new office building at Kavadiguda, Hyderabad on Single

Stage Two Envelope bidding basis (Envelope-1: Techno-Commercial Bid & Envelope-2: Price Bid) as per the brief Scope of Work mentioned hereunder.

1.0Brief Scope of Work:-

The scope ofwork shall include Design, supply, installation, commissioning & testing of the complete Audio Visual systems as per the bid documents at NTPC/SRHQ new office building at Kavadiguda, Hyderabad.

2.0Detailed specification and scope are given in the bidding documents which are available for downloading at the address given below, as per the following schedule:

a)The bid shall be opened in Two Stages (two envelope) -

i)FIRST Stage : Techno-commercial Bid (Date of opening as mentioned above.

ii)SECOND Stage: Price Bid (Date of opening to be informed later)

iii)Receipt of queries on bid dcouments: Upto 1700 hrs on 25.07.2014

iv)Prebid conference on 01.08.2014 at 1000 hrs at NTPC office Secunderabad

b)Bids shall be submitted online and opened at the address given below. Bidder shall furnish Bid Security, No Deviation Certificate, Acceptance of NTPC Fraud Prevention Policy, Declaration of Banning policy, Power of Attorney and Letter of Undertaking separately offline as detailed in Bidding Documents by the stipulated bid submission closing date and time at the address given below.

c)As per the provisions of Bidding Documents, the bidders shall submit “Techno-

Commercial Bid and Price bid”, within the bid submission date and time as mentioned above. Techno-Commercial bid will be opened on the same date and time as specified at para 2.0 above.

d)All bids must be accompanied by EMD/Bid Security/Bid Guarantee for an amount equivalent to Rs. 1,88,000/-(Rupees one lakh eighty eight thousand only) in Indian Rupees, as stipulated in the Bidding Documents.

e)Bids not accompanying requisite Earnest Money Deposit (EMD)/ Bid Security/ Bid

Guarantee will not be considered for opening and will be rejected as non-responsive and returned to the bidders without being opened.

f)Bidders may seek clarifications on the Bid Documents in writing on or before 1700 hrs on 25.07.2014. Pre bid conference is scheduled on 01.08.2014 at 1000 Hrs at NTPC office. Clarifications, if any, shall be furnished by NTPC subsequently. Any clarifications sought after 25.07.2014 will not be entertained. In case no query is received in stipulated time from any of the purchasers of the tender documents, no clarifications will be issued.

g)The Price Bid opening date shall be intimated separately by NTPC to those bidders who have been considered qualified and whose Techno-Commercial Bids have been found to be responsive.

3.0QUALIFYING REQUIREMENTS FOR BIDDERS

In addition to satisfactory fulfillment of the Qualifying requirements stipulated in Instruction to Bidders of bid documents, the following shall also apply:

3.1The Bidder shall be in the regular business of Audio Visual system design, supply, installation and integration and should have completed execution of Audio-Visual works like digital audio conferencing and video displays which include integration with lighting control system for Conference room(s)/Board room(s)/auditorium(s) of Offices, Institutions or Commercial buildings during last three years prior to date of techno

commercial bid opening as follows:

(i) At least one single such work of a value of not less than Rs. 75 lakhs OR

(ii) At least Two such works, each of a value of not less than Rs. 47 Lakhs OR

(iii) At least Three such works, each of a value of not less than Rs. 37 Lakhs

The above audio-visual works shall be in successful operation for atleast one year prior to date of techno-commercil bid opening.

3.2Bidder should have his own office/service centre for audio visual equipment in

Hyderabad functioning for at least last 12 months prior to the date of techno-commercial bid opening.

3.3Financial Criteria

3.3.1

The average annual turnover

of the Bidder, in the preceding three (3) financial years as

 

on the date of Bid opening

shall not be less than INR 281 Lakhs (Indian Rupees two

 

hundred and eighty one Lakh only).

Notes:

iOther income shall not be considered for arriving at annual turnover.

iiThe word "executed" means that the bidder should have achieved the progress specified in the QR para above 3.1 even if total contract is not completed/closed. The same shall be supported by documentary evidence issued by the owner/employer.

(iii)In cases where audited results for the last preceding financial year are not available, certification of financial statements from a practicing chartered accountant shall also be considered acceptable.

3.4Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder / his collaborators / associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

4.0REQUIREMENTS FOR REQUEST OF TENDER DOCUMENTS:

4.1.0The prospective bidders are requested to visit www.ntpctender.com site and get acquainted with e-tender procedure.

A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Hyderabad/Secunderabad or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in).

For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site (Guidelines to Bidders) as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to last date of tender fee payment along with duly filled in questionnaire available at Pre-requisite tab under 'e-tender' at ntpctender.com for issue of vendor code and SRM user id/ password.

4.1.1Issuance of bid documents to any Bidder shall not construe that such bidder is considered

to be qualified.

4.2.0Micro and Small Enterprises (MSEs) registered with District Industries Centres or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises as per MSMED Act 2006, for goods produced and services rendered, shall be issued the bidding documents free of cost and shall be exempted from paying Earnest Money Deposit

4.3.0Prospective bidders from U.P. state are compulsorily required to provide TIN number at the time of purchase of bidding documents from office of NTPC.

4.4.0NTPC reserves the right to reject any or all bids or cancel/ withdraw the Invitation For

Bids without assigning any reason; whatsoever, and in such case no bidder/ intending bidder shall have any claim arising out of such action.

4.5.0NTPC Limited reserves the right to accept/ reject any or all applications / bids in part or full.

4.6.0The bidder along with bid must submit documentary evidence in support of meeting qualifying requirements such as Copy of Balance sheet and Profit & Loss account for the specified period, Proof of orders executed, NSIC certificate wherever applicable, BIS

certificate, Registration certificate with department of industries, etc.

5.0IMPROTANT INFORMATION TO BIDDER

i)The registered prospective bidders who wish to download the bidding documents shall be prompted to enter his user id & password. Subsequent to entering of user id & password

and acceptance of the same by the system, the prospective bidder shall be routed to payment gateway for making payment towards cost of bidding documents. On successful payment of cost of bidding documents and the details, the prospective bidder shall be authorized to download the bidding documents and the details of the prospective bidder shall be stored by the system.
