THERMAL POWER PROJECTS OF NTPC

1.0NTPC Limited invites online applications from eligible domestic Contractors for the above mentioned Enlistment. The brief Scope of work is as follows:

A)All under ground civil works including piling & foundations for Boiler, ESP, Fans, Mills, Auxiliary Boiler, Bunker building, TPs & Trestles of CHP in main plant area & Duct supporting columns.

All under ground & over ground civil, structural & architectural works including piling and foundation for ESP control buildings; RCC floors for Mill & bunker buildings, Transfer Points of CHP in main plant area (excluding structural steel and sheeting works); Fuel oil handling system, Ash handling and Ash water re- circulation system including pipe supports outside the plant boundary and up to ash dyke; CPU system facilities; Buildings in offsite area like O&M workshop building, Permanent store building, CHP office cum workshop building, Canteen building, Gate Complex, Time office, Water system control building, Pipe/Cable support structures & foundations, trenches / pedestals / duct banks in main plant & outlying area, Fuel oil unloading & handling system, Hydrogen plant building, Fire water pump house, Fire water booster pump house, Foam pump house, Fire station complex, Earthing mat & paving in the main plant area, DM laboratory building, drain & cement concrete roads inside plant.

Factory fabricated steel structures for all buildings and facilities (optional).

Pre-engineered buildings / structure including design, factory fabrication & supply of shed for shot blasting of steel structure, shed for painting of steel structure, bull dozer shed & misc switchgear room building etc.

B)All under ground & over ground civil, structural & architectural works including piling and foundation for TG, Main plant building, Service building; Foundation for BFP, DG set, CW ducts in transformer yard area, Transformer yard area civil

works, Buildings in offsite area like Administration building & Auditorium, pipe/cable support structures & foundations, trenches / pedestals / duct banks, Drains and sewerage, Earthing mat & paving in the main plant area, Single / multi flue RCC Chimney with steel liners including chimney elevator.

Factory fabricated steel structures for all buildings and facilities (optional).

Pre-engineered building / structure including design, factory fabrication & supply for compressor building etc.

Combination of A & B above.

The above scope of work is indicative only and exact scope would be project specific. The above work shall be applicable for plant configuration of unit sizes varying from 250 MW to 800 MW.

Further the total scope for a project may be split into one or more packages depending upon the number of units and unit size.

Cement, reinforcement steel and structural steel required for incorporation into works shall be issued free of cost by the Owner as stipulated in the project specific bid document of the package. However, in case of project specific enquiries specifying the requirement of Factory Fabricated Steel Structures, the supply of structural steel shall be in the bidder's scope.

2.0The Enlistment Documents will be available for examination at the address given below and may be downloaded as per following schedule:

3.0Eligibility Criteria for Enlistment of Contractors for Main Plant Civil Works Package for Thermal Power Projects of NTPC

Applicant who wishes to participate in the enlistment shall satisfactorily establish that it fulfills the Eligibility Criteria requirements stipulated hereunder:

3.1.0Applicant should have executed the following works within the preceding seven (7) years reckoned as on last date notified for receipt of application:

3.1.1Concreting of at least 45,000 cum in any one(1) year in a single contract, in the construction of Thermal Power Plant or Nuclear Power plant or Steel Plant and,

3.1.2a) On Site Fabrication of at least 7,000 MT of Steel Structures (including built

up plated) in any one (1) year in a single contract, in the construction of Thermal Power Plant or Nuclear Power Plant or Steel Plant and,

b)Erection of at least 7,000 MT of Steel Structures in any one (1) year in a single contract, in the construction of Thermal Power Plant or Nuclear Power Plant or Steel Plant and,

3.1.3Installation of at least 25,000 running metre of cast-in-situ bored piles of

minimum 600 mm dia in any one (1) year in a single contract, using rotary hydraulic rigs. Alternatively, installation of at least 7,000 running metre of cast-

in-situ bored piles of minimum 1000 mm dia in any one (1) year in a single contract using rotary hydraulic rigs and,

3.1.4Built at least one reinforced concrete chimney of minimum 200 m height using slipform equipment and should own slipform equipment for such work and,

3.1.5Own a permanent factory having capacity to fabricate built up plated steel structures and should have fabricated in any one (1) year at least 3500 MT of steel structures (including built up plated) associated in the construction of Thermal Power Plant or Nuclear Power Plant or Steel Plant.

3.2.0Applicant, who at least meets the criteria under clause 3.1.1 and 3.1.2 above can also participate, however, its enlistment would be subject to the condition that it certifies in the prescribed format, to be submitted along with the application of enlistment, to engage sub-contractor(s) who individually meet(s) the requirements of the balance relevant part(s) under clauses 3.1.3 and/or 3.1.4 and/or 3.1.5 above which the Applicant itself is not able to meet.

The applicant should also furnish along with the application, a letter from the proposed sub-contractor(s) as per the format, giving their consent for working as sub-contractor for that part of the contract.

3.3.0 (a) The average annual turnover of	the Applicant in the	preceding
three (3) financial years as on the last date notified for		receipt of
Application, should not be less than	1290 millions (Indian Rupees One

thousand two hundred ninety millions only).

(b)The Net Worth of the Applicant as on the last day of the preceding financial year should not be less than 25% of its paid-up share capital.

(c)In case the Applicant is not able to furnish its audited financial statements on stand alone entity basis, the unaudited unconsolidated financial statements of the Applicant can be considered acceptable provided the Applicant furnishes the following documents for substantiation of its qualification:

i)Copies of the unaudited unconsolidated financial statements of the Applicant along with copies of the audited consolidated financial statements of the Holding Company.

ii)A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the Application for enlistment, stating that the unaudited unconsolidated financial statements form part of the consolidated financial statements of the holding company.

In case where audited results for the preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

(d)In case an Applicant does not satisfy the financial criteria, stipulated at paras 3.3.0(a) and / or 3.3.0(b) above on its own, it’s holding company would be required to meet the stipulated turnover requirements at para 3.3.0(a) above, provided that the net worth of such holding company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the holding company. In such an event, the Applicant would be required to furnish along with its application, a Letter of Undertaking from its holding company, supported by Board Resolution of the holding company, as per the format enclosed in the Application for enlistment, pledging unconditional and irrevocable financial support for the execution of the Contract by the Applicant in case of award against project specific enquiry after enlistment.

(e)The unutilized line of credit for fund based and non-fund based limits with cash and bank balances including fixed deposits of the Applicant as on a date not earlier than 15 days prior to the last date notified for receipt of application, duly certified by its Bankers should not be less than 950 millions (Indian Rupees Nine hundred fifty millions only). In case, certificates from more than one bank are submitted, the certified unutilized limits shall be of the same date from all such banks.

(f)Where another Company of the group acting as the Treasury Centre is responsible for Treasury Management of the Applicant having combined credit / guarantee limit for the whole group, the Applicant would be required to provide a Banker’s certificate regarding the unutilized line of

credit for fund based and non-fund based limits together with cash and bank balances including fixed deposits available to such Treasury Centre. Further, Treasury Centre should certify that out of the aforesaid limits certified by its bankers, the Applicant shall have access to the line of credit of a level not less than the specified amount at 3.3.0(e) above. In proof of this, the Applicant would be required to furnish along with its Application for enlistment, a Letter of Undertaking from the Treasury Centre, supported by a Resolution passed by the Board of Directors of the holding company, as per the format enclosed with the Application for enlistment, pledging unconditional and irrevocable financial support for the execution of the Contract by the Applicant in case of award against project specific enquiry after enlistment.

(g)In case the Applicant’s unutilized line of credit for fund based and non- fund based limits specified at 3.3.0(e) above is not sufficient, a comfort letter from one of the bankers specified in the Application for enlistment unequivocally stating that in case the Applicant is enlisted, the Bank would enhance line of credit for fund based and non-fund based limits to a level not less than the specified amount at clause 3.3.0(e) above to the Applicant or to the Treasury Centre, as the case may be, shall be acceptable.

3.4.0Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Applicant / subcontractor/ group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

Notes for Clause 3.1.1, 3.1.2, 3.1.3, 3.1.4, 3.1.5 & 3.2.0 above:

i)The qualifying quantity for concreting can include concrete work for any permanent building & structure associated with plants as specified at clause 3.1.1, however it shall necessarily include concrete work associated with TG building or the bunker building in case of Thermal Power Plant, TG building or the reactor structure in case of Nuclear Power Plant and Rolling Mill building or Steel Melting Shop or Proportioning Bin Building in case of Steel Plant.

ii)The quantities for fabrication and erection of steel structures can include steel structures for any permanent building & structure associated with plants as specified at clause 3.1.2, however it shall necessarily include built up plated steel structures associated with TG building or the bunker building in case of Thermal Power Plant, TG building in case of Nuclear Power plant and Rolling mill building or Steel Melting Shop or Proportioning Bin Building in case of Steel Plant.

iii)The concreting & steel structures associated with the Gas Turbine and Steam Turbine building of a combined cycle Gas Based Power Plant will be accepted as qualifying work under Thermal Power Plant.

iv)The factory referred above at clause 3.1.5 should have been in operation for the last two (2) years as on last date notified for receipt of application. The factory should have Multi-Axis Drilling Machine (Computer Numeric Controlled), Quality Set-up for carrying out necessary Non-Destructive Tests and Area for Pre- Assembly bed in addition to facilities for Submerged Arc Welding, Heat Treatment facilities, painting (with surface preparation by shot blasting).

The quantities for fabrication of steel structures as specified at clause 3.1.5 can include steel structures for any permanent building & structure associated with plants as specified at clause 3.1.5. However, it shall necessarily include steel structures associated with TG building or the bunker building or Boiler structures or ESP structures in case of Thermal Power Plant, TG building in case of Nuclear Power plant and Rolling mill building or Steel Melting Shop or Proportioning Bin Building in case of Steel Plant.

v)The qualifying quantity which does not include any one of the above specified specific structures, shall not be considered for qualification.

vi)Where the reference work(s) in support of the eligibility criteria requirements stipulated at clause 3.1.1, 3.1.2, 3.1.3 and 3.1.4 has /have been executed by the Applicant, as a member of Joint Venture/ Consortium, same can also be considered provided the allocation of scope of work between the partners of the Joint Venture/ Consortium is clearly defined in the executed JV Agreement and Applicant’s scope of work and break-up of quantities executed by them as individual contribution in the Joint Venture/ Consortium, duly authenticated by the Project Authority (Owner), meet the relevant provision of eligibility criteria.

vii)Where the reference work(s) in support of the eligibility criteria requirements stipulated at clause 3.1.1, 3.1.2, 3.1.3 and 3.1.4 has /have been executed by the Applicant, as a sub-contractor, the same may also be considered provided the certificate issued by main contractor is duly certified by Project Authority (Owner) specifying the scope of work executed by the subcontractor in support of Eligibility Criteria.

viii)Where the Applicant has executed the piling or chimney construction work meeting the eligibility criteria requirements as stipulated at Clause 3.1.3 & 3.1.4, through a JV partner or an associate or a subcontractor, then the same shall not

be considered as Applicant’s qualifying work experience and in such case the Applicant shall necessarily engage sub-contractor (s) who meet the stipulated eligibility criteria requirements for piling or chimney work respectively. Employer may decide to verify Applicant’s scope / claims in such qualifying works and decide on the capacity & capability of the Applicant to undertake the piling & chimney work on its own.

ix)Applicant, who wishes to participate as per Clause 3.2.0 above, shall furnish the details of the works meeting the relevant part of eligibility criteria of the proposed sub-contractor(s) as per the format with the application along with supporting documentary evidence from clients. Based on the list of sub- contractor(s) proposed by the applicants who meets the requirements of relevant part(s) under clause 3.1.3 and/or 3.1.4 and/or 3.1.5, Employer will make a consolidated list of approved sub-contractor(s) for relevant part(s) of requirement and furnish the same to all enlisted applicants. Further, names of the agencies for Piling and Chimney work, who have been found meeting the requirements of the relevant parts of eligibility criteria based on previous data available with Employer from the awarded packages, shall also be added to the consolidated list of approved sub-contractors. Names of the enlisted main contractors who fulfill the eligibility criteria under clause 3.1.3 and/or 3.1.4 and/or 3.1.5 above shall also be included in the consolidated list of approved sub-contractors. During project specific enquiry, main contractor besides quoting for particular package can also be engaged as sub-contractor in the same package by other bidders.

x)The word “executed” means the Applicant should have achieved the criteria specified in the above eligibility criteria within the preceding seven years period reckoned as on last date notified for receipt of application even if the contract has been started earlier and / or is not completed / closed.

xi)The word ‘built’ means the Applicant should have completed construction of RCC shell and installation of flue liner (at least one flue liner in case of multi-flue chimney), even if the total contract is not completed/ closed

xii)The one (1) year period means any continuous 12 months period.

Notes for Clause 3.3.0 above:

i)Net Worth means the sum total of the paid up share capital and free reserves. Free reserves mean all reserves credited out of the profits and share premium account but do not include reserves credited out of the re-valuation of the assets, write back of depreciation provisions and amalgamation. Further, any

debit balance of profit & loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from Reserves & Surplus.

ii)Other income shall not be considered for arriving at annual turnover.

iii)The enlisted party shall have to re-confirm the criteria as stated as Clause 3.3.0 above at the time of submission of bid for a specific project through a "Certificate signed by CEO/CFO", stating that the "Average Annual Turnover" of the Bidder in the immediately preceding three financial years as on the date of Techno Commercial bid opening for the project specific enquiry, the "Net Worth" as on the last day of the preceding financial years as on the date of Techno Commercial bid opening for project specific enquiry and "Unutilized Line of Credit" for fund based and non fund based limits with cash and bank balances including fixed deposits as on a date not earlier than 15 days prior to the date of Techno Commercial bid opening for project specific enquiry are not less than those specified under Clause 3.3.0 above. Further, the unutilized line of credit shall be duly certified by the Banker. Alternatively, in case the Bidder's unutilized line of credit is not sufficient, a comfort letter from one of the bankers specified in the documents, unequivocally stating that in case the Bidder is awarded the Contract against Project specific enquiry, the Bank would enhance line of credit for fund based and non – fund based limits to a level not less than the specified amount to the Bidder shall be acceptable. These documents shall be separately submitted in a sealed envelope failing which the price bid shall not be opened.

4.0Subsequent to Enlistment, only the enlisted agencies will be allowed to submit the

bids in respect of specific enquiry of Corporate Centre / Regional Head Quarters / Projects for Main Plant Civil Works/TG Area & Chimney Civil Works /SG Area & Offsite Civil Works Package till the time Enlistment is valid.

5.0NTPC reserves the right to reject any or all applications or cancel / withdraw the

‘Notice Inviting Applications’ without assigning any reasons whatsoever and in such case no Applicant or intending Applicant shall have any claim arising out of such action. NTPC shall also have the right to verify any information / document furnished by the Applicant / Agency / Company / Firm and inspect the works carried out by the Applicant / Agency / Company / Firm, if so required.

6.0Applicants who respond within due date with application as mentioned above against this advertisement will only be considered for Enlistment.

NTPC won’t be responsible for any Applicant not having a suitable valid digital certificate.

8.0Issuance of Enlistment Documents to any Applicant shall not construe that such Applicant is considered to be qualified. The Applicant shall bear all costs incurred in the preparation and submission of the application and other actions implied. NTPC shall not be responsible or liable for such costs, regardless of the outcome of the Enlistment process.

Transfer of Enlistment Documents purchased by one intending Applicant to another is not permissible.

It may be noted that Prospective Applicants from Uttar Pradesh State are compulsorily required to provide TIN Number at the time of purchase of Enlistment Documents from NTPC.
