1.0 NTPC Limited, a Maharatna Status Public Sector undertaking invites online bids on Single

Stage Two Envelope bidding basis (Envelope-I: Techno-Commercial Bid & Envelope- II: Price Bid) from eligible Bidders for Supply of and Installation of 01 (one) Universal Testing Machine at NTPC Kudgi STPP site, as per the scope of work mentioned here-in-after. The tendering process will be through e-tendering

2.0 BRIEF SCOPE OF WORK

Supply, unloading at site, installation, commissioning, calibration and demonstration at NTPC Kudgi STPP. The machine supplied should comply with technical specifications, other tender documents, and installation shall be done as per the directions of NTPC Officials.

3.0 Detailed specification, scope of work and terms & conditions are given in the bidding documents, which are available for examination and sale at the address given below and as per the following schedule:

4.0QUALIFYING REQUIREMENTS: (QR)

1.The bidder who wishes to participate in the bidding shall satisfactorily establish that he fulfills the qualifying requirements stipulated hereunder:

a.The bidder should have executed the contracts for “Manufacturing, supply and installation of Universal Testing Machine (UTM)” for the following contract values in past seven (7) years ending on 30.04.2014:

i.Single executed/ complete contract value of not less than

Rs.7.2 Lakhs.

ii.Two executed/ completed contracts of each having value not less than Rs.4.5 lakhs.

iii.Three executed/completed contracts of each having value not less than Rs.3.6 lakhs.

2.Financial Criteria:

a.The average annual turnover of the bidder, in the preceding three (03) financial years as on 31.03.2014 shall not be less than Rs.36 lakhs

(Rupees Thirty six lakhs only).

b.The bidder has to furnish audited financial statements in support of turnover. In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing chartered accountant shall also be considered acceptable.

Notes:

(i).Other income shall not be considered for arriving at annual turnover.

3.The word “executed” means that the bidder should have achieved the progress specified in the QR even if the total contract is not completed/closed.

6.0 SUBMISSION OF BIDS:

This is Two envelope bidding case. Prospective bidders are requested to visit our website

www.ntpctender.com or https://etender.ntpclakshya.co.in and get acquainted with e- tender procedure. A complete set of Bidding Documents can be downloaded by any

interested bidder on payment of tender document fees as mentioned above through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in) or in the form of a Crossed Demand Draft payable in the name of NTPC Limited, payable at our office at Kudgi STPP.

For logging on to SRM Site, the bidder would require vendor code, SRM user ID and Password, which can be obtained by submitting a questionnaire available at our SRM site (Guidelines to

Bidders) as well as at NTPC tender site (www.ntpctender.com). First time users who are not having any vendor code at NTPC are required to approach local NTPC office at least three working days prior to Last date for Sale of Tender Documents along with duly filled in questionnaire available at Pre-requisite tab under ‘e-tender’ at our website www.ntpctender.com for issue of vendor code and SRM user ID/ Password. Detailed Bid submission process is as follows:

Bidders may please note that for Small Scale Industries registered with the National Small Scale

Industries Corporation or Karnataka State SSI shall be exempted from the payment of Tender Fee, provided the quoted value of the tender is within the monetary limit for the said unit set by

NSIC/State Directorate of Industries.

Tenderers seeking exemption should send a photocopy of valid registration certificate preferably attested by Gazetted Officer/Magistrate 1st class, giving details such as validity, stores and monetary limits, failing which they run the risk of their tenders being passed over as ineligible for this concession.

Compliance Certificate: Bidders may please note that no deviation whatsoever shall be permitted by the Owner and, therefore, the Bidders are advised that while developing the Bid

Proposals and prices the above conditions may appropriately be taken into consideration especially with respect to their effect wherever applicable on the cash flow projections during execution of

the Contract.

TECHNO COMMERCIAL BID:

Techno Commercial bid is to be submitted in the e-procurement portal of NTPC. This bid can be

filled in the system independently and can be done even before receipt of compliance certificate by NTPC. It is suggested that the bidder may fill the techno commercial bid well in advance to avoid

last minute problems/ rush in the system.

Techno Commercial Bid is to be filled online after carefully examining the document/conditions and

the schedule of work. All the prices are to be filled in at the relevant fields in pricing conditions. Bidder shall upload his bid under the “Unpriced Bid” w.r.t the tender requirements, defined in the

BEFORE SUBMITTING THE BID, PLEASE SEE THE OUTPUT PREVIEW TO ENSURE THAT THE RATES QUOTED BY YOU ARE PROPER. AFTER SUBMISSION OF BID, RATES CANNOT BE CHANGED.

The status of the Bid can be checked from the “Process Bids” screen at any time after submission of the bid.

7.0Procedure of Bid Opening: For submission of bids, the time and scheduled Bid

submission time mentioned at Para-3.0 above shall be treated as cut-off time, and accordingly, bids shall be treated as frozen. The online bidding system will not allow bid submission after the respective specified expiry date and time. Make sure the bid submission is completed well in advance of the time.

a)The bid shall be opened in two stages. On the Scheduled date of opening, The Tender Committee or their authorized representatives shall open the techno-commercial Bid in the system. If the scheduled Bid Opening Date happens to be a closed-holiday, the next working day shall be treated as Bid Opening date.

b)The price bid of those vendors who meet the Qualifying requirement shall be opened on a date and time which is to be specified later.

Bidders may seek clarifications on the Bid documents in writing on or before the time given for the same. Any clarifications sought after this date and time will not be entertained.

8.0Bids not accompanied with Compliance certificate in a separate sealed cover shall not be entertained and such bids shall not be opened. NTPC takes no responsibility for delay, loss or non-receipt of Compliance certificate sent by Bidder through post/courier.

9.0The Technical Bid shall be evaluated for conformity to NTPC’s requirements. Wherever clarifications are required, same will be taken either through exchange of correspondence or

through discussion / presentation / demonstration.

10.0Issuance of Bidding Documents/ Allowing to download the tender document to any bidder shall not construe that bidder is considered qualified.

11.0NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending

bidder shall have any claim arising out of such action.

12.0Prospective Bidders from U. P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents from the office of NTPC.

13.0NTPC accepts no responsibility for any loss/ delay/ non-receipt of requests for issue of tender

documents or other documents sent by post/ courier. Requests/ Compliance certificates received late/ incomplete may be rejected/ not entertained.

14.0Bidder shall inspect and examine the site/ area and its surroundings and shall satisfy himself

as to the form and nature of the site, nature of work, working conditions, equipment/ materials necessary for the completion of work and the means of access to the site, accommodation and other facilities available. In general, shall obtain all necessary

information and quote accordingly.

15.0The Bidder shall take into account the appropriate risks, contingencies and other circumstances that may arise at the area to be executed and which may influence or affect the price before quoting.

Basic requirements of vendor/ contractors for e-procurement in NTPC:

a)The vendor/ contractor should have vendor code of NTPC for which details are given in Form A. If you are already having a vendor code created in NTPC, these details need not be given again.

b)Bidder should have e-mail ID for the person who will be doing transactions for e-procurement. It may be noted that the person shall be responsible for filling all the details in the e-tendering including the prices for bidding. Hence, this e-mail ID should be given with due care.

c)There should be internet connectivity preferably with broad band connectivity.

d)Class III Digital Certificate as per Indian IT Act from any of the certifying agencies.
