Sealed tenders are invited on behalf of NTPC Ltd. for following work:

1.0Qualifying Requirements :

1.1The bidder should either have in possession of specified vehicle of 2014 model (or later) or submit an undertaking to NTPC Limited to purchase and deploy the said vehicle with all statutory documents, within 15 days of issue of letter of intent (LOI).

1.2The bidder should be an individual/firm/company or a registered society having PAN number & service tax registration number. However the small service providers who are exempted from service tax may also submit their bid certifying that they are exempted from service tax.

1.3The bidder should have experience of having Executed above type of works within the

preceding Seven (7) years as on the date of Bid opening, meeting the following as per its estimated cost:-

One work of Rs.4.22 lacs OR

Two works of Rs.2.64 lacs each

OR

Three works of Rs.2.11 lacs each

1.4Bidder’s average annual turnover during the preceding three financial years i.e. 2011-12, 2012-13 & 2013-14 as on the date of technical bid opening shall not be less than Rs.2.64 Lacs.

Note:

The word executed means the bidder should have achieved the progress specified in the QR even if the total contract is not completed/closed and the same shall be supported by documentary evidence.

2.0Other Requirements / Conditions :

2.1Bid documents will be issued to the agencies on their request along with DD of Rs. 1272/- in favour of “NTPC Limited” payable at Faridabad for issue of bid documents. However, issue of bid documents will not automatically mean that bidders are considered qualified. The qualifications of the bidders would be reviewed at the time of bid evaluation.

2.2ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.

2.3EARNEST MONEY: Earnest Money deposit shall be in the name of NTPC Ltd., payable at Faridabad, in one of the forms given below:

i)A crossed demand draft/pay order/ banker's cheque/ FDR in favour of NTPC Ltd. from any Nationalised or Scheduled Bank.

ii)In case EMD is more than Rs. 50,000/- to facilitate tenderers an irrevocable bank guarantee of any scheduled bank in favour of NTPC Limited on the acceptable proforma.

iii)NSIC / SSI units and Registered Cooperative Societies, for the items / services for which such units are registered, shall be exempted from payment of Bid Security / Earnest Money Deposit provided the quoted value of the tender is within the monetary limit for the said unit set by NSIC. This shall be subject to submission of a self certified legible copy of valid registration certificate giving details, such as items / services for which registered, validity, monetary limits etc. in the EMD envelope.

2.4The bid documents shall be submitted in two parts (both the parts on bid opening date) as follows on two part single stage bidding basis:

a)Envelope one containing EMD shall be opened on due date of opening.

b)Envelope two containing letter of undertaking on non judicial stamp paper , QR documents, Technical bid and Commercial Terms & Conditions excluding price bid, shall be opened on due date of opening if EMD is found in acceptable form.

c)Envelope three containing only Price Bid shall be opened at a later date which will be informed to such vendor who meet QR and technical specifications.

2.5Intending parties are advised to visit the site to familiarize themselves with the nature and quantum of work and the site conditions.

2.6Tender documents can be obtained from our site office at Faridabad on any working day between 10.00AM to 5.00 PM.

2.7Tenders shall be received up to 1500 hrs. on the date of opening and will be opened at 1530 hrs. If the date of opening happens to be closed holiday, the tenders shall be received and opened on the next working day. NTPC takes no responsibility for delay, loss or non-receipt of tender document sent by post.

2.8Request for tender documents received after the last date as mentioned above due to delays of postal /courier services shall not be entertained.

2.9In the evaluation and comparison of bids, NTPC reserves the right to allow purchase preference to Central Public Sector Enterprises (CPSEs) and joint ventures with CPSEs as admissible under the existing policy of the Govt. of India.

2.10NTPC reserves the rights to reject or accept any or all the tenders without assigning any reasons.

2.11A complete set of Bid documents may be purchased by any interested bidder on submission of a written application and payment (non-refundable) of the cost of bidding documents as mentioned above in the form of a Crossed Account Payee Demand Draft in favour of NTPC Limited, The bidding documents may also be downloaded by the registered users from http://www.ntpctender.com by making necessary payment (non-refundable) online towards cost of bidding documents for taking advance action for submission of bids. However, for the purpose of bidding, such bidders shall be necessarily required to collect the hard copy of the bidding documents from the address given below. In case of any discrepancy between the documents downloaded from the website and the hard copy issued by NTPC, the latter will prevail.

Issuance of bid documents to any bidders shall not construe that such bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.
