TECHNICAL SPECIFICATIONS AND QUALIFYING REQUIREMENTS

1. FERRIC ALUM

a)     Approximate annual quantity requirement 50 MT Per year

b)    Technical specification :

Alumino Ferric (Ferric alum) grade 2, as per IS-299-1989.

a)     The material shall be aluminium Sulphate Octadecahydrate Al₂ (SO4)₃ 18 H₂O

b)    It shall be in the form of lumps for slabs

c)     The colour of the material shall be cream to brown

d)    Insoluble matter % by mass -    0.5

e)     Soluble iron compounds (As Fe)% by mass max : 0.7%

f)     Water soluble aluminium compound (Al₂ O₃), mini % by mass : 15%

g)    PH of 5% aqueous solution, min by mass : 2.7

h)     Acidity (As  H₂SO₄) Max % by mass 0.5

i)      Lead (As Pb), max PPM, 30, (arsenic (As  As2 O₃) max PPM 6

j)      Supply of ferric alums as per IS 299 (1989) grade II

k)     Test certificate from NABL or NTPC approved labs to be attached with each lot/consignment

c)     QUALIFYING REQUIREMENTS :  The applicant should have supplied at least 20MT of ferric alum, in a single order,  in last five financial years .

AND

The average annual turnover of the applicant  in the preceding three financial years  shall not be less than Rs.4 Lacs.

1. CAUSTIC SODA

a)     Approximate annual quantity requirement : 15 MT/per year (on 100% basis as NaOH).

b)    Technical specifications : CAUSTSIC SODA - PURE IS : 252

The material shall be free from foreign matters, dirt and other visible impurities. The concentration of LYE shall be in the range of 45-48%.

(a)   Sodium Carbonate (As Na₂CO₃) : 0.4% max

(b)   Sodium Hydroxide (as NaOH on dry basis) 99.5% min

(c)   Chlorides (As NaCI) 0.1% max

(d)   Iron (as Fe) 20 PPM max

(e)   Insoluble matter, max : 0.05%

QUALIFYING REQUIREMENTS : 

a)The applicant should have supplied at least 5MT of Caustic Soda Lye in a single order,  in last five  financial years.

AND

B) The average annual turnover of the applicant  in the preceding three financial years  shall not be less than Rs.4 Lacs.

1. AIR CONDITIONERS UPTO 5 TON

QUALIFYING REQUIREMENTS :

1.     Applicant shall be a manufacturer of airconditioners or authorized dealer .

2.      Applicant  should have supplied minimum 10 nos of  air conditioners of upto 5 TON  capacity  in a single order,  in last five  financial years .

3.    The average annual turnover of the applicant  in the preceding three financial years  shall not be less than Rs.4 Lacs.

REGISTRATION/ENLILSTMENT OF VENDORS FOR PROCUREMENT OF ITEMS

1.0         DISCLAIMER

1.1     NTPC reserves the right not to proceed furgther, to change the process or procedure to be applied for enlistment/registration. It also reserves the right to decline to discuss further with any applicant applying for enlistment/registration

2.0        INTRODUCTION

2.1     NTPC Limited, A Government of India Enterprises, is the largest power generating company of India. With current generating capacity of more than 43019MW, NTPC has embarked on plans to become a 1,28,000 MW company by 2032.

3.0         SCOPE

3.1     Applications are invited in prescribed form from experienced and resourceful ag encies/suppliers/manufacturers to get themselves enlisted for supply of Ferric Alum / Caustic Soda (Lye) / Air conditions.   The panel of enlisted agencies/manufacturers/suppliers will be used in future for issuing Tender enquiries as and when required.  The enlistment shall be done for a period of three years. However, NTPC reseves the right to review the enlisted vendors every year and to delete the vendors based on the performance of the enlisted vendors. The issue of tender enquiries to enlisted agencies / suppliers or otherwise will bhe at the sole discretion of NTPC and the decisions of NTPC shall be binding on the enlsited agency.  The merre fact that a party is enlisted within NTPC project as well as NTPC-Kayamkulam shall not mean that the party is qualified for undertaking all/any such supplies at NTPC Kayamkulam or the party is guaranteed any specified quantum of order during the period of enlistment.

4.0          INSTRUCTION TO THE APPLICANT

4.1     The fee for "ENLISTMENT' for registration is Rs.630.00 (inclusive of VAT) (non refundable). Without requisite amount of DD in the name of NTPC LIMITED payable at Haripad, the application for enlisgtment shall not be considered.  NSIC and SSI vendors are exempted from submitting the above fees. But, they have to submit valid notarized copy of respective NSIC/Registration certificate.

4.2     For each category of supply, seperate applicatin is to be submitted with requisite DD. The application are required to submit the enlistment fee per applicatin forms, which is inclusive of taxes.  NSIC and Kerala SSI registered agencies/contractors/firms are exempted from payment of enlisment fee (The SSI unit registrered with NSIC shall be exempted from payment of enlistment fee (As per Government of India directives) provided the value  of the respective cagtegory is within the monetary limit for the said unit set by NSIC SSI units in Kerala  registered with State Small Industries Development corporation (SSIDC) are also entitled for exemption from payment of enlistment fee).

4.3     The agencies who are presently banned from business dealings by any of the NTPC units shall not be considered

4.4     Enlistment application forms may be obtained by any  interested agency/manufacturer/supplier/firm fee of cost against a written application mentioning the name of the material indented to supply, from the office of AGM(C&M), NTPC-Kayamkulam, Choolatheruvu P.O. Alleppey. The applicatin form shall be emailed to the agency. If agencies desire, hardcopy of application forms shall be sent by post. In case agency needs hard copy of applicationo form they shuld submit a DD of Rs.100/- payable at Haripad (inclusive of VAT) alongwith the application. To download vendor enlistment form please visit at www.ntpc.tender.com or www.ntpc.co.in. The form can be downlaoded free of cost. The application can be downloaded from 6.5.14 to 21.5.14.

4.5     The last date for receipt of enlistment forms duly filled in with all enclosures/documents and with the enlisment fee (Rs.630) per applicatinform in the form of DD drawn in favour of NTPC Limited payable at Haripad is.21.05.14. The applications compelte in all respect should reach AGM(C&M) NTPC Kayamkulam office on or before.28.05.14 at  15.30 hours by post/courier or hand delivered.. NTPC reserves the right to extend the last date for issue of application form and submission of forms. Any change in the last date for submission of application shall be published only in our websites. NTPC shall not be responsible for any psotal delay, loss or non receipt of request for application form/application sent through post. NTPC reserves the right to accept any application received beyond the last date.

4.6     The application shall submit the Power of attorney duly authorised and notarized for the person signing and submitting the application on behalf of the applicants.

4.7     The applicant shall strictly adhere to the "Fraud prevention policy" of NTPC displayed on its tender websites htt://www.ntpctender.com.

4.8     All cost incufrred by applicants for preparing and submitting the application, providing clarificatin or any other expenses whatsoever shall be borne by applicants themselves.

4.9     The information sought shall be filled in completely and wherever not applicable it should be written as Not applicable

4.10    A prospective applicant requiring any clarification to be enlistment documents may notify the same through e-mail or in writing by post as per detail address given below. NTPC respond  to any request for clarification that it receives not later than seven (7) days prior to the deadline for submission of application prescribed by the NTPC.

4.11    The applicant may modify, substitute or withdraw his original application for enlistment after its submission,  but in any case before the specified deadline for submission. For doing so, a corresponding wrirten notice of the modification or substitution or withdrawl has to be submitted by the applicant to the employer prior to the last date notified for receipt of application.

4.12    No application shall be mlodified, substigtuted or withdrawn by the applicant subsequent to the last date notified for receipt of the applications.

4.13    Any information/data furnished by the applicant found to be incorrect or false or misleading at any point of time would render him liable to the debarred from the enlisment.

4.14   NTPC rdeserves the right to cross check and confirm the information / details furnished by the applicant.

4.15   Applicant's attention is drawn that during the period, the applications are under consideration, the applicant is advised to refrain from contacting by any means, the employer and/or his employees/representatives on matters related to the application under consideration. Any effort by an applicant in influence the employer's processing of applications for enlistment will result in the rejection of the applicant's application for enlistment/registration.

4.16   During the evaluation of the applications, the employer may, at its discretion ask the applicant for clarification to the applications including documentary evidences.

4.17   NTPC reserves the right to the reject any or all the applications without assigning any reasons thereof.

4.18   Application forms submitted without enlistment fee shall be rejected. The enlistment fee including that of those applicants who are not enlisted shall not be refunded once submitted.

4.19   After receipt of the information/documents furnished by the applicant, NTPC would scrutinised and register the names of the parties as per the relevant item category and hose on the web. Decision of NTPC Ltd would be final and no further correspondence will be entertained.

5.0    EVALUATION CRITERIA FOR ENLISTMENT

5.1     For the purpose of enlistment, applicants shall be evaluated on the basis of stipulated qualifying requirements alongwith supporting documents etc., NTPC at its discretion may ask the agency ro provide additional documents in support of meeting the qualifying criteria.

5.2     Any clarification/further details aske dby NTPC after receipt of applicatin forms shall be answered within 15 days of receipt of the query. If no response is received from the applicant, NTPC reserves the right to treat the application as deficient thereby disqualifying him from the enlistment ;process.

5.3     The detailed list of items with qualifying requirements are given at annexure I

5.4     Even though an applicant may satisfy the above requirements, he would be liabel to disqualification, if he has made misleaind or false representation or deliberately suppress the information in the forms, statements and enclosures required in the application.

6.0     This enlistment/registration shall be valid for a period of three (3) years from the date of issue of the letter.   However, the enlistment/registration shall be updated once in a year.

7.0     Registration certificate will be issued on receipt of refundable security deposit of Rs.10,000/- in the form of DD drawn in favour of NTPC limited, payable at Haripad.

8.0    CANCELLATION OF ENLISTED/REGISTERED AGENCIES.

8.1     The enlistment/registration of agencyu may be cancelled by NTPC if the ag ency is non responsive against our enquiries or on account of its perfofrmance or bankruptcy and activities detrimental to the interest of NTPC. The decisin of NTPC in this regard shall be final and binding on the agency.

9.0     Notwithstanding anything contained in this application for enlistment, NTPC reserves thr right to accept or reject any application and annual the process and reject all applicatrions at any time without any liability or any obligation for such acceptance, rejection or annualment without assigning any reasons.

10.0   Applicant may note that mere submission of filed in application for enlistment and/or submission of additional informationdo not automatically entitle him to claim for enlilstment. NTPC at its discretion amy re-invite or mlodify or annul the process without assignking reason whatsoever.

11.0   Applicants who respond within due date with application as mentioned above against this advertisement will only be considered for enlistment/registration.

12.0   E-tender modules have been launched in NTPC for procurement of goods and services with an objective to move towards 100% e-procurement at the earliest.  Hence, vendors are requested to obtain CLASS III (with organisation name) digital signature certifica te for participation in e-tender and make e-procurement successful.

13.0   Application forms submitted without enlisgment fee shall be rejected. The enlisgtment fee including that of those applicants who are not enlisted shall not be refunded once submitted.

14.0   It is to be noticed that if you are not enlisted for the items notified you shall not be considered for future limited tender enquiries for the items under enlisment.
