NTPC-Barh invites bids from eligible Bidders for "Supply, installation & commissioning of CCTV-IP Camera Survelliance for Plant area at NTPC  Barh "

1.0         Brief Information of NIT

2.0          A complete set of Bid documents may be purchased by any interested bidder as per the following procedure.

3.0          Mode Payment for purchase of tender document:

a)    On-Line: Existing users can download the tender document after logging in www.ntpctender.com website and paying the tender fee. b)    Exemption on Cost of Tender Document: Agencies having NSIC / SSI certificate (For Agencies from Bihar only) can directly apply to the DGM(Contracts)/Package co-coordinator (Mentioned at Sl No-15) for issue of a copy of tender document.

c)    For new vendors, who are not having vendor codes in our SAP system, the agency has to submit a copy of PAN card along with the enclosed EFT form, duly filled and endorsed by their banker in addition to the aforesaid options followed i.e. either (a) or (b) or (c) as above.

Scope     : Supply, installation & commissioning of CCTV-IP Camera Survelliance for Plant area at NTPC  Barh

Quantity : 7(Seven) Nos of PTZ & 7(Seven) Nos of Fixed Cameras with OFC cabling & recording system

Estimated Value: Rs.74,40,262/-

Delivery Schedule: Supply, Erection & commissioning: 07(seven) months

Warranty: 12Months

Qualifying Requirements:-

1. The bidder should either be manufacturer of industrial CCTV-IP system or the bidder should be authorised agent/representative/dealer of foreign manufacturer of industrial CCTV-IP system and having after sales & services facilities in India. 

2.  The Average annual turnover (ATO) of the bidder in the preceding three (3) Financial years as on date of bid opening shall not be less than   Rs.127.55 lakhs.

3. The bidder or his principal in case of Authorised agent/representative/dealer, should have supplied, installed & successfully commissioned, CCTV system ( consisting of IP Cameras, PC based workstation, server based network video recorder , view finder, audio visual annunciation system, cable, related software & accessories etc. ) of following order value in the last seven year from NIT date.

One completed work having contract value not less that Rs.59.52 lakhs

                                  or

          Two completed work having contract value not less that Rs.37.20 lakhs each

                                 or

Three completed work having contract value not less that Rs.29.76  lakhs each                    

 4. Bidder should have PAN & service Tax registration certificate.

Note:

(i) The completed work as above can be turnkey contract with multiple Purchase Orders for the different phases of same Project

(ii) The work completed /executed means the bidder should have achieved the criteria specified in the QR even if the total contract is not completed/ closed.

(iii) In cases of contracts under execution as on date of bid opening, the value of work completed till the date of bid opening will be considered the value of executed work as certified by the employer.

(iv) Notwithstanding anything stated above, the employer reserves the right to assess the capabilities & capacity of the bidder/his collaborators/ associates / subsidiaries/group companies as case may be to perform the contract, should the circumstances warrant such assessment in the overall interest of the employer.

 Spl.Terms & Conditions

SCOPE OF WORK : Supply, installation & commissioning of CCTV-IP Camera Survelliance for Plant area at NTPC  Barh

1.The rates of scheduled items are including cost of Cement

2.0 For executing the work sufficient manpower has to be deployed by agency

3.0 The work may also be got done beyond normal working hour and on Sundays and holydays.

4.0 The contractor shall maintain optimum progress to complete the job within given time frame by EIC.

5.0 PF, insurance, safety, service tax , vat , CAR policy. etc, as per applicable.

6.0 Payment of RA bills will be made only after labor payment for previous month made by agency and payment sheet is submitted.

7.0 Payment will be done as per Special Terms and Condition, Technical Specification  sl no 6.5 & 8.0

as certified by EIC

8.0. The contractor shall keep sufficient material and T & P in their stock to cope with actual requirement of work.

9.0 For executing the work sufficient manpower has to be deployed by the agency for completing the work within given time period as per instruction of EIC.

10. No idle charges shall be paid for any problem what so ever met during execution.

11. The contractor or his authorized representative shall attend weekly review (or as directed) meetings for assessment of the performance.

12. Agency shall submit their work plan on daily basis du.

13. Contractor shall submit their work plan on daily basis during morning hours before start of the work to EIC and its progress report the next working day.

14. The contractor should also maintain records of wage payment, Insurance, Labour license (if required) and other documents with him and the same must be shown to the EIC

or his representative on demand.

15. one qualified and experience engineer and  One supervisor shall  be experienced in this field will be deployed at site for full time.

16.Work to be carried out as per latest CPWD specification/IS code.

Other terms and condition remains as per GCC.

17 There will be limit less variation for Scheduled items  on either side but  over all variation may be restricted to 20 %

18 Material testing arrangements shall be carried out as per approved quality Plan by agency at their own cost and if required the facility for testing can be provided by NTPC on chargeable basis.

19 defect lability period shall be one year

20) Service Tax is EXTRA.

In the case of service tax extra quoted by the bidder in the tender document, the total amount of service tax payable by service provider and service receiver as per applicable rates would be considered for evaluation. The service tax of the service provider will be reimbursed against submission of document as required.

In case of 'service tax inclusive' quoted by the bidder in the tender document, the total amount of service tax payable by both the service provider & service receiver as per applicable rate would be considered as included in the quoted amount and accordingly the amount payable by service receiver will be recovered against the bill.

In case of any variation in the rates of service tax, as on seven days prior to the date of bid opening the revised rate as applicable shall be considered for evaluation. In case of revision in service tax as noted above, the reimbursement/recovery shall be made as per the revised rates.

21) The rates are inclusive of all benefits e.g.PF,Insurance,Safety,VAT,Car policy etc.

22) Rate shall be remain firm during the tenure of the contract.

23) Payment shall be released on monthly Running Bill basis and after compliances of all statutory requirements, after deduction of SD,IT & other statutory deductions etc. on certification of EIC.

24) SD shall be applicable as per GCC of civil work of NTPC. SD shall be recovered from RA bills. SD shall be released as per provision of GCC of civil works of NTPC and on certification of EIC.

25)  Bids shall be valid for 180 days from the Bid Opening Date.

26) All other terms & conditions shall be as per as per GCC for Civil works of NTPC.
