INVITATIONS FOR BIDS / NOTICE INVITING TENDERS

1)      NTPC invites online bids on Open Tender Single Stage Two Envelop Bidding basis from eligible bidders for "Procurement of desktop PC at NTPC, Bongaigaon".

2)    Brief Details are as follows:-

3)    Bid Security shall be submitted separately offline in a sealed envelope, which should be super scribed "Procurement of desktop PC at NTPC, Bongaigaon", NIT Ref. No. due on date: 11.06.2014 from____________________(Name and Address of bidder), on or before technical bid opening date and time at the address given below. Any bid without an acceptable Bid Security (if applicable) shall be treated as non -responsive by the employer and shall not be opened.

NSIC /SSI units for the items/services for which such units are registered shall be exempted from payment of Bid Security/Earnest Money Deposit. Eligible NSIC/SSI units shall be exempted from paying Security Deposit (SD) upto the monetary limit for which the unit is registered with NSIC/Assam SSIDC. This shall be subject to submission of a self-certified legible copy of valid registration certificate giving details, such as 'items/services for which registered, validity, monetary limits etc. in the EMD envelop. This should reach us before stipulated Bid Opening date.

4)      Initial Steps for participating in our e-tender is as per the table mentioned below

o   Small Scale Industries registered with NSIC/Assam SSIDC shall be exempted from payment of cost of tender document. This shall be subject to submission of self-certified legible copy of valid registration certificate giving details, such as 'items/services for which registered, validity, monitory limits etc'.

o   NTPC takes no responsibility for any loss/delay/non receipt of applications sent by post.

o   NTPC also reserves the right to accept any proposal or to reject  all proposals at any time prior to any short-

Listing /empanelment, award or contract without incurring any liability or without any obligation to inform the

affected party of the grounds for such decisions.

o   If the last date of receiving application and date of bid opening coincides with a holiday, the date will be shifted to the next working day.

o   Responses submitted by Bidders who do not meet the qualifying requirements, or incomplete bids, will be rejected.

o   Notwithstanding anything stated above, NTPC reserves the right to assess bidder's capability and capacity to perform the contract, should the circumstance warrant such assessment in overall interest of the owner.

o   The details given here are only indicative. Other detailed terms and condition shall be as per our tender documents. Interested bidders are advised to visit the site and familiarize themselves with the site conditions.

o   Parties blacklisted/banned by any NTPC Unit/Corporate Centre as well as other Public sector/Government Agencies are NOT eligible to participate.

5)      SCOPE OF WORK

Salient technical features of the equipment/ systems/ services covered in above NIT are mentioned in APPENDIX - A (attached herewith). These salient technical features as mentioned in APPENDIX - A is only to facilitate the prospective bidders to prima-facie understand the requirements under the tender and shall not in any way limit or alter the scope of work and technical features/ specification of equipment/ systems/ services covered in the bidding documents. Detailed provisions with regard to scope of work and technical features/ specification of equipment/ systems/ services, contained in the bidding document shall be final and binding.

6)      QUALIFYING REQUIREMENTS

The Bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfil the following Qualifying Requirements:-

6.1    The bidder should either be a company registered under the Companies Act, 1956 or a partnership/ proprietorship firm.

6.2    Bidder should be a regular manufacturer or their authorized agent / dealer in India of Personal Computer during last 03 (three) years, as on the date of bid opening.

6.3    The average annual financial turnover of the bidder in the preceding three (03) financial years i.e 2010-11, 2011-12 & 2012-13 shall be not less than Rs. 166.32 Lacs.

6.4     Bidder should have successfully executed during the last seven (07) years, as on the date of bid opening     

        either of the following :-

        One similar work valuing not less than Rs.33.27 Lacs each.

                                          OR

        Two similar work valuing not less than Rs.20.79 Lacs. each.

                               OR

        Three similar work valuing not less than Rs.16.63 Lacs. each.

     NOTE:

(i)      The term "similar work" mentioned in above para means   "Supply, Installation and Commissioning of Personal Computer".

(ii)      Other income shall not be considered for arriving at annual turnover.

(iii)    The word "executed" means that the bidder should have achieved the progress specified in the QR at para 6.4. even if the total contract is not completed/closed. The same shall be supported by documentary evidence issued by the owner / employer.

(iv)    In case where audited results for the last preceding financial year is not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

(v)     The bidder shall submit documentary evidence / proof of meeting qualifying requirements stipulated above.
