1.0 NPGC invites off-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter.
2.0 Brief Scope of Work & other Specific details:
Fixing of chain link fencing with concertina coil at project site for Nabinagar stpp 3 x 660 MW. Material like concertina coil shall be provided by NPGC.
3.0 BENEFITS/EXEMPTION TO SUPPLIES: NIL
4.0 Detailed specification, scope of work and terms & conditions are given in the bidding documents, which are available for examination and sale at the address given below and as per the following schedule:

5.0 Bid Security / EMD is to be paid in the form of Bankers Cheque / Demand Draft drawn in favour of "Nabinagar Power Generating Co. Pvt. Ltd." Payable at "Barun, DISTRICT: Aurangabad, Bihar".
An irrevocable Bank Guarantee of any Nationalised or Scheduled Bank* in favour of Nabinagar Power Generating Co. Pvt. Ltd., as per NPGC pro-forma shall also be accepted as Bid Security / EMD. Pro-forma of the Bank Guarantee given in bid documents.

5.1 Bid Security, "No Deviation Certificate" and "Certificate of Compliance on Qualifying Requirement'' shall be submitted in sealed envelopes separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened. All credential filled up formats & supporting documents as asked by NPGC are to be submitted as attachments with the bid.
EMD / Bid Security of inadequate-value / unacceptable form shall not be entertained and such bids shall not be opened.
6.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account payee demand draft in favour of "Nabinagar Power Generating Co. Pvt. Ltd." Payable at "Barun, DISTRICT: Aurangabad, Bihar" or directly through the payment gateway at NTPC Website www.ntpctender.com. For logging on to the website, the bidder would require User ID and Password which can be generated by him at the site (www.ntpctender.com) by registering.
7.0 a) MSME / Small Scale Industries registered for similar work with the National Small Scale Industries Corporation shall be exempted from payment of tender cost / Earnest Money Deposit. SSI units registered with Bihar State SSIC are also entitled for exemption of EMD / Tender Cost. Such parties can send the request for Tender Documents along with self attested copy of certificates.
b) MSME / Small Scale Industries (SSI) registered with National Small Scale Industries Corporation (NSIC) or Directorate of Industries, Bihar State shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC / Bihar State Directorate of Industries.
c) Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package Coordinator / AGM (C&M) at the address given below at least seven working days prior to the last date of tender fee payment for getting the authorization for participating in the tendering.
8.0 Qualifying Requirements:
8.1 The Bidder must be a reputed contractor working with PSU's/PSE'S/SEB's/State Govt. organization/ Central govt. organization or from any reputed industrial organization.
1) The bidder should have executed similar work/s during the last 07(Seven) years ending last day of the month previous to bid opening date ,the with either of the followings executed value(s) of the contract(s):
(a) Three similar completed works each costing not less than Rs.13.19 lakhs
OR
(b) Two similar completed works each costing not less than Rs.16.48 lakhs
OR
(c) One similar completed works costing not less than Rs.26.37 lakhs
"Similar works" shall mean Civil/Miscellaneous construction works
Financial criteria
8.2 The average annual turnover of the bidder ,in the preceding 03 (Three) financial years as on the date of bid opening shall not be less than end Rs.65.93 lakhs.
Following credentials are to be submitted by the bidders along with bid documents in support of meeting the qualifying requirements as stipulated for each package.
a) Legible Copies of Award letter with Bill of Quantities of similar nature, job completion certificate, copies of MB (bills/receipts) etc. in proof of value of work executed, clearly indicating the executed value of the work.
b) Audited Balance sheet and Profit & Loss account.
c) Partnership deed/Affidavit for proprietorship/Certificate of incorporation.
d) Copy of PF code allotted by RPFC.
e) Copy of Sales Tax Registration.
f) Proofs of execution of orders value, turnover and other requirements to meet the QR for the work, as mentioned above.
g) PAN and Service Tax Registration
NOTES:
(i) Other income shall not be considered for arriving at annual turnover.
(ii) The word "executed" means that the bidder should have achieved the progress specified in the QR para 8.1 above even if total contract is not completed/ closed. The same shall be supported by documentary evidence issued by the owner/ employer.
(iii) Original documents for verifications shall be produced as and when called for.
9.0 Documents submitted by the Bidders shall be clearly readable /comprehensible. NPGC reserves the right to discard incomplete/insufficient/unreadable documents and evaluate tenders on the basis of balance documents available with the bid which are comprehensible, relevant & acceptable.
10.0 Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder / his collaborators/ associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of The Employer.
11.0 Bidders are requested / advised to check the Qualifying Requirements (QR) of the subject tender before downloading / buying the tender document online.
12.0 Participation in the tender does not automatically mean that the bidders are considered qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after opening of technical bids and the bids of the bidder who is not meeting the qualifying requirement shall be treated as non-responsive.
Notwithstanding anything stated above, the owner reserves the right to assess the bidder's capability and capacity to perform the contract, should the circumstances warrant such assessment in the overall interest of NPGC, and decision of NPGC in this regard shall be final.
13.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
14.0 NPGC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action. EMD only shall be returned without any additional financial liability to NPGC.
15.0 Tender documents are not transferable. Issuance of tender documents does not automatically mean that the bidders are considered qualified. NPGC shall evaluate the qualifying requirements of each bidder as per NIT after opening of Technical Bid and the Price bid(s) of the bidder(s) who do not meet the Qualifying Requirements shall not be opened and the same shall be returned to the bidder(s) without being opened.
16.0 If the date of bid opening coincides with a holiday, the date of bid opening shall be shifted to next working day.
17.0 NPGC shall not be responsible for any postal delay / loss / damage or non delivery EMD / Bid Security, "No Deviation Certificate"and '"Certificate of Compliance on Qualifying Requirement''.
18.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
19.0 Other terms and conditions of tender shall be as contained in Bid Documents.
