3.BID SUBMISSION- |
|
|
|
|
a. EMD (Earnest Money Desposit)- To be submitted in original (hard |
|
|
copy) directly to NTPC SIPAT. Tender shall be opened for only those |
|
|
bidders who satisfy all the requirements of Earnest Money Deposit and |
|
|
same has been received on or before due date and time for the technical |
|
|
bid opening. |
|
|
|
|
b. Qualifying Requirements -To be submitted directly on hard copy. |
|
|
Documents pertaining to QR compliance need to be submitted |
|
|
separately in sealed cover, prior to the Technical bid opening date to |
|
|
avoid delays/ rejection of offer. Bidder is requested to clearly mention |
|
|
applicable clauses of QR under which the qualification is being sought. |
|
|
c. TECHNICAL BIDS- Technical Bid along with Technical Deviations |
in “C” Folder.
d. PRICE BID-To be submitted only on online SRM site. Price Bids along with cost of withdrawal for Deviations in SRM Folder.
4. Price Bid opening date and time shall be intimated through mail to only those bidders who are found to be meeting the QR criterion and their bid fulfils the technical requirements as per NIT specifications.
5. In case, a prospective bidder does not have the required infrastructure, like valid Class –IIIb digital certificate, SRM vendor login & password and a dedicated PC with broadband connection, they have to arrange the same well before in time. SRM vendor login & password shall be provided by NTPC, on their request.

A.Qualifying Requirements For E- Procurement of 9 nos BOBRN (Bottom discharge hopper wagons) for NTPC Sipat.”
The bidder is required to fulfill the following:-
1.The bidder should be a manufacturer of Wagons as per RDSO specs. The vendor should have manufactured and supplied any of the following type of wagons .

2.The bidder should have successfully executed the order for supply of “Wagons “ meeting any of the following criteria during the preceding seven years ( 7 years) reckoned as on date of bid with:
a.Single contract of value not less than Rs 244 LACS
OR
b.Two contracts each of value not less than Rs 152 LACS
OR
c. Three contracts each of value not less than Rs 122 LACS
3.Financial criteria
3.1 The average annual turn over of the bidder in the preceding three (3) financial years as on date of bid opening shall not be less than Rs 305 lacs.(Rupees Three crore five laks only).

NOTES : (i) Other income shall not be considered for arriving at annual turnover.
3.3 Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the bidder to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.
B. Other Terms & Conditions:
1.Tender documents may be downloaded by all the prospective bidders by paying requisite cost of Tender documents through gateway/ depositing through DD, without prima-facie examination of qualification status. Their qualification status shall be examined by the Tender Committee only during the process of evaluation.
2.NTPC will not be responsible for non-receipt/ late receipt/ loss of the request for issue of tender documents / EMD in postal transit.
3.NTPC reserves the right to choose / accept / reject any or all offers in full or part, reduce or increase the quantity, split the order including rejection of any or all requests for issue of tender documents, without assigning any reason for the same.
4.NTPC reserves the right to allow purchase preferences to bids from Central Public Sector Enterprises as well as Joint Ventures with Central Public Sector Enterprises as admissible under the existing policy of the Govt. of India. The bidder may apprise themselves of the relevant notification of Govt. of Indian in this regard before submission of their bid.
5.SSI units registered with NSIC/UPSSIDC shall be exempted from paying Tender documents fee and EMD subject to their producing documentary evidence with regards to eligibility.
EMD is waived off for IITs/ NITs/IISc./CBRI/CPRI/GSI/CWPRS/CWC and other Govt. Institutes/agencies

C.General terms& conditions:
1.Complete Set of bid documents may be downloaded by any interested bidder online only and payment (non-refundable) of the cost of bidding documents as mentioned above in the form of Crossed Account Payee Demand Draft in favour of M/s. NTPC Limited, SIPAT payable at State Bank Of India, SIPAT Branch (Branch Code: 4304) or online through SRM portal.
2.Issuance of bid documents to any bidders shall not construe that such bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.
3.For fulfilling of qualifying requirements, all the bidders shall be required to submit the following documents (all the photo copies should be attested by the bidder himself):
a.Documentary evidence for being manufacturers like registration Certificate issued by SSI/NSIC/Directorate of Industries/DGS&D, etc. for QR.
corresponding Delivery Challans /Stores Receipt vouchers/ Excise Execution of the Purchase Orders for Q.R above.
c.Self certificate for Confirmation of availability of In-house Inspection/testing facility along with list of equipment, wherever applicable.
d.Copies of the financial statements of last three financial years as mentioned in Q.R, indicating the annual turn-over.
5.Bids must be received on or before BID OPENING DATE and time mentioned in NIT. Date
and time of opening of price bids shall be intimated separately to individual bidder who meets the EMD and Qualifying Requirement & Technical requirement specified in Tender documents.
6.NTPC will not be responsible for late/delayed receipt of request for tender documents/tender due to any postal delay or delay in any form in transit.
7.NTPC reserves the right to accept or reject any tender partly or fully, cancel the tender without assigning any reasons there-of.
8.NTPC reserves the right to reject the bid in case it is found at a later date after receipt and opening of the bids or during evaluation of the bid that the bidder is not meeting the stated qualifying requirements.
9.QR for the supply of items covered in this NIT should be submitted in a properly sealed envelope properly addressed, invariably superscribing Tender Notice No., the date of opening, EMD details & vendors’ complete address. Tenders not accompanying requisite EMD will not be considered for opening.
10.The quantities mentioned in the tender notice are only approximate and will not in any manner, whatsoever, be binding on the N.T.P.C.
11.OFFER VALIDITY: The tenders shall remain open for acceptance for a period of 180 days from the date of opening (Actual bid opening date ) . Any change / extension in bid opening date shall be intimated to all vendors who have purchased bid documents and bid validity shall be counted from actual bid opening date.
12.Wherever the tenderers have entered into the rate contract with Director General of Supplies and Disposal they will indicate the same in their tender. They will also certify that rates quoted are the same as are applicable on the rate contract finalized by the Director General of Supplies and Disposal.
13.Small-scale industries registered with the National Small Scale Industries Corporation/SSIs registered within the state of Chattishgarh (with monetary limit exceeding the total value of quotation) shall be exempted from payment of earnest money deposit /security deposit /Tender Fee. Tenderer seeking exemption should enclose a copy of valid certificate of registration.
