Notice Inviting Application(NIA)  for Vendor Enlistment

(Materials Department)

                                               

1. Salient Features:

Kahalgaon Super Thermal Power Station (KhSTPS) is a coal based power plant of NTPC Ltd, a Maharatna PSU, with installed capacity of 2340MW( 4X210MW in Stage-I and 3X500 MW in Stage-II). The project is situated at Kahalgaon in Bhagalpur district of Bihar state. KhSTPS invites applications for enlistment of Manufacturers/ Suppliers/Vendors for supply of various materials required(Annexure- 6) as per schedule below-

Filled in application forms shall be received in the office of AGM(C&M)- Purchase, NTPC Ltd., Kahalgaon Super Thermal Power Station, PO-Kahalgaon STP, Dist.-Bhagalpur(Bihar), PIN-813214.

The enlistment shall be valid initially for a period of three years and the same shall be updated periodically.               

 

2. Enlistment Fee:

Enlistment Fee of Rs.1000.00 per vendor to be submitted for one or more item category in the form of Demand Draft/Banker’s Cheque/Pay Order only payable at Kahalgaon  and drawn on SBI-CSTPPA Branch Kahalgaon(Code-6949) or Allahabad Bank,NTPC-Township Branch, Kahalgaon(Code-0211932).The enlistment fee is non-refundable.

 

3. Qualifying Requirements:

The intending Manufacturer/Supplier/Vendor has to meet the PQR(Pre-Qualifying Requirement) as stipulated  in Annexure-6 along with Financial Criteria(regarding Supply and Average Annual Turn Over) for respective classes as below-

Note:   

A) Other Income shall not be considered for arriving at annual turnover.

          B) In case where audited results for the last preceding financial year is not available, certification of financial statement from a practicing chartered accountant shall also be considered acceptable.

 C) Applications of vendors who are not registered with Sales Tax department shall be liable for rejection.

5. Evaluation criteria for Enlistment: For the purpose of enlistment, applicants shall be evaluated on the basis of the stipulated qualifying requirements along with supporting documents, as mentioned in the Application Form . Manufacturers/Vendors/Suppliers who do not meet the stipulated qualifying requirement in totality shall not be considered for enlistment. Any information/data furnished by the applicant found to be incorrect or false or misleading at any point of time would render him liable to be debarred from the Enlistment & subject to further action as deemed fit by KhSTPS.

 

6.The bidders, who are presently banned from business by NTPC Limited shall not be considered for enlistment. They shall be considered for enlistment only after expiry of their banning period & revoking of the banning order, and shall have to apply against future enlistment notices issued by KhSTPS.

 

7. The   applicant   shall   strictly   adhere to the “Fraud Prevention Policy” of NTPC displayed on its  tender website http://www.ntpctender.com.

 

8.  All cost incurred by applicants for preparing  and  submitting the application, providing clarification any

 other expenses whatsoever shall be borne by applicants themselves.

               

 9.  Manufacturers/Vendors/Suppliers has to categorically state the Items & Category for which they intend to

 enlist themselves. Vendors qualified against higher class for a category shall be considered for enlistment in lower class also(wherever enlistment for lower class is also sought), unless vendor specifically mentions/regrets not to  participate in lower class. Separate Application form alongwith enclosures & supporting documents shall be submitted for each category, for which the vendor intends to enlist themselves.

 

 10. Applications received after the stipulated last date of submission of application forms (19/04/14) shall not

 be entertained & NTPC shall not be responsible for postal or any other delays.

 

 11.  Any effort by an applicant to influence the evaluation of application or processing of applications for

 Enlistment may result in the rejection of the applicant’s application for enlistment.

 

 12.  Notwithstanding anything stated above, KhSTPS reserves the right to assess the capabilities, capacity

  & performance of the agencies, should the circumstances warrant such assessment. 

 

  13.  Presently, for all Items/Materials estimated at a value of Rs.10 Lakhs or above, tendering by KhSTPS shall be done through E-tendering module(SRM) only. However, this threshold value may be brought down by NTPC at a later date.

 

14. KhSTPS reserves the right to accept/reject any application, and to annul the enlistment process and reject all applications at any time without incurring any liability, to the affected Applicant(s) or any obligation to inform the Applicant(s) of the grounds for this action.

 

  15. MSME/Small Scale Industries Registered with National Small Scale Industries Corporation(NSIC) under single point registration scheme and SSI units registered in Bihar for the said item shall be exempted from the payment of Enlistment Fee. Vendors seeking exemption should enclose notarized legible copy of valid registration certificate giving details such as items/services for which registered, validity, monetary limit etc. along with application form. If the validity of the registration has expired or the stores/items are not matching with the item for which enlistment is being done, such requests shall run the risk of their request being passed over as ineligible for this exemption.
