GLOBAL INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR R-LNG SUPPLY AGREEMENT FOR SUPPLY ON BOO (BUILD,OWN & OPERATE) BASIS, OF UPTO 1.75 MMSCMD R-LNG ON LONG TERM BASIS (10-12 YEARS)

1.0 Introduction
India's largest power company, NTPC has an installed capacity of 41684 MW comprising of 22
Coal based and 8 Gas based projects. RGCCPP, Kayamkulam (360 MW) station of NTPC was conceived based on Naphtha as designated fuel exclusively for the State of Kerala. The technology conversion of RGCCPS, Kayamkulam is underway for enabling it to use Multi-Fuel (R-LNG/Naphtha) from existing fuel Naphtha. NTPC as an operator of above plant shall have to source R-LNG by any means (i.e. Rail/Road/Barges/FSRU/Pipelines etc.) for the above station for balance life of the plant ( i.e. 10-12 years).
2.0 Expression of Interest
Expression of Interest (EoI) is invited globally from suitable experienced contractors for providing total solution in regards to the sourcing of RLNG for supply of approx 1.75 mmscmd on long term basis (10-12 years) for catering to Power Plant requirement of NTPC Limited on sustainable basis. The 1st consignment is required by Oct-Nov 2014.
3.0 Purpose of inviting EoI
Through this EoI, NTPC intends to identify the contractor(s) having experience in long term supply of R-LNG in line with scope at S.No. 4.0 below. Separate RFP (Request for Proposal) shall be issued by NTPC Ltd. for selection of the contractor(s) with whom the R-LNG supply agreement for a period of 10-12 years commencing 2014 shall be entered into.
4.0 Broad Scope of Work
The scope of work is to supply up to 1.75 mmscmd of R-LNG on long term basis (10-12 years), commencing Year 2014, on BOO (Build, Own & Operate) basis. The scope includes to construct, own and operate the Supply and Transportation system of R-LNG under a Lease and Operate Contract for providing R-LNG at terminal point (pipeline flange) of RGCCPP, Kayamkulam station of NTPC.
5.0 Technical Specifications of Gas/R-LNG Parameters and Specified Range
The Gas offered at the Delivery Point shall have minimum Gross Heating Value in a gaseous state equal to 8500 kilo calories per Standard Cubic Meter.

6.0 Submission of Expression of Interest
Interested applicants are requested to submit their application complete in all respects, in a format as outlined below:
Part 1: EOI Letter from the applicant;
Part 2: General Information about applicant i.e. whether Applicant is Lease Holder/Off-taker/Supplier including its legal structure, global presence through branch offices (with contact person details for each office), associates (type of relationship with associate and contact person details for each associate) etc.;
Part 3 : Technical Details to be furnished as listed below w.r.t. source(s) from which R-LNG/LNG is proposed to be sourced :
a. Name of the Supplier or Agency/Location/Country
b. Agreement of procurement of R-LNG
c. Validity period of agreement of procurement of R-LNG
d. Annual Supply of R-LNG in Billion SCM/ MMTPA
e. Procurement, Supply and Transportation Plan of R-LNG for next 10-12 Years
f. Quality Parameters of Supplied R-LNG
g. Details regarding Port of Shipping
h. Proposed gas supply storage and supply arrangement at plant end
Part 4: Experience List of R-LNG supply cum transportation contract agreements successfully completed in last 5 years, along with a small write-up outlining the scope of work, tenure of assignment, (not exceeding two page) on relevant aspects for each of the assignments completed. In support of experience, the bidder to furnish supply experience certificate from purchaser and Auditor's certificate in original from their statutory auditors.
Part 5: Experience List of on-going R-LNG supply cum transportation contract agreements along with a small write-up (not exceeding one page) on relevant aspects for each of the assignments and details of any new similar assignments being finalized;
Part 6: Preferred price bench mark (JCC/Brent/Henry Hub/ Other) for supply of RLNG and the other terms and conditions of supply
Part 7: Financial Capability of the applicant including turnover details (from R-LNG Supply cum transportation contracts only), Net worth and Profit & Loss statements and Audited balance sheets for last 3 years shall also be submitted;
Part 8: A brief write up on the capacity of applicant to successfully execute the R-LNG supply cum transportation Agreement
7.0 The complete set of attachments to be submitted along with Expression of Interest shall be downloaded at free of cost from http://www.ntpctender.com on registration
8.0 Prospective bidder may submit their 'Expression of Interest' along with relevant details as specified above through e-mail on or before 07/04/2014 followed immediately by three (3) hard copies (1 Original + 2 Photocopies) to be furnished by 11/04/2014 in a sealed cover super scribing "EXPRESSION OF INTEREST (EOI) FOR SUPPLY OF UPTO1.75 mmscmd R-LNG ON 'BOO' BASIS at the address given below:
