VENTILATION SYSTEM PACKAGE  AT NTPC/SRHQ NEW OFFICE BUILDING,

 KAVADIGUDA, HYDERABAD

(Domestic Competitive Bidding)

NTPC Limited invites bids from eligible bidders for the work of Ventilation System package ( supply, installation, testing, commissioning of JET fans, tube axial flow fans, carbon monoxide sensors, centrifugal fans, control panels, cables, ducting etc. at any lead and lift, depth and height as per the tender documents) at NTPC/SRHQ new office building at Kavadiguda, Hyderabad on Single Stage Two Envelope bidding basis (Envelope-1: Techno-Commercial Bid & Envelope-2: Price Bid)  as per the Scope of Work mentioned hereunder.

1.0

Brief Scope of Work:-

 

 

The scope of work shall include  supply, installation, testing, commissioning of JET fans, tube axial flow fans, carbon monoxide sensors, centrifugal fans, control panels, cables, ducting etc. at any lead and lift, depth and height as per the bid documents  at NTPC/SRHQ new office building at Kavadiguda, Hyderabad.

a)

The bid shall be opened in Two Stages  (two envelope) -

i)                     FIRST Stage :  Techno-commercial Bid (Date of opening as mentioned above)

ii)                   SECOND Stage: Price Bid (Date of opening to be informed later)

             iii)       Receipt of queries on bid couments:  Upto 14.03.2014

             iv)       Clarification to queries on bid documents:  21.03.2014

b)

Bids shall be submitted online and opened at the address given below. Bidder shall furnish Bid Security, No Deviation Certificate, Power of Attorney and Letter  of Undertaking   separately offline as detailed in Bidding Documents by the stipulated bid submission closing date and time at the address given below.

 

c)

As per the provisions of Bidding Documents, the bidders shall submit “Techno-Commercial Bid and Price bid”, within the bid submission date and time as mentioned above. Techno-Commercial bid will be opened on the same date and time as specified at para 2.0 above.

 

d)

All bids must be accompanied by Bid Security/Bid Guarantee for an amount equivalent to Rs. 1,04,000/-(Rs. One lakh four thousand  only) in Indian Rupees, as stipulated in the Bidding Documents.  

 

e)

Bids not accompanying requisite Earnest Money Deposit (EMD)/ Bid Security will not be considered for opening and will be rejected as non-responsive and returned to the bidders without being opened.

 

f)

The Price Bid opening date shall be intimated separately by NTPC to those bidders who have been considered qualified and whose Techno-Commercial Bids have been found to be responsive.

 

3.0

QUALIFYING REQUIREMENTS FOR BIDDERS

 

 

In addition to satisfactory fulfillment of the Qualifying requirements stipulated in Conditions of Contract  ,the following shall also apply::

 

3.1

 

 

 

 

 

3.2

Bidder should have supplied, installed and commissioned the ductless ventilation systems either directly or through construction companies/consultants in any Office building(s)/Residential Building(s)/IT Parks/Software parks/Hospitals/Commercial building(s)/Hotels in two different orders and which should have been in successful operation for at least 1 year as on the date of techno commercial bid opening

 OR

 The bidder who is a regular manufacturer of Airconditioning system equipment like chillers/indoor AC units or ventilation equipment like air washer units can also participate provided he has executed similar orders through an subcontractor/authorised agency who meets requirements at Clause 3.1.

AND

 

3.3

The bidder should have either directly or through authorised agencies executed similar orders in the last seven (7) years of   at least  

a) Single (1) order of value Rs. 41 lakhs

OR

 

b) Two (2) order of value Rs. 26 Lakhs each  
                                            OR     

 

c) Three (3) orders of value Rs. 21 lakhs each

3.4

Financial Criteria

 

3.4.1

The average annual turnover  of the Bidder, in the preceding three (3)  financial years as on the date  of  Bid opening  shall not be  less than  INR 104 Lakhs  (Indian Rupees One hundred and four  Lakh only).

 

 

Notes:

 

i

Other income shall not be considered for arriving at annual turnover.

ii

The word "executed" means that the bidder should have achieved the progress specified in the QR para above 3.1 even if total contract is not completed/closed. The same shall be supported by documentary evidence issued by the owner/employer.

(iii)

In cases where audited results for the last preceding financial year are not available, certification of financial statements from a practicing chartered accountant shall also be considered acceptable.

 

(iv)

Even if bidder is getting qualified through consultants, the performance certificate regarding successful operation shall be from the end user.

3.5

Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder / his collaborators / associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

 

4.0

REQUIREMENTS FOR REQUEST OF TENDER DOCUMENTS:

 

4.1.0

The prospective bidders are requested to visit www.ntpctender.com site and get acquainted with e-tender procedure.

 

 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Secunderabad or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in).

 

For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site (Guidelines to Bidders)  as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to last date of tender fee payment along with duly filled in questionnaire available at Pre-requisite tab under 'e-tender' at ntpctender.com for issue of vendor code and SRM user id/ password.

 

4.1.1

Issuance of bid documents to any Bidder shall not construe that such bidder is considered to be qualified. Bids shall be submitted online and opened at the address given below. Bidder shall furnish Bid Security,  No Deviation Certificate, Power of Attorney and Letter  of Undertaking, Fraud Prevention Policy  separately offline as detailed in Bidding Documents by the stipulated bid submission closing date and time at the address given below.

 

4.2.0

Vendors having valid Small Scale Industries Certificate registered with the National Small Industries Corporation (NSIC) under single point registration scheme for the said item are exempted from payment of Tender Fee. Bidders seeking exemption should enclose a photocopy of valid registration certificate giving details such as validity, monetary limit, stores etc. along with their request for Tender Document.

 

4.3.0

Prospective bidders from U.P. state are compulsorily required to provide TIN number at the time of purchase of bidding documents from office of NTPC.

 

4.4.0

NTPC  reserves  the right  to reject any or all bids or cancel/ withdraw the Invitation For Bids without assigning any reason; whatsoever, and in such case no bidder/ intending bidder shall have any claim arising out of such action.

 

4.5.0

NTPC Limited reserves the right to accept/ reject any or all applications / bids in part or full.

 

4.6.0

The bidder along with bid must submit documentary evidence in support of meeting qualifying requirements such as Copy of Balance sheet and Profit & Loss account for the specified period, Proof of orders  executed, NSIC certificate wherever applicable, BIS certificate, Registration certificate with department of industries, etc.

5.0

IMPROTANT INFORMATION TO BIDDER

 

i)

The registered prospective bidders who wish to download the bidding documents shall be prompted to enter his user id & password. Subsequent to entering of user id & password and acceptance of the same by the system, the prospective bidder shall be routed to payment gateway for making payment towards  cost of bidding documents. On successful payment of cost of bidding documents and the details, the prospective bidder shall be authorized to download the bidding documents and the details of the prospective bidder shall be stored by the system.
