3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the

stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security

and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of

the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC

Ltd., Payable at NEW DELHI or directly through the payment gateway at our SRM Site

(https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require

vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM

site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to

approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for

issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail

SCOPE OF WORK

The scope of work includes

"Providing & Laying of APP Water Proofing Treatment on TG Hall from Unit # I to Unit# V at BTPS".

Scope of work also include:-

i. Providing & laying of water proofing treatment of APP up to any height.

ii. The contractor has to dismantle the old & damage Water proofing treatment and remove the demolished material at

all heights in TG Hall and other Location to the nearest dumping site.

iii. The contractor has to dismantle the water proofing treatment as per the direction of EIC.

iv. The Cost includes all kinds of Lifts & Lead and nothing extra shall be payable on any account.

v. The agency shall make his on arrangement (i.e. providing scaffolding or Platform if required etc.) for working at

height and nothing extra shall be paid on any account.

vi. The agency shall make all necessary arrangements related to safety for working at height as per direction of EIC.

vii. A quantity of 1000 sqm has taken for unpredictable area of seepage in TG hall. Also, the remaining quantity of

APP can be utilized other than TG hall in the plant.

Completion Period:

Time is the essence of the contract and hence the work shall be executed within the stipulated time as per instruction of

EIC. (Completion Period- 03Months)

Acceptance Criteria

The surface level should be such as to allow quick draining of rains without leaving any pool anywhere. The finishing

course shall be fully secured and shall have an even density. There shall not be any bubble formation or crushed or

squeezed insulation or under bed.

Testing

Waterproofing of slabs shall be tested by ponding the surface with water to a depth of 25 mm for 24 hours or longer.

The waterproofing shall be considered satisfactory, if no leaks or damp patches show on the soffit.

Guarantee

The Contractor shall give a guarantee in writing for all works executed under this specification supplemented by a

separate and unilateral guarantee from the specialised agency for the roof waterproofing treatment work. The Contractor

shall give a guarantee for materials and workmanship and satisfactorily functioning of the waterproofing treatment for a

period of (05) five years from the date of completion of work or the date of handing over the site to the NTPC

Engineer-in-charge whichever is later. The specialist agency/Contractor shall endorse the guarantee, beyond the defect

liability period as indicated, in favour of the Owner (NTPC). The Contractor shall replace/rectify defects, if any,

observed in the waterproofing treatment to the satisfaction of the NTPC Engineer-in-charge.

Payment Terms

Party will submit a Bank Guarantee of 10% of awarded value for the Guarantee period of Five Years after defeat

Liability Period.

SPECIAL TERMS AND CONDITIONS

1. The supervisor of the contractor or his authorized representative should have requisite technical knowledge to get the

job done as per conditions and scope of work.

2. As per the site requirement, any individual item of this package may deviate up to any extent or may not be

executed at all due to any reason, but over all deviation limits of this package shall be (+/-) 20 % of contract value.

No extra rate on account of such deviations shall be entertained.

3. The agency has to make own arrangement to reach the roof of any building up to any height.

4. Joint levels shall be taken before start and after completion of work.

TERMS & CONDITIONS

A. AGENCY DUTY

1. The agency shall make its own arrangement for its office and stores etc.

2. The agency shall make its own arrangement for its store etc. for cement & other materials and to maintain proper

record of the same.

3. Detailed programme is to be submitted by the agency before the start of the work and same is to be got approved

by EIC.

4. Agency has to submit the monthly RA Bill in hard & soft copy to EIC.

5. Agency has to submit the daily progress of the work to the EIC.

6. The building malba etc. shall be disposed off outside the plant premises for which the lead of 5km has

been considered and the same shall be paid in this item 1.1.1.(v) only. Nothing extra on account of lead etc. is

payable against this item.

B. SUPERVISOR DUTY

1. For ensuring proper safety, quality and speed of the job, the contractor shall depute suitable site in-charge for all the

jobs exclusively for this contract who is capable of writing a brief report on the details of job done, spares used,

measurements of components and measurement of job.

2. The contractor will provide gate pass to his manpower at site.

3. The contractor shall organize a team of skilled and unskilled manpower.

4. The contractor shall bring all the required materials from the store / other sites to the site of work and dispose of

the dismantled / damaged parts to the store/scrap yard as per the instruction of the Engineer # in charge.

5. It shall be entirely the contractor's responsibility to see that no unlawful act is done by their deployed personnel

while on duty.

C. LABOUR RULE

6. Agency shall comply all the statutory requirements with all labour laws, rules and regulations with respect to

payments of minimum wages, P.F etc.

7. The contractor shall ensure timely payment to the workers and shall not link the same with receipt of payment

against monthly RA bill.

8. For manpower deployment as in Non-Schedule Part-1 the agency shall comply all the statutory overheads and payment

by the agency with manpower deployed shall be made accordingly.

9. Minimum wages has been considered for manpower deployment as on 01/04/2013 and 28.23 % overheads shall be

payable as statutory payments. Increase/ Decrease in wage during execution shall be adjustable.

10. The contractor shall engage all the labours of their establishment for this job and shall be fully responsible for their

minimum monthly wages/maintenance of P.F Accounts etc. as per Delhi Govt. & Govt. of India rules in force from time

to time.

11. All the manpower deployed by the contractor shall be examined by the engineer in charge prior to start of the job

and if necessary the man power may have to be replaced to suit to the requirement of the job.

D. QUALITY CONTROL

12. Quality certificate and Material Testing/Lab report of Bitumen be submitted by the agency.

13. For the Quality of material the contractor have to submit the MTC, Bill & Lab Test report. The testing charges

will be borne by Agency.

E. SAFETY MEASURES

14. The contractor has to arrange proper safety measure to all his Labour. No excuse will be made on safety.

15. The contractor has one set of First Aid Box in store.

16. Personal protective equipments for the manpower deployed at site shall be issued by the contractor.

# Personal protective equipments include Helmet, Ear mugs, Mask, Gloves, Safety Belt & Shoes to all Labours. The

quality of equipment should be as per IS mark.

17. The contractor should provide Safety Tape, Barricade at site.

18. It is the whole responsibility of the Supervisor to give proper briefing about the work, safety measure, material, to

his worker.

19. The contractor has to remove all his T&P after completion of work. Also, it is the responsibility of contractor to

clean his site and verify by EIC before handing of site.

20. If the contractor#s workmen are found working in unsafe conditions, huge penalty shall be imposed on the

contractor as per discretion of Engineer in charge.

F. PENALTY CONDITION

21. On a particular day, if no Supervisor of contractor is available at site to take care of day to day progress of work,

deduction shall be made @ Rs.500/- per day from the contractor's R/A bill.

G. REGISTER & RECORDS

22. The contractor shall maintain a proper register & record, if the register is not prepare and maintain, deduction shall

be made @ Rs. 1000- per record from the contractor's next R/A bill.

TECHNICAL SPECIFICATION

1. All work executed as per the CPWD Specification.

2. As per the site requirement, any individual item of this package may deviate up to any extent or may not be

executed at all due to any reason, but over all deviation limits of this package shall be (+/-) 20 % of contract value.

No extra rate on account of such deviations shall be entertained.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of

bidding documents.

7.0 Qualifying Requirements for Bidders:

Qualifying requirements:

The following qualifying requirement shall be incorporated in tender:-

i). The bidder should have executed jobs of a water proofing treatment (APP) at roof/terrace of building.

ii). The average annual turn-over of the bidder in the preceding three (3) financial years as on date of bid opening shall

be not less than Rs. 192.30 lacs and must have experience of having completed/ executed similar work of single order

value not less than Rs. 38.46 lacs OR Two orders each of value not less than Rs. 24.04 lacs OR three orders each of

value not less than Rs. 19.23 lacs in the last seven years.

Note:

a) The clause-ii above the word #Similar work# shall be defined as #Execution of building construction or maintenance

or water proofing treatment at roof/terrace of Building#.

b) The clause-ii above the word #completed/ executed# means the bidder should have achieved the criteria specified in

the QR with in the preceding seven (7) years period even if the contract has been started earlier and/ or is not

completed/closed.

8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without

assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such

action.
