FOR

CW SYSTEM AND MAKE-UP WATER SYSTEM CIVIL WORKS PACKAGE

FOR

GADARWARA SUPER THERMAL POWER PROJECT, STAGE-I (2X800 MW)

 

LOCATED AT GADARWARA, DISTRICT NARSINGHPUR,

STATE OF MADHYA PRADESH, INDIA

1.0        NTPC invites sealed bids in Single Stage Two Envelope Basis (i.e. Envelope-I:Techno-Commercial Bid and Envelope-II: Price Bid)  for CW System and Make-Up Water System Civil Works Package for Gadarwara Super Thermal Power Project, Stage-I (2 X 800 MW) located at Gadarwara, District Narsinghpur, State of Madhya Pradesh, India, as per the brief Scope of Work mentioned hereinafter.

 

2.0        BRIEF SCOPE OF WORK

 

The package consists of Civil, Structural and Architectural works divided into two parts:

 

(A) Inside Plant Boundary

 

The scope of work covered in this portion of the works includes all Civil, Structural and Architectural works for CW System including Circulating Water Pump House (CWPH), Raw Water Pump House (RWPH) alongwith associated Civil Works of Buildings for Electrical facilities near RWPH, foreways, CW Ducts, CW open Channel. Construction of Single lane WBM road with black top. Civil and structural works for boundary wall/fencing including gates etc.

 

Detailed design of all stop log gates, trash racks including their hoisting arrangements along with providing their engineering drawings, data, Operation & Maintenance/Instruction manuals, as built drawings and other information.

 

(B) Outside Plant Boundary

 

The scope of work covered in this portion of the works consisting of all civil, structural and architectural works for Intake water pump house, Desilting Basin, Make-up water Pump House along with associated Civil works of buildings for Electrical facilities at Narmada River end. Construction of single lane WBM road with black top from existing State highway to Make-up water facility area and inside Civil and structural works for boundary wall/fencing including gates, area filling, providing drains and slope protection works with wire crates/stone rip rap/ RR masonry etc. Civil and Structural works for bridge over river Shakkar.

 

Detailed design of all stop log gates, trash racks including their hoisting arrangements along with providing their engineering drawings, data, Operation & Maintenance / Instruction manuals, as built drawings and other information.

 

3.0        NTPC intends to finance CW System and Make-Up Water System Civil Works Package for Gadarwara Super Thermal Power Project, Stage-I (2 X 800 MW) through Domestic Borrowings.

 

4.0        Detailed specification, scope of work and terms & conditions are given in the bidding documents, which are available for examination and sale at the address given below and as per the following schedule:

            Date for opening of Price Bid (Envelope-II) shall be intimated separately after opening of Techno-Commercial Bid (Envelope-I).

             

4.1        Prospective bidders from U.P State are compulsorily required to provide TIN number at the time of purchase of bidding documents from office of NTPC.

 

5.0        All bids  must be accompanied by Bid Security for an amount of ` 1,54,84,000/- (Rupees One Crore Fifty Four Lakh Eighty Four Thousand Only) in the form as stipulated in the Bidding Documents.

           

            ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE BID SECURITY IN A SEPARATE SEALED ENVELOPE SHALL BE REJECTED BY THE EMPLOYER AS BEING NON-RESPONSIVE AND RETURNED TO THE BIDDERS WITHOUT BEING OPENED.

 

6.0        BENEFITS / EXEMPTIONS TO SUPPLIES FOR MEGA POWER PROJECTS

 

            Ministry of Power (Govt. of India) has certified that Gadarwara Super Thermal Power Project, Stage-I (2 X 800 MW) fulfills the laid down criteria for Mega Power Project. Accordingly, supplies of goods for this package shall be eligible for the benefits/exemptions as per provisions of relevant notifications of the Govt. of India.

 

7.0       Qualifying Requirements for Bidders (QR):

 

7.1.0      In addition to the satisfactory fulfillment of the requirements stipulated under section ITB (Instructions to Bidders), the following shall also apply:

7.1.1     The Bidder should have executed the following works within the preceding seven (7) years reckoned as on date of Techno-Commercial bid opening:

a)     Civil & structural works of pump house, pump sumps involving deep excavation, de-watering, concreting and

b)    Concreting of 23,000 cum in any one (1) year in one (1) or cumulative of two (2) concurrently running contracts.

            NOTES:

(i)             The word “executed” means the Bidder should have achieved the criteria specified in the above QR within the preceding seven year period even if the contract has been started earlier and / or is not completed / closed.

(ii)            The one (1) year period means any continuous 12 months period. However, for concurrent works, the same 12 months period shall be considered.

(iii)           Reference works executed by the Bidder, as a member of Joint Venture/ Consortium can also be considered provided:

The allocation of scope of work between the partners of the Joint Venture/ Consortium is clearly defined in the executed JV Agreement and Bidder’s scope of work and break-up of quantities executed by them as individual contribution in the Joint Venture/ Consortium, duly authenticated by the Client, meet the relevant provision of Qualifying Requirement.

7.2.0     Financial parameters of the Bidder

            (a) The average annual turnover of the Bidder should not be less than INR 498 Million (Indian Rupees Four Hundred Ninety Eight million only) during the preceding three (3) completed financial years as on date of Techno-Commercial bid opening.

  (b)    The Net Worth of the Bidder as on the last day of the preceding financial year should not be less than 25% of its paid-up share capital.

(c) In case the Bidder is not able to furnish its audited financial statements on stand alone entity basis, the unaudited unconsolidated financial statements of the Bidder can be considered acceptable provided the Bidder furnishes the following additional documents for substantiation of its qualification:

(i)         Copies of the unaudited unconsolidated financial statements of the Bidder along with copies of the audited consolidated financial statements of its Holding Company.

(ii)        A Certificate from the CEO/CFO of the Holding Company, as per the format enclosed in the bid documents, stating that the unaudited unconsolidated financial statements form part of the Consolidated Annual Financial Statement of the company.

In case where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

(d)  In case a Bidder does not satisfy the financial criteria, stipulated at Clause. 7.2.0 (a) and/ or (b) above on its own, its holding company would be required to meet the stipulated turnover requirements at Clause. 7.2.0 (a) above, provided that the net worth of such holding company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the holding company. In such an event, the Bidder would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the holding company, supported by the Holding Company’s Board Resolution, as per the format enclosed in the bid documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of award.

(e)  The unutilized line of credit for fund based and non-fund based limits with cash and bank balances including fixed deposits of the Bidder as on a date not earlier than 15 days prior to the date of Techno-Commercial bid opening, duly certified by its Bankers should not be less than INR 250 million (Indian Rupees Two Hundred Fifty million only). In case certificates from more than one bank are submitted, the certified unutilized limits shall be of the same date from all such banks.

(f)   Where another Company of the group acting as the Treasury Centre is responsible for Treasury Management of the Bidder having combined credit/guarantee limit for the whole group, the Bidder would be required to provide a Banker’s certificate regarding the unutilized line of credit for fund based and non-fund based limits together with cash and bank balances including fixed deposits available to such Treasury Centre. Further, Treasury Centre should certify that out of the aforesaid limits certified by the bankers,’ the Bidder shall have access to the line of credit of a level not less than the specified amount at Clause. 7.2.0 (e) above. In proof of this, the Bidder would be required to furnish along with its Techno-Commercial bid, a Letter of Undertaking from the Treasury Centre, supported by a Resolution passed by the Board of Directors of the holding company, as per the format enclosed in the bid documents, pledging unconditional and irrevocable financial support for the execution of the Contract by the Bidder in case of award.

(g)  In case the Bidder’s unutilized line of credit for fund based and non-fund based limits specified at Clause. 7.2.0 (e) above is not sufficient, a comfort letter from one of the bankers specified in the bid documents unequivocally stating that in case the Bidder is awarded the contract, the Bank would enhance line of credit for fund based and non-fund based limits to a level not less than the specified amount to the Bidder or to the Treasury Management Centre as the case may be, shall be acceptable.

            Notes for Clause 7.2.0  above:

(i)             Net Worth means the sum total of the paid up share capital and free reserves. Free reserves means all reserves credited out of the profits and share premium account but does not include reserves credited out of the re-valuation of assets, write back of depreciation provisions and amalgamation. Further any debit balance of Profit & Loss account and miscellaneous expenses to the extent not adjusted or written off, if any, shall be reduced from Reserves & Surplus.

(ii)            Other income shall not be considered for arriving at annual turnover.

(iii)           For unutilized line of credit for fund based and non-fund based limits and Turnover indicated in foreign currency, the exchange rate as on 7 days prior to the date of Techno-Commercial bid opening shall be used.

   7.3.0   Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

 

8.0        NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

 

9.0        A complete set of Bid documents may be purchased by any interested bidder on submission of a written application and payment (non-refundable) of the cost of bidding documents as mentioned above in the form of a Crossed Account Payee Demand Draft in favour of NTPC Limited, New Delhi. The bidding documents can also be downloaded from http://www.ntpctender.com on registration and online payment (non-refundable) towards cost of bidding documents and the downloaded documents can be used for bidding purposes.

 

            In case the registered bidders who have downloaded the bidding documents require an additional manual copy of the documents then such bidders shall be required to purchase the manual copy of the bidding documents following the procedure detailed above.

 

9.1        Issuance of Bid Documents to any Bidder shall not construe that such Bidder is considered to be qualified. Bids shall be submitted and opened at the address given below in the presence of Bidder's representatives who choose to attend the bid opening.

 

10.0      Transfer of Bidding Documents purchased by one intending Bidder to another is not permissible.
