1.0        NPGC invites off-line bids from eligible Bidders for aforesaid package, as per the scope of work briefly mentioned hereinafter.

5.0        A complete set of Bidding Documents may be downloaded by any interested Bidder free of cost of the documents as mentioned above  or directly through the payment gateway at NTPC Website www.ntpctender.com.  For logging on to the website, the bidder would require User ID and Password which can be generated by him at the site (www.ntpctender.com) by registering.

 6.0           

a)      MSME / Small Scale Industries registered for similar work with the National Small Scale Industries Corporation shall be exempted from payment of tender cost / Earnest Money Deposit.  SSI units registered with Bihar State SSIC are also entitled for exemption of EMD / Tender Cost.  Such parties can send the request for Tender Documents along with self attested copy of certificates.

b)      MSME / Small Scale Industries (SSI) registered with National Small Scale Industries Corporation (NSIC) or Directorate of Industries, Bihar State shall be exempted from payment of Security Deposit up to the monetary limit for which the unit is registered with NSIC / Bihar State Directorate of Industries.

c)      Tenderers seeking exemption should enclose a photocopy of valid Registration Certificate giving details such as validity, stores and monetary limits to the Package  Coordinator / AGM (C&M) at the address given below at least seven working days prior to the last date of tender fee payment for getting the authorization for participating in the tendering.

 

 

I.  Qualifying Requirements:

 

The bidders shall have to meet the following Qualifying Requirements (QR) failing which bid shall be liable for rejection:

 

1.0          Technical criteria

 

1.1          The vendor shall be manufacturer of Cement (PPC/OPC) having obtained BIS Licence for the same. A copy of BIS licence shall be submitted as a proof for verification. However, NPGC shall have choice to purchase cement as per required grade.

1.2          The vendor should have quality assurance laboratory at plant in line with BIS Requirements.

1.3           The vendor should have average yearly plant capacity utilization of 6,00,000 MT or above in last 2 years.

 

2.0          Financial Criteria

 

2.1          The average annual turnover of the Bidder, in the preceding three (3) financial years as on the date of completed enlistment application opening shall not be less than:

2.2          Vendors qualifying in higher category mentioned above in terms of average annual turnover shall also be considered qualified in lower category/categories.

2.3          Following credentials are requested for submission by the indenting Vendors along with tender in support of meeting the qualifying requirement as stipulated above:

 

a)     Copy of Audited Balance sheet and Profite & Loss account for last 3 years furnishing annual sales amount & the yearly plant capacity utilization as well.

b)     Proof of BIS licence.

 

 

Note:

 

In the event of response of qualified vendors is found to be less than Ten in any of the categories, NPGC shall have right to augment the vendor list based on available information/ data in regard to the stipulated qualifying requirement.
