DETAILED INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR THE APPOINTMENT OF A CONSULTANT FOR DEVELOPING SCHEDULE OF RATES (SOR) AND DETAILED ANALYSIS OF RATES (DAR) FOR CIVIL WORKS FOR THERMAL POWER PROJECTS OF NTPC

1.0DISCLAIMER

 

1.1      NTPC reserves the right not to proceed further, to change the process or procedure to be applied. It also reserves the right to decline to discuss further with any party expressing interest.

 

1.2      No reimbursement of cost of any type shall be paid to persons, entities or consortiums expressing interest.

 

 

2.0      INTRODUCTION

 

         NTPC was incorporated in the year 1975, with the objective of planning, promoting and organizing an integrated development of Power Stations in India. With an installed capacity of 42454 MW, NTPC is the largest power generating major in the country. NTPC designated as one of the Navratna Public Sector Undertaking is poised to become a global giant and the mega power utility has ambitious plan to become 1,28,000 MW plus company by 2032.

 

 

3.0      PURPOSE OF THE EOI

 

3.1      NTPC is implementing large size Thermal Power Projects across the country with unit sizes ranging from 200 MW to 800 MW. NTPC has been doing Inhouse Engineering, Contracting and Procurement activities for Green Field Projects & Brown Field Projects, being executed by it. Technical Specifications & Schedule of Items for the Civil Works of Power Plants, have been developed over a period of time, suiting to the specific requirements of Power Plant structures and its Contracts, Construction & Quality procedures. These have been upgraded from time to time based on Site feedback & Technological innovations in the Construction Industry.

 

3.2      NTPC desires to appoint a Consultant, for developing Schedule of Rates (SOR) along with Detailed Analysis of Rates (DAR), on the lines similar to CPWD Schedule of Rates & Analysis of Rates, suiting to the requirements of Civil works of large Thermal Power Projects, being executed by NTPC at its project sites.

 

3.3      NTPC invites EXPRESSION OF INTEREST (EOI), from reputed Civil Consultants ( referred to as Consultants ), who have experience of developing such SOR & DAR, for civil works of large scale Building projects/ Industrial projects/ Hydro projects/ Thermal Power Projects etc. for any department or utility.

 

 

 

4.0      SCOPE OF WORK

 

                     Background:

 

The scope of work under Civil Works for Large Thermal Power Projects generally includes all under ground civil works including piling & foundations, all over ground civil, structural & architectural works for Buildings & Equipments associated with Thermal Power Projects like Main Power House Building, Auxillary plant Buildings, Boiler & ESP structures, Turbo Generator, Fan & Mill foundations, Coal Bunkers, Ash hoppers & Silos, Coal Handling & Ash Handling Plants, Fuel Oil& DM/PT Plant Systems, Pipe/Cable Trestle structures, Roads & Drains etc.  

 

         The Consultant’s scope shall include the following –

 

a)     Study of the existing NTPC Schedule of Items (consisting of approx. 330 nos. items & sub items), Technical Specifications & Contract conditions presently in use.

b)    Rationalise & revise the Schedule of Items & Technical Specifications in use as required after interacting with Project Engineering, Cost Engineering, Project Execution & Quality Groups of NTPC  and Civil Agencies executing works at NTPC sites.

c)     Develop Schedule of Rates (SOR) along with Detailed Analysis of Rates (DAR), on the lines similar to CPWD  Schedule of Rates & Analysis of Rates.

d)    Develop a Software Application, wherein for each item of Civil work in the Schedule of Items, the appropriate rate would get worked out using the Detailed Analysis of Rates, the basic rates of Labour, Material & Equipment.

e)     Develop a Software Application for calculating the price index for site specific location (based on Labour, Material & Equipment charges) applicable on Basic SOR developed at ‘C’ (on the lines similar to CPWD).

f)     Validate the Software Applications so developed and carry out necessary corrections wherever required.

g)    Collect data on basic rates of Labour, material & equipment charges from sites and finalise price index for 4 nos. project sites as decided.

 

 

5.0      ELIGIBILITY

 

5.1      The applicant should be a Civil Consultancy Firm or a Civil Consultant, who has undertaken similar kind of assignment as at point no. 4.0, for civil works of large scale Building projects/ Industrial projects/ Hydro projects/ Thermal Power Projects etc. for any department or utility.

 

 

6.0      INFORMATION REQUIRED AS PART OF EOI

 

Applicants are required to submit the information about their Company profile,   their technical capabilities, manpower strength, work experience & financial status in the format as mentioned at Annexure I. (Similar works undertaken should preferably be in last 7 years).

 

7.0      PROCEDURE OF OBTAINING EOI DOCUMENTS

 

For submission of Expression of Interest, interested parties may obtain the complete set of EOI documents along with forms free of cost on submission of a written application / request letter to NTPC Limited at the address mentioned at 10.0 below.

8.0      SELECTION PROCESS

 

8.1      Those interested shall submit their EOI, along with the required information as mentioned at point no. 6.0.

 

8.2      Based on the details received, NTPC shall shortlist the consultants who have relevant experience, technical capability & manpower and strength to undertake the subject work.

 

8.3      The short listed applicants shall be asked to submit a Detailed proposal with Implementation Methodology, Time schedule for completing the job & the Professional fee for the job, estimate for compensation for travel etc. NTPC shall evaluate the proposals and recommend the appointment of Consultant. The weightage for various parameters for evaluation (Company profile, work experience, technical capability & manpower, financial strength & completion period etc.) shall be informed to shortlisted parties while seeking detailed proposal.               

 

8.4      LOA shall be issued to the recommended Consultant, approved by NTPC.

10.0    SIGNATURE & SUBMISSION

 

10.1    All the Applications shall be submitted duly signed and stamped by the applicant in the format, as per Annexure-I, provided along with this document. The signed proposal along with the documentary evidences , shall be submitted in three copies in a sealed envelope, duly super-scribed "Expression of Interest for Appointment of a Consultant for developing Schedule of Rates (SOR) and Detailed Analysis of Rates (DAR) for Civil Works for Thermal Power Projects of NTPC", on or before the prescribed date and time, at the address given under:

10.2    NTPC may seek additional information from interested applicants who respond to this EOI. However, NTPC reserves the right to modify the process or to not act upon the EOI or to ask for fresh EOI at a later date, without assigning any reason whatsoever.

 

 

11.0    RIGHT TO ACCEPT  OR REJECT APPLICATION

 

11.1    Applicants may note that mere submission of EOI and/or submission of additional information do not automatically entitle them to any claim.

 

11.2    Not withstanding anything contained in this EOI, NTPC reserves the right to accept or reject any application and annul the process and reject all applications at any time without any liability or any obligation for such acceptance, rejection or annulment without assigning any reason.
