3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail DETAILS HAVE BEEN ATTACHED IN COLLABORATION FOLDER.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders: SUBJECT : Contract for AFGC System of Stage-I Units QUALIFYING REQUIREMENTS

1.0 BRIEF SCOPE OF WORK :

The Scope of Work under this proposal includes design, engineering, manufacturing, Supply, Erection & Commissioning of Ammonia Flue Gas Conditioning system (AFGC) for reduction of stack emission from the ESPs of Stage-I Units (4x60MW). Necessary coordination with appropriate authority has to be under taken by the successful bidder for approval and grant of license for storage and usage of Ammonia in ESPs.

2.0 DURATION OF CONTRACT : 09 (NINE) Months.

3.0 QUALIFYING REQUIREMENTS : -

The bidders who wish to participate in the bidding shall satisfactorily establish that they fulfill the following Requirements. Technical Criteria:-

a) The bidder should have successfully executed the work of design, engineering, manufacturing, Supply, Erection & Commissioning of Ammonia Flue Gas Conditioning System for reduction of SPM in stack emission in any of the coal fired units of 60MW or above capacity at any Central / State Government/ PSU/ Reputed industrial organization/ utility etc. The bidder should submit documentary evidence in support of such work executed.

b) The bidder should have executed similar orders during last seven (07 years) reckoned as on the date of bid opening with either of the following;

a) Value of Rs. 168.80 Lac in case of a single similar order,

Or

b) Value of Rs.105.50 Lac in case of two similar orders,

Or

c) Value of Rs. 84.40 Lac in case of three similar orders.

c) Similar Order would mean Bidder should have successfully executed the work of Supply, Erection & Commissioning of Ammonia Flue Gas Conditioning system in any of the coal field units of 60MW or above capacity at any Central/State Government /PSU/reputed industrial organization/ utility.

4.0 FINANCIAL CRITERIA: -

(A) AVERAGE ANNUAL TURNOVER: The average annual turnover of the bidder in the preceding three (03) financial years as on the date of bid opening, shall not be less than INR 281.36 Lac (Rupees Two Crore Eighty One Lac Thirty Six Thousand Only)

(B) The word #executed# means that the bidder should have achieved the progress specified in the QR at para 3.0 (b) even if total contract is not completed / closed.

(C) Other income shall not be considered for arriving at annual turnover as specified in QR para 4.0 (A).

(D) In case, where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

5.0 Notwithstanding anything stated above, NTPC reserves the right to assess the bidder#s capability and capacity to perform the contract.

6.0 The employer also reserves the right to reject any or all bids or cancel / withdraw the invitation for bids without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

7.0 Additional information:-The following information is required from the contractor about the companies where similar orders have been executed.

i) Name of the customer / company where similar order has been executed.

ii) Year of execution

iii) Name & designation (Phone No. / Fax No. / Email ID) of contact person of the customer.

8.0 Tender documents shall be sent Online only to those vendors who deposit the tender fee at least 7 days before the tender document sale closing day to enable the contracts department to send the bid documents in the email id of the agency in time. The agencies who are not registered with NTPC Ltd as vendors and have not been issued vendor codes are to apply for vendor code along with the following details like PAN card, address, telephone & mobile No. Fax No, email id, company registration documents etc. For depositing of the tender online, a valid Class IIIB digital signature of the authorized person of the agency is a prerequisite. The agencies having NTPC vendor code must apply at least two days before the last date of document sale.

8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
