EMPANELMENT OF TRAVEL AGENCIES FOR HIRING OF VEHICLES ON NEED BASIS FOR VIPs AND NTPC OFFICIALS

NTPC Limited, Hyderabad  invites bids from eligible bidders for Empanelment of Travel Agencies for hiring of vehicles on need basis for the use of VIPs and NTPC Officials  on Single Stage  bidding basis  as per the Scope of Work mentioned hereunder.

1.0   Brief Scope of Work:-

                The scope of work shall include providing various types of vehicles on hire basis to NTPC   SRHQ, Hyderabad as per requirement  for local and out station journeys on 24 hours basis            during the conttract period.

2.0      Detailed terms & conditions, Instruction to bidders and  Bill of Quantity  are given in the bidding documents, which are available for sale at the address given below, as per the following schedule:

a)     All bids must be accompanied by Bid Security/Bid Guarantee for an amount equivalent to Rs. 1,68,000/-(Rs. One lakh sixty eight thousand only) in Indian Rupees, as stipulated in the Bidding Documents.  

 

b)    Bids not accompanying requisite Earnest Money Deposit (EMD)/ Bid Security will not be considered for opening and will be rejected as non-responsive and returned to the bidders without being opened.

c)     The bid should consist of  three separate envelopes as below:

i)     Envelope no. 1a: Shall contain EMD/ Bid Security of requisite amount and should be super scribed as “EMD ENVELOPE” and the NIT number, Date and Bid opening date (BOD) to be mentioned over it.

ii)   Envelope no. 1b: Shall contain the Technical Bid, relevant documents in support of Qualifying Requirements and other conditions stipulated in the bid documents  This envelope should be superscribed as “TECHNICAL BID” and the NIT number with Date, Bid opening date (BOD) to be mentioned over it.

iii)     Envelope no. 2:  Shall contain the price bid. This envelope should be superscribed as “PRICE BID” and NIT number with Date, Bid opening date to be mentioned over it.

iv)    The above envelopes should be sealed separately, put in a bigger envelope, properly sealed and stamped by the company. The bigger envelope should be superscribed with NIT number with Date, Bid opening date (BOD) and numbers of envelopes inside (i.e. ENVELOPE NO. 1a,  ENVELOPE NO. 1b and ENVELOPE NO. 2

 

3.0       QUALIFYING REQUIREMENTS FOR BIDERS

In addition to  satisfactory fulfillment of the  Qualifying requirements stipulated in the  ITB (Instructions to Bidders) of Bid documents, the following shall also apply:

3.1          The prospective bidder should have a fleet of   minimum  60 vehicles of various models (Tata Indica, Tata Indica Vista, Maruti Swift, Toyota Etios Liva, Tata Indigo, Hyundai Accent, Ford Ikon, Swift Dzire, SXIV, Honda City, Ford Fiesta,Toyota Corolla, Corolla Altis, Chevrolet Optra, Toyota Innova, Tavera, Scorpio, Safary, Xylo, Ertiga,Camry,Accord,Laura etc. and other latest versions of different companies ). Further at least 20% of the fleet              should be of smaller vehicles viz. Indica, Indica Vista etc. The vehicles should be either registered in the name of the agency or on long lease (01 year or more ). However, the no. of vehicles owned by the agency should be at least 36 nos.

3.2        The agency  should have experience in working with any other Public Sector Organisation or Corporate in the past. The agency should have a minimum experience of          05 years in running the transport business.

3.3        The office and garage of the agency should be located within 10Km radius from SRHQ   Office/ Kavadiguda site or else the payment will be restricted to 10 Kms or actuals whichever           is less.

4.0        FINANCIAL CRITERIA

4.1        The average annual turnover of  the prospective bidder, in the preceding three (3) financial years from  bid  opening date   shall not be less than Rs. 8,40,000/- (Indian Rupees eight lakh forty thousand  only).

4.2        Documentary  proof  shall be provided in support of the qualifying requirements

4.3        Must have ST/VAT registration No. and PAN.

 

(i)     Other income shall not be considered for arriving at annual turnover.

(ii)    In cases where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

4.4    Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder / his collaborators / associates / subsidiaries / group companies to perform the contract, should the circumstances warrant such assessment in the overall interest of the Employer.

5.0        REQUIREMENTS FOR REQUEST OF TENDER DOCUMENTS:

5.1  (a)  A complete set of Tender documents may be purchased by any interested bidder on submission of written application and payment (non-refundable) of the cost of bidding documents as mentioned above in the form of a Crossed Account Payee Demand Draft in favour of NTPC Limited and encashable at State Bank of Hyderabad/ ICICI Bank, Secunderabad.

 5.1 (b)The tender documents can also be downloaded from http://www.ntpctender.com on registration and online payment (Non- refundable) towards cost of bidding documents and the downloaded documents can be used for bidding purposes.

In case the registered bidders who have downloaded the tender documents require an additional manual copy of the documents then such bidders shall be required to purchase the manual copy of the tender documents following the procedure detailed at 5.1 (a).

 Issuance of tender documents to any bidder shall not construe that such bidder is considered to be qualified.

Bids shall be submitted and opened at the address given below in the presence of bidder’s representatives who choose to attend the bid opening.      

5.4         The request for bid documents should reach us before 17:00 Hrs. on 20.01.2014

5.5           NTPC Limited accepts no responsibility for any loss / delay / non-receipt of requests for issue of tender documents/ offers sent by post. Requests/ offers received late/ incomplete may be rejected/ not entertained.

5.6           NTPC Limited reserves the right to accept/ reject any or all applications / bids in part or full.

5.7                  The bidder along with bid must submit documentary evidence in support of meeting qualifying requirements such as Copy of Balance sheet and Profit & Loss account for the specified period, proof of works being executed, NSIC certificate wherever applicable, BIS certificate,  etc.  Non submission of incomplete bids (ie non submission of required documents ) may be liable for rejection of offer.

5.8                   All credentials submitted  pertaining to this NIT must be before the date of NIT

6.0        IMPORTANT INFORMATION TO BIDDER

 i)    The prospective bidders in order to be able to download the bidding documents shall be required to compulsorily register themselves with the NTPC website which shall be a onetime process.

 ii)    The registered prospective bidders who wish to download the bidding documents shall be prompted to enter his user id & password. Subsequent to entering of user id & password and acceptance of the same by the system, the prospective bidder shall be routed to payment gateway for making payment towards cost of bidding documents. On successful payment of cost of bidding documents and the details, the prospective bidder shall be authorized to download the bidding documents and the details of the prospective bidder shall be stored by the system.

iii)     NTPC  reserves  the right  to reject any or all bids or cancel/withdraw the Invitation For Bids without assigning any reason whatsoever and in such case no bidder/ intending bidder shall have any claim arising out of such action.
