QUALIFYING REQUIRMENT

1.

The average annual turnover of the bidder in the preceding three (03) financial years as on date of Bid Opening shall not be less than Rs. 54.90 Lakhs.

2.

The intending bidder must have experience of successfully completed similar work i.e. of Civil construction / Building construction during last seven (07) years ending with date of bid opening with either of following:

(a)            Three executed works costing not less than Rs. 7.32 lakhs each, or

(b)           Two executed works costing not less than Rs. 9.15 lakhs each, or

(c)            One executed works costing not less than Rs. 14.64 lakhs each.

 

Note: The word “executed” means that the bidder should have achieved the progress specified in the QR even if the total contract is not complete / closed. The same shall be supported by documentary evidence.

     (i)        Other income shall not be considered for arriving at annual turnover.

    (ii)        In case where audited results for the last preceding financial year are not available, certification of financial statement from a practicing Chartered Accountant along with Income tax return & Bank statement shall also be considered.

   (iii)        Notwithstanding anything stated above, the Employer reserves the right to assess the capabilities and capacity of the Bidder / his collaborator / associates / subsidiaries / group companies to perform the contract, should the circumstance warrant such assessment in the overall interest of the Employer.

     (i)        Financial statement like balance sheet / profit and loss account for last (Three) 03 years in support of QR at Sl.No. 1.

    (ii)        Letter of Award copies & Documentary proof in support of QR at Sl.No. 2.

GENERAL  CONDITIONS:

1.

Application for issue of tender documents  to be submitted with Tender fee (Non-Refundable) of  stipulated value  in the form of Demand Draft in favor of  Kanti Bijlee Utpadan Nigam Limited , payable at S.B.I., Kanti Thermal  power station branch   (Branch Code No. 7033). Vendors having valid NSIC certificate, are exempted for submission of tender fee. A copy of NSIC certificate should be enclosed with application for tender fee exemption.

2.

The application envelope must be super scribed with  REQUEST FOR TENDER DOCUMENT” & NIT No.    In case a bidder desires to participate in more than one tender, separate application is required to be made against each NIT, accompanying a separate DEMAND DRAFT as mentioned above.

3.

Tender document shall be issued to all prospective bidders after submission / deposition of stipulated tender fee, However, commercial bids of only those bidders who meet the qualifying requirements & whose Offers are technically acceptable, shall be considered for Opening/evaluation.

4.

Tender documents shall be issued to all the agencies, which have applied with stipulated tender fee . However, issuance of tender documents shall not automatically construe qualification of the firm for award of work/placement of order, which will actually be determined during evaluation of qualification requirement documents for each tender as specified and bid evaluation after receiving of completed set of bid  from the agencies.

5.

KBUNL  reserves the right to access the capacity and capability of bidders after scrutiny of applications and reserves the right to reject any or all application / tenders without assigning any reasons.

6.

KBUNL will not be responsible in any way for late receipt of request for tender documents/Bid due to any postal delay or delay in any form in transit.

7.

If last date of receipt of application is a closed holiday for KBUNL, then the date shall be shifted to the next working day.

8.

The  Earnest money deposit (EMD )  of stipulated value in prescribed format  for each tender as specified in the tender documents, is to be submitted in separate envelope along with Technical & Price Bid .

It is to be noted that firms registered with NSIC or Small Scale Industries registered in Bihar are exempted for submission of EMD . In case of seeking of exemption for EMD submission, a copy of valid NSIC certificate to be submitted in place of EMD.

9.

Tenders without earnest money deposit (EMD) / inadequate amount of EMD OR valid exemption document towards EMD submission   (if applicable  ) are liable to be rejected.

10.

The Technical Bid Opening date (QR, Technical Bid & EMD) is stated above and will also be mentioned in the tender documents. The Price Bid opening schedule will be intimated on later on to all technically accepted & qualified bidders.

11.

All the documentary evidence like Sales Tax/VAT Registration Number, relevant Purchase order copies, completion certificate/ execution proof of P.O (in form of Challan/ invoice OR inspection clearance/ MDCC OR payment receipt etc. ), supporting documents, documents of annual turnover ( e.g. audited balance sheet or profit &   loss account sheet etc. ) are to be enclosed with the Qualifying Requirement (Envelope B ) to fulfill all the above mentioned Q.R. clauses.

12.

Downloading of tender Document (ON - LINE purchase of tender document ) :

The prospective bidders in order to be able to download the bidding documents shall be required to compulsorily register themselves with the NTPC website which shall be a onetime process.

The registered prospective bidders who wish to download the bidding documents shall be prompted to enter his user id & password. Subsequent to entering of user id & password and acceptance of the same by the system, the prospective bidder shall be routed to payment gateway for making payment towards cost of bidding documents. On successful payment of cost of bidding documents and the details of the prospective bidder shall be authorized to download the bidding documents and the details of the prospective bidder shall be stored by the system.

IMPORTANT CONDITIONS:                                       

I)

Tender shall be submitted in Four (4) separate Sealed Envelopes:

(A)   1st envelope marked as "EMD ENVELOPE "- consist of EMD, Letter of Undertaking, Documentary proof of PF No. , PAN No.  & service tax registration no. & NIL DEVIATION CERTIFICATE (as per specified format )

 

 (B) 2nd envelope marked as "QUALIFYING REQUIREMENT" should contain all documentary proof, required to comply with QR clauses.

 

 (C)   3rd Envelope marked as "Technical Bid"  should contains all the document to cover Technical Specification/ Technical requirement , , Scope of Work/supply  as per BOQ  .  Copy of Tender enquiry, Scope of Work / technical requirement etc may be returned after dully signed & stamped as acceptance by the bidder in this envelope.

 

 (D)  4th envelope should contain PRICE BID/ COMMERCAL BID (including detail terms & Conditions) only.

.

ALL ABOVE FOUR ENVELOPES SHALL BE KEPT IN A SINGLE BIG ENVELOPE SUPER SCRIBING THE DETAILS OF ALL FOUR ENVELOPES & NIT NO. / TENDER NO. WITH BOD (TECHNICAL).

ALL THESE FOUR ENVELOPES (ALTOGETHER) SHOULD BE SUBMITTED ON OR BEFORE THE TECHNICAL BID OPENING DATE & TIME. 

 Please note that the firms registered with NSIC or Small Scale Industries registered in Bihar  are exempted from furnishing Earnest Money. EMD can be furnished in any one of the forms  (BG/DD/Bankers Cheque/ Pay order ) . Please read the instruction to bidders carefully and thoroughly & submit your offer accordingly.

II)

 The Fourth  Envelope (D)  i.e Price bid  of only those bidders shall be opened who qualify/satisfy the requirement of Earnest  Money so deposited in the 1st envelope(A) ,QR  ( envelope B) & TECHNICALBid ( envelope C)  on a later date which will be intimated to the eligible bidders.

III)

ANY BID NOT ACCOMPANIED BY AN ACCEPTABLE EARNEST MONEY DEPOSIT (EMD)  IN  A  SEPARATE  SEALED  ENVELOPE  SHALL  BE  REJECTED  BY  THE EMPLOYER  /  KBUNL   AS  BEING  NON-RESPONSIVE  AND  RETURNED  TO  THE BIDDERS WITHOUT BEING OPENED.

IV)

Due Date &  Time for Opening of Envelope–A (EMD) , B (QR)  & C ,(TECHNICAL BID )  is as mentioned above  ( in Tender Enquiry page also  ) .

V)

Technical Bid / Price Bid of the Bidders who have not submitted requisite amount of EMD and who do not satisfy the Qualifying Requirements shall not be considered.
