Declaration regarding GST
We hereby declare and confirm that following GST rates is considered by us for bid submission.
We understand that these rates shall be considered by NTPC Ltd for the purpose of bid
evaluation and reimbursement / payment of GST during execution:

(1) Above rates of GST are prevailing as applicable as on seven (7) days prior to the
deadline for submission of Techno-Commercial Bid.
(2) During Execution of the Contract applicable GST shall be paid/reimbursed by the
Employer as per above declaration. However, no change in basis of charge in
respect of GST will be allowed.
(3) The Declaration of the above Scheme shall be supported by authentic documents
so that it may be established that scheme declared above is in line with
declaration given to taxation authorities.

The rates/amount quoted in the Schedule of
Quantities shall be inclusive of all taxes,
duties, levies, fees, royalty, etc, except
Goods and Service Tax (GST). Applicable
GST on Work contract shall be paid extra.
Due Input Tax credits under GST as per the
relevant Govt. Policy, wherever applicable,
shall be taken into account by the Bidder
while quoting his price.
12.3. The rates/amount quoted in the Schedule of Quantities shall
be inclusive of all taxes, duties, levies, fees, royalty, etc,
except Goods and Service Tax (GST). The scope of work
is mainly shifting of Pond ash from NTPC Ash dyke to
designated chainage for the road construction as per the
scope of work by mechanical means.The Goods and
Services Tax (GST) applicable on all items of Works
described in the Schedule of Quantities shall be assessed
by the bidder irrespective of the fact whether bidder is
liable to pay or not and shall be quoted separately in
Annexure-1 titled as “Declaration Regarding GST”(to be
submitted alongwith Techno-Commercial Bid).
Due Input Tax credits under GST as per the relevant Govt.
Policy, wherever applicable(not applicable for RCM), shall be
taken into account by the Bidder while quoting his price
In case of services covered under Reverse Charge
Mechanism, for evaluation the bid of contractor shall be
cost compensated as per the GST rate applicable as per
GST Law.
The GST quoted by the bidder shall be as applicable in the
Employer’s country as on seven (7) days prior to the
deadline for submission of Techno-Commercial Bid.
GST on Transportation shall be Paid or reimbursed on submission
of (GSTIN Invoice) alongwith Consignment Note issued by
Contractor
The GST rates quoted in Annexure-1 shall be considered for the
purpose evaluation.

Add following at clause No. 11.3.2 of ITB:
“In the Schedule of Items / Bill of Quantities
(BOQ), the unit rates and total value have been

premium/discount cell, it will be considered that
bidder is willing to quote its offer without any

in the bid (BOQ.XLS file) and the same shall be
applicable for that particular scheduled item.
The quoted rates shall be exclusive of GST.
The Bids shall be evaluated on the quoted Price
(Excluding GST) – Overall basis. GST shall be

Replace the ITB Clause 24 Award
Criteria with the following:
1. In the Schedule of Items/ Bill of
Quantities (BOQ), the unit rates and total
value have been provided by NTPC for all
Items. The bidders have to quote
'Premium (%)' or 'Discount (%) in
percentage (%age) over the total value on
the estimated price specified in the
Schedule of Quantities. This 'Premium
(%)' or Discount (%) shall be uniformly
applicable on unit rates for all the items
mentioned under schedule item list.
The 'Premium (%)' or 'Discount (%)'
quoted by the bidders, shall only be
considered, for the purpose of evaluation
and award. If no value is mentioned in
premium/ discount cell, it will be
considered that bidder is willing to quote
its offer without any premium or discount
over the rates mentioned in the bid and
the same shall be applicable for that
particular scheduled item.
The quoted rates shall be exclusive of GST.
The Bids shall be evaluated on the quoted
Price (Excluding GST) -

2. Evaluated Bid Price (EBP) shall be

Evaluation Criteria:
1. In the Schedule of Items / Bill of Quantities (BOQ), the unit

Items. The bidders have to quote ‘Premium (%)’ or ‘Discount
(%) in percentage (%age) over the total value on the price
specified in the Schedule of Quantities (as indicated in
BOQ.XLS file).
The ‘Premium (%)’ or ‘Discount (%) quoted by the bidders in
BOQ.XLS file, and GST rate Quoted in Annexure-1 shall only
be considered, for the purpose of evaluation and award. If no
value is mentioned in premium/discount cell, it will be
considered that bidder is willing to quote its offer without any
premium or discount over the rates mentioned in the bid
(BOQ.XLS file) and the same shall be applicable for that
particular scheduled item.
2. The GST Rate specified by the Bidder in Annexure-1 of its
Bid (applicable on the items of Works described in Schedule
of Quantity) will be added to each Bidder's bid price to arrive
Cost to Employer or an "Evaluated Bid Price”.
3. Evaluated Bid Price (EBP) shall be calculated as follows:
EBP = {Total Price Arrived after Considering the Premium or
Discount of Total Cost} + Calculated GST based on the
Quoted GST Rates on Schedule of Quantity Items as
Indicated in Annexure-1.
4. Evaluation of the bid shall be done on the basis of total
EBP = [{Quoted Rate for Loading for
complete ash quantity (in Rs/ CuM) x
Total ash quantity (in CuM)} + {Quoted
Rate for Unloading for complete ash
quantity (in Rs/ CuM) x Total ash
quantity (in CuM)} + {Summation of
(Quoted Rate for Transportation of Pond
Ash for each chainage (in Rs per CuM per
Km) x quantity of ash at each chainage (in
CuM) x distance of each chainage (in
Km)}]
Further, the evaluation of the bids shall
be done on the basis of total quantity of
pond Ash i.e. approximately 5,46,400
CuM.
3. The Evaluated Bid Price (EBP) would be
ranked in ascending order as L-1, L-2, L-3,
L-4, L-5 and so on, with L-1 being the one
with lowest EBP. Approximately 60% of
the total work in terms of the evaluated
monetary value of the complete scope of
works given in the PR as mentioned
above would be awarded to L-1 bidder at
the rate of their quoted price or
negotiated price (if required).
4. The total work of pond ash transportation
shall be offered to two (02) bidders in
proportion of approximately 60:40 ratio
to L-1, L-2 bidders respectively in terms
of the monetary value of works. However,
this ratio may change if any Agency(ies)
defaults to perform the work as per the
quantity of pond Ash.
5. The Evaluated Bid Price (EBP) would be ranked in ascending order
as L-1, L-2, L-3, L-4, L-5 and so on, with L-1 being the one with lowest
EBP. Approximately 60% of the total work in terms of the evaluated
monetary value of the complete scope of works given in the PR as
mentioned above would be awarded to L-1 bidder at the rate of their
quoted price or negotiated price (if required).
6. The total work of pond ash transportation shall be offered to two (02)
bidders in proportion of approximately 60:40 ratio to L-1, L-2 bidders
respectively in terms of the monetary value of works. However, this
ratio may change if any Agency(ies) defaults to perform the work as
per the conditions of the contract during execution of the work and
feedback from NHAI.
7. The L-2 bidder would also be awarded work in the ratio as mentioned
above by matching lowest finalized price with L-1 bidder.
8. In case of tie amongst the Bidders in respect of their Evaluated Bid
Price (EBP), the ranking of bidders shall be carried out on the basis of
their average annual turnover during last three financial years as
established in financial QR, with the one having higher average annual
turnover being given priority in ranking over the other one.
9. In case, if there are less than two (02) eligible/qualified bidders
agreeable to work on L-1 finalised price, the NTPC shall take an
appropriate decision in this regard.

by NHAI, then multiple Contractors shall
be asked for execution of work in parallel,
considering value of work at each

12. In case the L-1 bidder declines to accept the offer for award, his bid
security will be forfeited. However, the quoted bid price of such
disqualified L-1 bidder shall remain valid for the purpose of matching
by the remaining bidders.
13. In case any other bidder (other than L-1 Bidder), who is given an
opportunity to match the lowest finalised Bid Price (in the order of
their ranking), disagrees to do so, he shall be disqualified from award
without forfeiture of his bid security and the ranking of the bidders
shall be done afresh. Hence, if L-2 does not agree to match the rate of L-
1 then L-2 quantity will be offered to L-3 at L-1 rate and so on.
14. The chainage & quantity allotted to each agency will be finalised prior
to award of PO.
15 MSE Benefit: Notwithstanding anything mentioned above, while
deciding the ranking of the bidders preferences will be given to all those
MSE Vendor(s) whose landed price are within the range of L-1+15% and
agreed to being down their landed price to match their price with L-1
location with priority based on their
ranking and work distribution ratio
limits. Contractors shall be preferably
allocated separate locations (chainage
wise) for dumping of ash in order to
avoid issues related to measurement and
consequent payments to them.
10. In case the L-1 bidder declines to accept
