The NTPC has set up SuperThermal power plant, with super critical technology at Fatatewadi in Solapur to generate 1320 MW, consisting two units each of 660 MW of Power with lower emission of carbon dioxide and renowned eco-friendly facilities. 1.02LOCATION AND APPROACH The Solapur Super Thermal Power Plant is located at Village Fatatewadi at a distance of 20 kms from the Main city Solapur in Maharashtra. The nearest Airport is Pune City which is at 240 kms distance. The total area of the plant is 1892 Acres of land, acquired from the village limits of Fatatewadi, Ahirewadi and Hotgi Villages. The geographical co-ordinates of plant are 17.550 North and 75.990 East. The plant is located in the Taluka of South Solapur in the southern part of Maharashtra. The plant is 40 kms from the border of state of Karnataka. Plant topography is plain without any undulations.BRIEF DESCRIPTION OF THE PROPOSED SYSTEM 2* D E M O * REQUIREMENTS The intent of the specification is to define the functional & design requirements for the CCTV Sy* D E M O *for gathering video information for surveillance of plant periphery, entry and exit gates, stores, steel yard and other locations of Solapur Super Thermal Power Project. The Agency shall be responsible for selection, design, manufacture, testing at manufacturer’s works/site, installation of all the equipments supplied as covered in this specification and commissioning of the system meeting the intent & functional requirements of the specification. All the cables, cable trays, power packs, erection hardware (viz. junction boxes, brackets glands, nut-bolts, conduits etc.) are also included in Agency’s scope. The total job shall be awarded to one agency for execution. Job shall not be divided between multiple agencies. SOLAPUR2.02The Central control room (here in after called as Security Control Center “SCC”) for the entire CC TV System will be at the first floor of the CISF office which is to be set up at the plant main gate. All the equipments in the control room like UPS, Servers, Work Stations, Network switches, Firewall, Network attached storage(NAS) etc. shall be placed to get an aesthetic look and suitable lay out shall be designed by the agency. The Security Control Center shall have six numbers large sized LED monitors. The video management software shall support flexible 1/2/4/6/8/16 or maximum supported windows split screen display mode or scroll mode on the display monitors for viewing live video. 2.03 Wireless connectivity is envisaged for cameras at five locations.2.04 POWER SUPPLY ARRANGEMENT The CCTV System along with all its components i.e. network switches, st* D E M O *es, Servers, LAN switches, media converters, cameras etc. shall be powered from UPS system 230 V AC, Single Phase, 50 Hz. Two No. 230V AC feeders will be provided by NTPC at Security Control Center as a master input supply source. UPS of 10 KVA capacity at central location for servers and network switches is to be provided by the agency. Cabling & Distribution, * D E M O * the power requirement of Agency’s system from the Employer’s ACDB shall be in the Agency’s scope. For cameras to be located in the areas where the UPS power supply cannot be extended due to voltage drop etc., then 230V AC, 1 phase, 50 Hz power supplies shall be arranged by the agency from the respective area* D E M O *ly system as instructed by NTPC. SOLAPUR2.05A block diagram representation of required IP Based surveillance system architecture is given here below. The Schematic Layout of IP Based CC TV system is a tentative, broad proposal & detailed engineering scheme of network connectivity shall be finalized before installation. The bidder shall visit the owner's site and offer consultancy regarding the finalization of the total engineering scheme within the lump sum quoted price. The supplied system shall have future integration facility / compatibility for adding systems viz. Biometric, smart card, UVSS and Geometric reading in a phased manner.TCP/IP/ETHERNET/LANGeneral System architecture of IP Based Video surveillance System SOLAPURSCOPE OF WORK 3.01The Agency’s scope shall include successful demonstration of functional requirements specified herein complete in all respects. All equipment, accessories and facilities required for completeness of this system shall be furnished by the Agency within the quoted price, whether these are specifically mentioned herein or not. 3.02 The scope of work includes manufacturing, designing, shop testing, packing and transporting to site / storage before erection, installation, commissi* D E M O *ing and training the NTPC officials on the complete system. The details of scope of work are as follows:3.03 Preliminary survey of the site and locations of CCTV cameras, cable route, finalization of same in consultation with engineer-in charge and submission of detailed time schedule for execution.3.04 Design, manufacture an* D E M O *ing of all the equipment as per Bill of Material at agency’s place and organizing the pre dispatch inspection as per quality plan. This includes the VRM and VMS an* D E M O *ftware also (original with licenses). 3.05 Packing, transporting, insurance and then storage of the material at NTPC site till completion of installation & commissioning of equipment shall be in agency’s scope. 3.06 Organizing and executing the cable laying in cable trays / HDPE pipes, termination of cable, finalized in the route and erection of pole for CCTV camera at designated locations as per NTPC guidelines. 3.07 Fixing of cameras, Antennas and junction boxes on the poles to be built specially for this purpose / on the existing mounting location as specified by NTPC. 3.08 Fixing of network switches etc at different locations in racks. 3.09 All interconnections, IO & OFC Cable terminations, power cable for cameras as per the requirement.3.10 Installatio* D E M O *s, switches, workstations, all software as per the requirement.3.11 Installation of the clients with software at the required places 3.12 Installation, testing and commissioning of the complete system and test run of the same for one month. 3.13 Submission of all test reports, as built drawings, all technical documents, manuals etc to NTPC. * D E M O * SOLAPUR3.14 Any supply of item and work to be executed related with successful working of complete system reliably (with all features working), which are not included in the above points has to be informed by* D E M O * and same has to be supplied / executed by them. Agency should adhere to and execute the work as per the General Conditions of Contract (GCC) of NTPC until and unless it is mentioned otherwise. All GCC conditions of NTPC will be applicable to the extent of applicability. 3.15 Providing training to NTPC personnel on all aspects of the system, pr* D E M O *nd maintenance, as per clause no 10.0 3.16Warranty shall be as per clause no 14.0 3.17 Biennial Maintenance contract requirements shall be as per clause no 15.0 3.18 Any software patch / firmware upgr* D E M O *e free of cost. Software update/enhancement released, till the completion of warranty period (03year) shall be supplied, installed and commissioned free of cost. However, after three year warranty period, supplier has to * D E M O *t any software update/enhancement for NTPC's considerations at reasonable cost.3.19 Bidder should submit Certificate from the OEM to confirm that the active components offered (Camera, Servers, Network Switches, Storage Devices, wireless components etc.) are not discontinued products & in case of obsolescence till final hand over to NTPC, higher model to the satisfaction of NTPC shall be supplied with no extra cost implication.3.20 The Agency shall guarantee satisfactory performance of the equipment under stipulated variations of voltage and frequency. 3.21 The design and manufacture shall be such that equipment / components of same type and rating are interchangeable. 3.22 I* D E M O * of conflict between requirements of any two clauses of specification documents,Agency shall seek written clarification from the Employer. The Employer’sdecision in this regard is final. 3.23SURVEY OF SITE: At his own cost, the bidder should inspect and examine the site proposed for installation of CC TV Cameras and its surrounding and shall satisfy as to the* D E M O *the work and quantities, materials necessary for completion of the work and their availability, means of access to site and in general to obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect his offer at his own cost. Bidder shall understand the specifications, seek clarifications, if required any and ensure that they understood the specification. Such clarifications should be sought before SOLAPURsubmission of the bid documents. No extra claim consequent on any misunderstanding (or) otherwise shall be allowed. 4.00 DESIGN AND TECHNICAL REQUIRMENTS4.01 The CCTV system shall be able to provide surveillance of the plant periphery, entry and exit gates, stores, steel yard and other locations of Solapur Super Thermal Power Project. Agency to note that the locations indicated in location plan and scope of work are indicative and broad only. The exact camera locations shall be indicated during execution stage to enable maximum video coverage of the intended location. Bidder is requested to examine carefully and understand the specifications clearly and seek clarifications, if required and ensure that they have understood the specification. 4.02 Bidders have to visit the plant / site and familiarize himself with the Solapur STPP plant site Area, Field Instrumentation, cabling, Security Control Centre, installation space, at Bidder’scost, before quoting against this specification. The employer will provide all cooperation to the representative of bidder in familiarizing them during their visit to plant. Thus bidders offer should not carry any section like clarifications, interpretations and / or assumptions.4.03 The CCTV system shall be designed as a standalone IP based network architecture with interface and integrate to station wide LAN network through firewall at one point with all required hardware and software and cabling for integration. System shall use video signals from different cameras at different locations, process the video signals for viewing on * D E M O * different locations and simultaneously record all the video streams using MPEG4 or better compression technique. Mouse/Keyboard controllers shall be used for Pan, Tilt, Zoom and other functions of desired cameras. 4.04 The camera and database servers shall offer both video stream management and video stream storage management. These servers shall also manage and store configuration information / database for the whole system. It shall be possible to view and record at different r* D E M O *and frame rates and this shall* D E M O *ually programmable on every camera. The system shall ensure that all configuration information, video recordings, and user database etc, is suitably replicated on the standby Video Management server(s) so that in the event of failure of one server, the performance of the system is not affected. A suitable software and hardware should be provided. It shall be possible to take back-up of system configuration and database on removable media i.e. CD/DVD etc. and restoring the same if required. 4.05 System shall ensure that once recorded, video cannot be altered. SOLAPUR4.06 The storage array (NAS- Network attached Storage) shall be provided with 64 TB storage space to store recordings of all cameras at 25 FPS, 4CIF using necessar* D E M O *on techniques. All recordings shall have camera ID, Location, Date and time of recording.4.07 Facility shall be provided to select a camera or a group of cameras for recording in CIF, 2CIF or 4 CIF resolutions. 4.08 It shall be possible to export selected portion of recording to CD/DVD. The exported clip shall be in commonly used movie file formats e.g. MPEG, AVI and no special software shall be required to view the same. 4.09 Server software shall allow the clients seamless operation of all cameras. Software shall allow the client applications to interact with all the camera/database servers simultaneously and allow simultaneous display of live video/recorded video. 4.10 It shall be possible to view, record, search and replay simultaneously without affecting performance of the system. 4.11 The s* D E M O *tion would be covering the complete view of the desired areas with pan / tilt, zoom, prepositioning of the cameras and with programmability to monitor any camera on any monitor either manually or automatically in a defined switching. The system shall be suitable for installation and shall be able to work successfu* D E M O * prone Thermal power plant environment. The system supplied shall be complete in all respects for reliable performance. The Agency shall submit the detailed block schematic, video, wireless signal, network & power wiring diagram, describing the connections between* D E M O *k swit* D E M O *erver Systems and various cameras, wireless components monitors, keyboard and mouse. 4.12 The system should accept third party ca* D E M O *h are ONVIF compliant. 4.13The application software shall be used to display, store, control & manage the entire surveillance system. The software shall be capable of handling 14 additional cameras for future use. 4.14 It shall be possible to control all cameras i.e. PTZ, auto/manual focus, selection of presets, video tour selection etc. The software shall support flexible 1/2/4/6/8/16 or maximum supported windows split screen display mode or scroll mode on the display monitors for live video with analytic features. 4.15 It shall be possible to define priority based camera control rights for each camera or a group of cameras. The users shall be defined on a hierarchical basis with a minimum of three levels. A higher priority user can take control of camera being controlled by a lower priority SOLAPURuser. In addition the user shall have facility to request access of any camera and if the existing situation permits, the user shall be able to control the camera. 4.16 The software shall be programmable with at least 50 sequences that can run independently of each other in either forward or reverse direction. The sequences shall support simultaneous switching on multiple image panes or monitors.* D E M O *ces shall also support camera prepositions for each camera on each sequence step. 4.17 The system administrator shall have rights to add/delete/configure users with rights. It shall be possible to view the rights of each user or the cameras which can be viewed / controlled by each user. It shall also be possible to add/delete cameras, configure cameras, assign priorities to users, configure alarm monitors etc. It shall also be possible to configure user groups with different rights and assign users to user groups. The system shall support unified log-in throughout the system and it shall be possible for any user to log-in from any location/client and access cameras/recordings and other features as permissible depending on his rights assigned to his login. 4.18 The system shall have different recording modes i.e. continuous, manual, programmed, event activated etc. on date, time camera wise. It shall be possible to configure each mode using user friendly tools. It shall be possible to search and replay the recorded video date, time, camera, event wise. 4.19 The system shall include on screen display for time-date, camera number/camera ID, and status information. The system shall have provision for logging, which shall provide permanent record of system status showing time and date of changes such as: incoming alarms, acknowledgement of alarms, loading of sequences, user log-on to key board, transfer of system tables and sequence, video loss messages, and a power up reset message, thus hard copy of the system’s configuration tables and sequences can be obtained.4.20 The system shall maintain a single alarm stack for the complete system, which shall include events received from other system, network loss, video loss etc. It shall be possible to assign priorities to alarms. System shall maintain audit trail for alarms and actions taken by users in response to alarm, shall be recorded and made avai* D E M O *udit. On screen controls shall be provided to achieve remote operation i.e. PTZ operation of cameras on all client work stations.4.21 The software for c* D E M O *l preferably work on a browser based system .This will allow any authorized user to display any video (live/recorded) of any camera on the monitor with associated controls. It shall be possible to play back recorded video at different speeds i.e. SOLAPUR1X to 16X. The system shall support multiple live video on single monitor in different configurations like 1, 2, 4,8 etc. 4.22 It shall be possible to retrieve recorded video without much delay for any date/time interval.4.23 The system shall also have the following provisions. User friendly spreadsheet* D E M O *t format providing the ability to enter camera titles, operator name, timely events, change system parameters, program camera sequences and lockouts. It shall provide high performance programming, control and monitoring of all the system functions by using on-screen icons to reflect real time status of the devices bei* D E M O *ed by the system. Software shall also provide the ability to monitor system stat* D E M O *system alarms, switching functions, sequence events, keyboard actions, and video loss information. 4.24 The CCTV system shall have an interface to the Station LAN through a firewall and functionalities o* D E M O *nts i.e. viewing live video/recorded video shall be possible on any PC* D E M O *to station LAN, by installation of suitable client software or by accessing through common browser software.4.25 The software shall support video loss and network loss alarm feature. 4.26 It is a requirement that all user actions on the system Operator Station be recorded in a log file along with the Security System or Control System‟s actions. User actions include: Interventions such as manual recording and configuration setting changes Cameras viewed Video replayed Video exported Cameras pan/tilt/zoomed and preset switching This log must also contain a history of the status of the system components. It shall list the status of all cameras, servers and other system components including when they were disabled or failed. This log shall be maintained for a minimum period of ten (10) days. 4.29 All the cameras shall be color, suitable for day and night surveillance and network compatible. Camera shall be directly connected to the network and use of external encoder for connecting to network is not acceptable.4.30 The cameras shall be rugged and shall provide high resolution and high sensitivity suitable for operation in a power plant, both in natural and a* D E M O *ighted areas. 4.31 The entire system shall time synchronized with GPS or with main server.
