1.0 NTPC invites online bids on Single Stage Two Envelope bidding basis (Envelope-I:
Techno-Commercial Bid & Envelope-II: Price Bid) from eligible bidders for aforesaid
Package, In Govt E procurement web site.
2. NTPC intends to finance the subject package through Own Resources.
3. Detailed specifications, scope of work and terms & conditions are given in the bidding
documents, which are available for examination and sale at the address given at para 10.0
below and as per the following schedule:

Techno-Commercial Bid are found to be acceptable.
4. All bids must be accompanied by Bid Security for an amount equivalent INR 1,00,000/-
(Indian Rupees One Lakh only)
The Bid Security in Original shall be submitted in a separate sealed envelope before the
stipulated bid submission closing date and time. In case acceptable Bid Security in a
separate sealed envelope is not received then online Bid shall be rejected by Owner
as being non-responsive and shall not be opened.
Bidder shall also submit the DD/BC towards the cost of bidding documents/ in a
separate sealed envelope before the stipulated bid submission closing date and time. In
case acceptable Bid Security in a separate sealed envelope is not received then
online Bid shall be rejected by Owner as being non-responsive and shall not be
opened.
5. QUALIFYING REQUIREMENT FOR BIDDERS
In addition to satisfactory fulfilment of the Qualifying requirements stipulated in Section –
ITB (Instructions to Bidders) of Bid documents, the following shall also apply:
5.1 Technical Criteria
5.1.1) The bidder should be a manufacturer or Authorized dealer/ System integrator/
channel partner of DCS / PLC system.
5.1.2) The bidder should have executed the work of supply, installation and
commissioning of DCS/PLC systems, which has completed minimum one year of
successful operation, having the following contract values in the past seven (07)
years as on the date of techno- commercial bid opening..
a) Single Executed/Completed Contract value of not less Rs. 63 Lakhs.
OR
b) Two Executed/Completed contracts of each having value not less Rs.39
Lakhs.
OR
c) Three Executed/Completed contracts of each having value not less Rs. 31
Lakhs.
5.2 Financial Criteria:
5.2.1) The average Annual Turnover of the Bidder, in the preceding three (3) financial
years as on ending 31.03.2018 shall not be less than Rs. 78.27 Lakhs (Rupees
Seventy Eight Lakh Twenty Seven Thousand only).
5.2.2) The Bidder has to furnish audited financial statements in support of turnover. If
audited results for the preceding financial year are not available, certification of
financial statements from a practicing Chartered Accountant shall also be
considered acceptable. In case the Bidder is not able to submit the Certificate
from practicing Chartered Accountant certifying its financial parameters, the
audited results of three consecutive financial years preceding the last financial
year has to be furnished.
Notes:
i. Other income shall not be considered for arriving at annual turnover.
ii. The word “executed” means the bidder should have achieved the progress
specified in QR, even if the total contract is not completed/closed. Bidder to submit
copies of work order/purchase order giving details of work executed and user
certificate for performance. If user certificate is not available, then proof of execution
in terms of payment/delivery chalan/Invoice etc. to be provided.
6. NTPC reserves the right to reject any or all bids or cancel/withdraw the Invitation for Bids
without assigning any reason whatsoever and in such case no bidder / intending bidder
shall have any claim arising out of such action.
7. Prospective bidders from Uttar Pradesh (U.P) State, India are compulsorily required to
provide TIN number at the time of purchase of bidding documents from Office of NTPC.
8. A complete set of Bidding Documents may be downloaded by any interested Bidder upon
login in e tender website ( http://eprocurentpc.nic.in/nicgep/app)
9. Issuance of bidding documents to any bidder shall not construe that such bidder is
considered to be qualified. Bids shall be submitted online and opened at the address given
below.
