draft / Bankers cheque in favour of NTPC Limited, from any of Nationalized or Scheduled Bank, payable at  
Vindhyanagr/ Singrauli/ Waidhan of MP of the cost of the documents. For logging on to the GePNIC Site,  
the bidder would require user id and password, which can be obtained by enrolling at GePNIC site. First  
time users not allotted any vendor code are advise to approach NTPC at least three working days prior to

6. Clarification on bidding documents:  
Any queries/clarification may be asked by bidder in GePNIC portal only and no email queries/ clarifications will be  
entertained.  
The queries will be answered by NTPC and posted in the GePNIC Portal. The bidders can view all queries and all  
answers once they are posted in the GePNIC Portal.  
Note: Bidders are advised to download the Bid Documents well in advance as NO CLARIFICATION SHALL BE  
PERMITTED AFTER CLARIFICATION END DATE  
7. Qualifying Requirements:  
a) The average annual turnover of the bidder during the preceding three (3) financial years as on the date of bid  
opening should not be less than INR 244.19 Lakhs.  
b) The bidder should have executed the work(s) of “Transportation of bulk materials like ash,coal,cement etc.”  
during last seven years ending with bid opening date, with following executed value (s) of contracts.

. Single order of value not less than Rs. 195.35 lakhs.  
OR  
2
. Two orders each of value not less than Rs. 122.09 lakhs.  
OR  
3. Three orders each of value not less than Rs. 97.68 lakhs.  
Remarks:

Bid opening date refers to the first scheduled techno- commercial bid opening date.  
The word "executed" means that the bidder should have achieved the progress specified in the QR even if total  
contract is not completed / closed.  
In cases where audited results for the last financial year as on the date of Techno commercial bid opening are not

available, the financial results certified by a practicing Chartered Accountant shall be considered for evaluating the  
financial parameters.

Other income shall not be considered for arriving at annual turnover.

. ‘NIL’ Deviations Certificate (To be accepted online under GTE)  
No deviation, whatsoever, is permitted by the Employer to any provisions of Bidding  
Documents.  
The acceptance of above is an attribute of the on line Bid Invitation and the Bidders are required to confirm  
acceptance of the same by accepting the following condition:  
“Do you certify full compliance to all provisions of Bid Documents”  
Acceptance of above condition shall be considered as bidder's confirmation to the following:  
a) The provisions of Bidding Documents read in Conjunction with Amendment(s)/ Clarification(s)/

b) Any deviation to Bidding Documents and its subsequent Amendment(s)/ Clarifications(s)/ Addenda/  
Errata/ Minutes of Clarification Meeting (if any) as mentioned at (a) above found anywhere in Price Bid  
Proposal, implicit or explicit, shall stand unconditionally withdrawn, without any cost implication  
whatsoever to Employer, failing which the Earnest Money Deposit shall be forfeited.  
9. Declaration on Qualifying Requirements (To be accepted online under GTE)  
Declaration by the Bidder towards compliance on "Qualifying Requirements” by accepting the condition in  
the on-line Bid.  
“Do you certify full compliance on Qualifying Requirements”  
Acceptance of above condition shall be considered as bidder's confirmation to the following:  
(
a) The number of reference Plants/Orders quoted by Bidder in Attachment- 3 of the bid, for establishing  
compliance to the specified Qualifying Requirement (QR), are in accordance with the provision  
specified above.  
(
b) The reference Plants/ Orders/ declared, shall only be considered for evaluation/ establishing  
compliance to Qualifying Requirement (QR). Any reference Orders declared more than as specified  
above shall not be considered for evaluation/establishing compliance to Qualifying Requirements.  
c) No change or substitution in respect of reference Plants/Orders for meeting the specified Qualifying  
Requirement (QR) shall be offered by the bidder.

Declaration to the effect that the Bidder shall abide by Banning Policy of the Employer displayed on NTPC’s  
website http://www.ntpctender.com indicating his compliance to the provisions of ITB Sub-Clause 37.0 to  
be furnished by accepting the following GTE condition:

(e) Declaration on Fraud Prevention Policy (To be accepted online under GTE)  
Declaration to the effect that the Bidder shall abide by Fraud Prevention Policy of the  
Employer displayed on NTPC’s website http://www.ntpctender.com indicating his  
Compliance to the provisions of ITB Sub-Clause 36.0 to be furnished by accepting the following GTE  
condition:

10. MODIFICATION, SUBSTITUTION AND WITHDRAWAL OF BID

2.1 Bidders are requested to submit the bids on-line on NTPC e-tender Portal.  
12.2 Bids shall be hosted / uploaded and submitted on the NTPC e-tender portal by the date & time  
specified in the NIT/Basic data of the Tender in the e-tender portal.  
2.3 Bid Modification and withdrawal: The Bidder may modify or withdraw its bid after submission prior

to the deadline prescribed for bid submission. In case of withdrawal a letter giving the reason for  
withdrawal is to be uploaded. Once a bid is withdrawn, the bid cannot be re-submitted.  
No bid may be withdrawn / modified in the interval between the bid submission deadline  
and the expiration of the bid validity period. Withdrawal/Modification of a bid during this  
interval may result in the Bidder’s forfeiture of its Earnest Money Deposit , pursuant to

SCOPE OF WORK  
The work mainly involves loading of fly ash in closed trucks / bulkers from ash silos, transportation of Fly ash to  
the different locations including ash brick manufacturers / industries / Others located within the radius of 100  
kms of NTPC Vindhyachal, unloading of fly ash at the designated locations.  
Based on site locations required works are to be carried out as mentioned in BOQ. The Technical specification and  
sequence of activities are enclosed and to be followed at site during execution of work.  
The details of work sites shall be within 100 Kms of NTPC Vindhyachal. Lead distance of the each site of work of  
fly ash transportation from the ash silos of NTPC Vindhyachal shall be jointly estimated with the agency and  
Engineer - In - Charge by using at least 02 vehicles prior to start of work at each site. The ash carrying vehicles to  
designated sites will move through the shorter lead from dry ash silos of NTPC Vindhyachal.

. Scheduled Items shall be executed as per CPWD specifications & GCC of NTPC.  
2. The fly ash shall be loaded in closed vehicle (agency has to arrange vehicles at its own cost) from the Stage-2,  
Stage-3 & Stage-5 dry ash silo of VSTPP. Loading of fly ash in the vehicles of the agency from the ash silos shall be  
done by NTPC Vindhyachal free of cost.

. Making of approaches for vehicle sat dry ash unloading site located within 100 Kms of NTPC Vindhyachal shall  
be under the scope of agency. Nothing shall be paid extra in this regard.  
. All vehicle engaged for the subject work must have permit of State of Chhattisgarh, Jharkhand, Madhya  
Pradesh & Uttar Pradesh. Nothing shall be paid extra for this permit by NTPC.

. Nothing shall be paid extra for idle workforce, machineries and T&P of the agency for any cause whatsoever.  
. If contractor is found to unload ash in places contrary to directions of NTPC's Engineer-in-charge or authorized  
representative, the Engineer-in-charge has the discretionary powers to make suitable penalty equivalent to the

amount arrived by doubling the quantity of ash unloaded at unauthorized place / place other than in the scope of  
this work and it shall be binding on the agency.

. Additionally, if the contractor is found not following the instruction of EIC / not executing the work as per BOQ  
and scope of work, NTPC Vindhyachal has all the rights to terminate the contract by giving prior notice to  
contractor and to initiate penal action against the contractor as per GCC.

. Care should be taken so that no ash shall spill from truck on the road during transportation of ash. However, if  
during transportation of ash any spillage of ash from ash loaded vehicle occurs on the roads, it shall be thoroughly  
cleaned / broomed by the agency. Nothing shall be paid extra in this connection.

. No overloading will be allowed during transportation of fly ash. If NTPC got any complaint related to  
overloading then transportation cost of one trip of dumper/hyva will be deducted from contractor bill as penalty  
for each overloaded vehicle. Further in case of any liability on NTPC in any manner arises due to plying of  
overloaded vehicle by the agency, the agency shall keep NTPC indemnified of such liability.

0. All labourers, staffs, and machineries like closed trucks etc. required for execution of the job must be insured.  
1. Rates are firm, hence no escalation shall be payable.  
2. During execution of the work any local levies, toll tax of R.T.O., National Highway, State Highway, Gram / Zila  
Panchayat barrier etc. or any other liability for transportation of fly ash from the dry ash silo of NTPC Vindhyachal  
to the areas where ash to be unloaded shall be borne by the contractor at their own cost.

3. During execution of the job, Agency has to ensure no dust pollution at the loading, unloading and  
transportation stage. Cleaning of roads, if required, to be taken up on regular basis. No extra payment shall be  
made for these activities as rates of BOQ items also cover these responsibilities.

4. Bidder may see the sites and understand the work before submission of bids.  
15. Agency shall to deploy suitable vehicles which can be loaded conveniently under the fly ash silo chutes  
without any ash spillage during loading. Required modification in the closed vehicle for its compatibility of loading  
under fly ash silos of NTPC Vindhyachal shall be done by the agency at its own cost.

6. At fly ash unloading sites agency has to develop their own facility/arrangement for unloading the fly ash so  
that no fugitive emission shall occur.  
7. Measurement of quantity of fly ash transported by the agency shall be done through weigh bridge installed in

the fly ash silo area. For this purpose tare weight (before loading of fly ash) as well as gross weight (after loading  
of fly ash) of the trucks of the agency shall be measured using weigh bridge and weighment slip shall be issued to  
the agency for each truck. Weighment slip shall be provided by the representatives of Ash utilization department  
on behalf of NTPC Vindhyachal.

8. No overloading shall be allowed during loading of the dry ash in the trucks / bulkers of the agency. Loading of  
fly ash in the truck only upto the quantity permitted by RTO is to be ensured by the agency. If the quantity of fly  
ash loaded in vehicle exceeds the RTO approved quantity then the agency has to arrange for unloading of extra  
quantity of fly ash from the truck at its own cost and nothing shall be paid extra in this regard. The extra quantity  
of fly ash so unloaded from the trucks by the agency shall be unloaded / disposed off as per the direction of EIC or  
his representative.

9. After unloading of ash at the designated site, the agency has to obtain a material receipt certificate from the  
user of fly ash in the format provided by NTPC Vindhaychal for each truck.  
0. Successful bidder shall submit the detailed programme within 15 days of award of work to complete the work  
in the given period.  
1. Monthly running bills can be claimed. Contractor/agency has to submit the final bill within two months of the  
date of completion of contract.  
2. The agency has to deploy the vehicles and machineries at each site of work of fly ash transportation within 07  
days of intimation of EIC failing which suitable action as per GCC & tender documents shall be initiated.

3. Nothing shall be paid as idle charges for hired vehicle.  
4. No child labour shall be engaged by the agency in the subject work.  
5. All the vehicles of the agency must be fitted with reverse gear horn.  
6. The agency must deploy cleaner in its each vehicle for safe placement and loading of trucks.  
7. Drivers, cleaners deploy by the agency must wear personal protective equipment viz. safety shoes, safety  
helmet, dust mask etc. The agency must provide above PPEs to all its workers at its own cost.  
5.0 PREVENTION OF POLLUTION  
It shall be the responsibility of contractor that no air borne and water borne pollution should occur during all  
stages of operations during loading, transportation of ash & unloading of fly ash. Contractor shall undertake all  
measures such as water sprinkler etc. to take care of above. The agency shall ensure to perform all its work in  
such a manner that there will not be any type pollution during execution of contract, failing which the agency will  
be penalized as deemed fit by the Engineer – In – Charge.

Note: Above list of equipment, tools & tackles and materials are indicative only and in order to complete the work  
in time, the agency has to increase the number of machineries, T&P, materials etc.  
STARTING & COMPLETION PERIOD:  
The date of start of this work shall be reckoned within 10 days from the date of issue of Formal Award Letter or  
as specified by EIC.  
Completion period for the work shall be 12 months from the date of start.

Defect liability period shall be 06 months from the date of completion of work.  
IMPORTANT  
It is to be noted clearly that nothing extra will be paid on any account such as lead, lift, change in fuel and lube oil  
rate, idle charges for machineries & variation in quantity for the sake of smooth working at site. Hence, suitable  
rates are to be quoted to compensate all these points after seeing the site practically.  
MODE OF MEASUREMENTS & PAYMENT TERMS

. Payment shall be done as per actual quantity of work done. For each site of work, on the instruction of  
Engineer-in-charge the agency has to arrange vehicle, machineries and other resources at its own cost within 07  
days and nothing shall be paid extra in this regard.

. Transported fly ash quantity shall be calculated by taking both tare weight of empty vehicle and gross weight of  
vehicle after filling of fly ash. Tare weight for each vehicles shall be taken for each trip before filling of fly ash.

. Bill shall be raised by the agency once in a month.  
4. Since the work shall be executed outside the plant premises, so any type of advance shall not be made to the  
agency.

. Rates are firm and no escalation will be allowed in any circumstances.  
6. Payment for transportation of fly ash from ash dry ash silo Stage-2, Stage-3 & Stage-5 of NTPC Vindhyachal to  
designated sites shall be paid on per tonne per kilometer basis.  
For example transportation of fly will be paid as:  
A. If 7,000 MT (Quantity shall be estimated based on weighment of empty and filled truck) of fly ash has been  
transported by agency for a total lead of 18 Kms from ash silos of VSTPS to designated unloading site:

7. All other terms & conditions shall be as per GCC & Tender documents.  
Special Conditions of the Contract

. E.I.C. will be AGM (EMG & AUD) who will look after the work with support from other NTPC staff in the  
department.  
. Time is the essence of this contract. Time period for completion of the work shall be 12 months from the date  
of start.  
. All tools / tackles, instruments, materials, machineries, vehicles, equipment, manpower etc. required for  
execution of subject work shall be provided by the contractor at his own cost.  
. All disputes arising out between contractor, material suppliers, labors involved and other local authorities

during execution of work will be settled at the contractor end itself. NTPC will not be a party at all in such  
disputes.

. Work progress meeting with EIC, as and when called, shall be attended by the agency or his representative at  
his own cost.  
. Job completion programme shall be submitted by the agency to the EIC within 15 days of award of work and

the same shall be followed by the agency during execution of work. If agency fails to comply with the job  
completion programme then action will be taken as per G.C.C. Work Progress Report shall be submitted by the  
agency to EIC on weekly basis.

. Material issue & consumption register shall be made and maintained by the agency.  
. Agency shall not sub-let the work prior to approval of NTPC.  
. Only contractor or his authorized representative shall be allowed to take materials required for execution of  
work from NTPC Stores.  
0. The agency shall arrange for loading of fly ash from the silo earmarked by EIC as per the availability. EIC shall

has rights to divert any vehicle to any available dry ash silo of NTPC Vindhyachal, nothing shall be paid extra in  
this regard.

1. The agency shall strictly adhere to the safety norms of NTPC – Vindhyachal. And, the agency shall abide by all  
safety instruction given by site engineer / EIC from time to time.  
2. Agency shall provide all suitable Personal Protective Equipments (PPEs as Safety shoe, Safety helmet, Nose  
mask, Ear plug, goggles etc as per need and actual requirement for safety observed by EIC or his nominee.) / Tools  
Tackles to all the persons engaged during execution of work. The agency shall also ensure that the persons  
engaged in execution of work are using the PPEs all the time during work.  
3. The agency shall ensure that the back horn and other safety devices are installed in the trucks, dumpers &  
excavators and they must be in working condition all the times.  
4. Suitable safety measures by deploying supervisors at ash loading & unloading must be done by the agency to

7. During the work, if any person of contractor met with an accident, the responsibility of medical treatment of  
the labor and payment of compensation if any shall be the total responsibility of the contractor.  
8. Fly ash shall be transported in suitably covered trucks / bulkers to avoid the spillage of fly ash on the road  
sides in the way.  
9. The agency shall follow all the rules and guidelines of State Pollution Control Board / Central Pollution Control  
Board related to execution of the work.

0. The agency shall abide by all the instruction given by site engineer / EIC from time to time.  
21. Bidder may see the dry ash silo to finalize for type of vehicle for deployment for transportation of fly ash and  
fully understand the work prior to submission of bid.  
2. Construction of leads and approaches at fly ash unloading site will be in the scope of the agency and no extra  
payment will be made in this regard.  
3. Transportation of approximately 01 Lac MT of fly ash has been envisaged in the subject work. However above

quantity of fly ash is indicative only and actual quantity of fly ash transportation to designated site may increase  
or decrease by any percentage during execution of work.

4. Since the location of work is not fixed, hence deviation in any item of this proposal may vary from (-) 100% to  
any deviation in the positive side. However, deviation in the total contract value shall vary from (-) 100% to (+)

25. Lighting arrangements to execute the work round the clock shall be arranged by the contractor at his own  
cost.  
26. The agency shall comply to all the labour laws & rules enforced by State as well as Central Govt. from time to  
time.  
27. The agency shall ensure the payment of minimum wages on latest prevailing rates to the labours engaged by  
it during execution of work.

8. The agency shall have a valid PF registration number.  
9. Lead distance for transportation of fly ash is taken in the BOQ items, nothing shall be paid extra in this regard.  
0. Nothing shall be paid extra for change in leads by the contractor during execution of work..  
1. If required, pre-bid conference shall be done, date of which shall be intimated accordingly. All prospective  
bidders are requested to attend the same for any clarification regarding the bid at their own cost.
