3.0Brief Scope of Work & other specific detail : Supply, Installation, Commission & Maintenance Of Bio‐

Gas Plant At Talcher Super Thermal Power Station, Kaniha

SALIENT TECHNICAL FEATURES:

Talcher Super Thermal Power		Station is a Unit of NTPC, in Kaniha block under Talcher sub- division
of Angul district of ODISHA.
Nearest Town	:	Talcher 26 KMs
Nearest Railway Station	:	Talcher 29 KMs
Nearest Airport	:	Bhubaneswar 180 KMs

INSTALLED CAPACITY

STAGE-I : 2 Units each 500 MW = Total 1000 MW

STAGE-II : 4 Units each 500 MW = Total 2000 MW

Solar-10MW

4.0Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

5.0 Qualifying Requirements for Bidders:

The bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements:

5.1Technical Criteria:

1.0TECHNICAL CRITERIA

1.1The bidder should be a manufacturer of Biogas Plant (Bio waste handling Capacity of at least 1000 Kg/ day)

OR

An authorized dealer / distributor / channel partner subsidiary of the manufacturer (as defined at para 1.1) as on date of opening of techno-commercial proposal and such bidder should be duly authorized by the OEM of this tender.

1.2The bidder should have executed/complete similar orders during last seven (07) years ending last day of month previous to the date of NIT having Minimum order values as indicted below:

a. One Order of value not less than Rs. 35 Lakh

OR

b. two orders, each of value not less than Rs. 22 Lakh

OR

c. Three orders, each of value not less than Rs. 18 lakh.

Similar Work Means: Supply, Installation, commissioning of minimum 01 No. of Biogas plant (Bio waste handling capacity of at least 1000 Kgs/ day)

2.0FINANCIAL CRITERIA

The average annual turnover of the bidder in the preceding three (3) completed financial years as on the date of techno‐commercial bid opening shall not be less than Rs.43.40 Lakhs.

NOTES :

(i)The work executed means the bidder should have achieved the criterion specified in the QR, even if the total contract is started earlier and/or not completed/ closed and should have supplied and commissioned at least one number of Bio-Gas plant of Bio Waste handling capacity of at least 1000 Kgs/day

(ii)In case of contracts under execution as on date of techno-commercial bid opening, the value of work executed till the date of techno commercial bid opening will be considered provided the value of execute work is certified by the client as completed. However, the executed work should include Supply, Installation, commissioning of Bio gas Plant of Bio Waste handling Capacity of at Least 1000 Kgs/day

(iii)While computing the annual turnover, other income will not be considered.

(iv)In cases, where audited results for the last financial year as on date of Techno-commercial bid opening are not available, the financial results certified by a practicing chartered accountant shall be considered acceptable. In case, Bidder is not able to submit the certificate from a practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceeding the last financial year shall be considered for evaluating the financial parameters provided CFO certifies that the accounts are under preparation for the last financial year.

6.A Complete set of bidding Document may be downloaded by any interested Bidder directly through NTPC eProcurement Portal, https://eprocurentpc.nic.in.

7.	Tender documents are non-transferable. No bidder other than the original bidder in whose name
the	tender documents are sold / downloaded can submit the offer.

8.Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.NTPC reserves the right to reject any or all bids or cancel / withdraw the NIT without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

10.Since, this is a works contract, benefits to MSME shall not be applicable.
