3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline/online by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.
4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at BIJAPUR or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.
5.0 Brief Scope of Work & other specific detail A. SCOPE OF WORK:
1)Fully automatic stationary Hydraulic pressure type fly ash brick (as per IS 12894:2002 class designation 7.5) making plant of demonstrate at least 22500 ± 2500 [at 90% of the designed capacity for 8 hour (25,000/08 Hr.)] capacity along with all accessories like-
a) Pan Mixture of capacity 500 Kg min.
b) Belt Conveying System capacity 10 MT/Hr. min, c) Hydraulic Brick Press with automatic palletizer , d) Hydraulic Power Pack 15 HP min,
e) PLC based Control Panel,
f) Two bin Feeders for Sands (coarse and fine) & Fly Ash with automatic batching/feeding system capacity 5 Cu M, with Weighing Hopper cum Belt Conveyors with Digital Load cells & Weighing Systems capacity 10 MT/Hr.,
g) Raw material transfer Conveyors capacity 10 MT/Hr.,
h) Cement Storage with transporting systems along with weighing hopper and feeding systems 500 Kg/Hr. minimum with automatic batching/feeding system
i) Raw material box feeder with Rubber Conveyor over the pan mixer capacity 10 MT/Hr. minimum, j) Sufficient number of wooden/steel pallets,
k) Four numbers of manual Hydraulic Pallet Truck and Five nos. of wheel barrows etc. required for smooth operation of the plant.
2)Fully automatic, PLC controlled, heavy duty Hydraulic pressure type fly ash brick plant with all the above mentioned accessories, and mandatory spares for one year and special T&P and tool kit as required, along with erection and commissioning & training to NTPC assigned persons.
3)The system is to be designed, supplied and commissioned for our mix of OPC: Coarse sand: Fine sand: Dry fly ash in the required ratio.
4)Machine should be able to make fly ash bricks using fine sand, coarse sand, fly ash and cement as ingredients. Size of the brick: 230 MM X 110 MM X 70 MM. Bricks produced shall be of class 7.5 & have Quality according to IS - 12894:2002.
5)Establishment of civil infrastructure shall be in the scope of NTPC-Kudgi, however, necessary drawings & layout shall be provided by the agency.
6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.
7.0Qualifying Requirements for Bidders:
The Bidder who wishes to participate in the bidding shall satisfactorily establish that he fulfils the Qualifying Requirements stipulated hereunder:
1.The bidder should be a manufacturer of fully automatic ash brick manufacturing plant and should have manufactured, supplied, installed and commissioned at least one fully automatic ash brick manufacturing plant in the last seven years as on seven (7) days prior to the date of techno commercial bid opening.
2.The bidder should have supplied, installed & commissioned fully automatic ash brick manufacturing plant/plants for the following contract values in the last seven (7) years as on seven (7) days prior to the date of techno commercial bid opening.
a. Single Executed/Completed Contract Value of not less than Rs. 67 Lakhs. OR
b. Two Executed/Completed contracts of each having value not less than Rs. 42 Lakhs. OR
c Three Executed/Completed contracts of each having value not less than Rs. 33 Lakhs.
3.Financial Criteria:
a.The average annual Turnover of the Bidder, in the preceding three (3) financial years as on date of technical bid opening shall not be less than Rs. 83.47 Lakhs (Rupees Eighty Three Lakhs Forty Seven Thousand only).
b.The Bidder has to furnish audited financial statements in support of turnover. If audited results for the preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable. In case the Bidder is not able to submit the Certificate from practicing Chartered Accountant certifying its financial parameters, the audited results of three consecutive financial years preceding the last financial year has to be furnished.
NOTES:
(i)Other income shall not be considered for arriving at annual turnover.
(ii)The word #executed# means that the bidder should have achieved the progress specified in the QR even if the total contract is not completed/closed. Bidder to submit copies of work order/purchase order giving details of work executed and user certificate for performance. If user certificate is not available then proof of execution in terms of payment/deliver challan/Invoice etc to be provided.
8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.
9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
