(II). Qualifying Requirements for “Vendor Enlistment/Source Standardization of Cement (OPC & PPC)”.

(Domestic Competitive Bidding)

1. Applicant should either be a company registered under the companies act 1956 or a partnership/proprietorship firm.

2. Applicant should be a manufacturer of Ordinary Portland Cement (OPC) 33/43 grade conforming to IS 269/8112/Portland Pozzolona Cement (PPC) confirming to IS:1489, Part-I.

3. Applicant must have well equipped in-house laboratory for carrying out all tests required as per IS: 4031

4. The bidder should have executed P.O. of cement for one of the following value during the preceding seven (7) years as on date of Technical bid opening:-

9. One purchase order valuing not be less than Rs. 219.20 Lacs

OR

2. Two purchase orders each valuing not less than Rs. 137.00 Lacs

OR

2. Three purchase orders each valuing not less than Rs. 109.60 Lacs

5. The average annual turnover of the bidder in the preceding three financial years as on the date of technical bid opening, shall not be less than Rs. 274.00 Lacs.

Note:

1. The word “executed” mentioned above means the applicant should have achieved the criteria specified above, even if the total contract is started earlier and/or is not completed/closed.

2. In case of orders under execution, the value of work executed till technical bid opening date as certified by the client shall be considered.

3. While computing the annual turnover, other income shall not be considered

4. In case where audited results for the last preceding financial year not available, certification of financial statements from a Chartered Accountant shall be considered acceptable

5. The applicant should be holder of valid license from Bureau of Indian standards for the respective grades for which enlistment is being sought.

6. The applicant may choose to enlist himself either for PPC or OPC or both. Accordingly, they shall give their documents.

(III) DOCUMENTS TO BE SUBMITTED:

Legible copies of the following documents duly signed by the authorized representative of the bidder are to be submitted in support of the qualifying requirements

1. Vendors/agencies should submit credentials related to supplies made as per QR in the concerned area for which enlistment is sought i.e. copies of P.O. along with execution proof like invoices, Challans, GRs and performance report.

2. Copies of audited balance sheet & profit and loss account of last three financial years (i.e. 2012-13, 2013-14 & 2014-15) certified by practicing Chartered Accountant.

3. Certificate of enlistment /registration/standardization with other power plant of NTPC or State Electricity Boards (SEBs)/any other, if any.

4. Any other supporting information in addition to above which applicant would like to submit.

5. Copy of highest value purchase order relevant to the enlistment sought for.

6. Documentary evidence of being a manufacturer.

7. Memorandum of Article of Association/ partnership deed/affidavit of proprietorship with name(s) and address/addresses of the sole proprietor /partners/board of directors.

8. Copy of Power of Attorney of authorized signatory, if applicable.

9. Bidder should have a valid Income Tax Permanent Account Number (PAN).

NB: Based on the details furnished by the intending vendors, NTPC will evaluate the capability and capacity of the vendors w.r.t. ORGANIZATION, TECHNICAL EXPERTISE, FINANCIAL SOUNDNESS AND PAST EXPERIENCE to enlist/standardize the vendors.

NTPC if so desire may verify the performance of the vendor from their respective clients.

Note for Information

1. “Standardization” word as used here shall pertain to listing of Vendors in our record only and nothing else.

2. The enlisted/standardized bidders shall have to submit Earnest Money Deposit, wherever asked for, and follow our general terms and conditions of purchase or contracts, if enquiries or tenders are issued to them.

3. The standardization shall be valid for a period of three years from the date of standardization.

5. On completion of assessment, the successful/selected vendors shall be enlisted for procurement of Item.

6. NTPC may use information provided by the vendors or contractors under this process (Enlistment of vendors) for registration of the vendors after scrutiny of their applications under pre-qualification procedure as per NTPC rules in this connection.

7. NTPC reserves the right to verify authenticity of the information furnished to assess the capability before enlistment of agency for any specific category, as well as to accept/ reject without assigning any reason thereof. No correspondence / queries will be entertained; NTPC shall not be responsible for any postal delay, loss or non receipt of application sent through post. NTPC reserves the right to reject any or all the applications without assigning any reasons thereof.
