3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0Qualifying Requirements for Bidders:

SUBJECT : Manufacturing of Fly Ash Bricks at Talcher Thermal Power Station. QUALIFYING REQUIREMENTS

1.0 BRIEF SCOPE OF WORK :

The scope of work comprises of but not limited to manufacturing of Fly Ash Bricks of standard size and specified strength in the Ash Brick manufacturing machines installed in the Ash Brick Plant of NTPC / Talcher Thermal. Raw material like cement and dry fly ash will be issued free of cost by NTPC to the agency from inside the plant however transportation upto the ash brick manufacturing plant site is in the scope of agency at their own cost. Sand will be procured by agency at their own cost and make available at ash brick manufacturing site. Required Manpower, tools and tackles for operation, maintenance, curing of bricks and housekeeping of Ash Brick manufacturing plant premises is in the scope of agency however spare parts of the machines required during maintenance works will be provided by NTPC free of cost in line with the terms and conditions of the contract to meet the schedule and as per the direction of EIC.

2.0 DURATION OF CONTRACT : 12 (Twelve) Months.

The bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying Requirements.

3.0 QUALIFYING REQUIREMENTS : - Technical QR :-

The bidder should have experience of successfully executed any civil construction / maintenance work successfully having value not less than the following during last seven (07) years reckoned as on the date of bid opening.

a)Value of Rs.64.96 Lacs in case of single similar order, or

b)Value of Rs.40.60 Lacs in case of two similar orders, or

c)Value of Rs.32.48 Lacs in case of three simialr orders.

Note :- Similar Orders mean any civil construction / maintenance work. 4.0 FINANCIAL CRITERIA: -

(A) AVERAGE ANNUAL TURNOVER:

The average annual turnover of the bidder in the preceding three (03) financial years as on the date of bid opening, shall not be less than INR 81.20 Lacs (Rupees Eighty One Lac Twenty Thousand only)

(B)The word #executed# means that the bidder should have achieved the process specified in the QR at para 3.0 even if total contract is not completed / closed.

(C)Other income shall not be considered for arriving at annual turnover as specified in QR para 4.0 (A).

(D)In case, where audited results for the last preceding financial year are not available, certification of financial statements from a practicing Chartered Accountant shall also be considered acceptable.

5.0 Notwithstanding anything stated above, NTPC reserves the right to assess the bidder#s capability & capacity to perform the contract.

6.0 Additional information:-The following information is required from the bidders about the companies where similar orders have been executed.

i)Name of the customer / company where similar order has been executed.

ii)Year of execution

iii)Name & designation (Phone No. / Fax No. / Email ID) of contact person of the customer.

7.0 Tender documents shall be sent Online only to those vendors who deposit the tender fee at least 7 days before the tender document sale closing day to enable the contracts department to send the bid documents in the email id of the agency in time. The agencies who are not registered with NTPC Ltd as vendors and have not been issued vendor codes are to apply for vendor code along with the following details like PAN card, address, telephone & mobile No. Fax No, email id, company registration documents etc. For depositing of the tender online, a valid Class IIIB digital signature of the authorized person of the agency is a prerequisite. The agencies having NTPC vendor code must apply at least two days before the last date of document sale.

8.0Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
