3.0 Bid Security and Integrity Pact (if applicable) shall be submitted in a sealed envelope separately offline by the stipulated bid submission closing date and time at the address given below. Any bid without an acceptable Bid Security and Integrity Pact (if applicable) shall be treated as non-responsive by the employer and shall not be opened.

4.0 A complete set of Bidding Documents may be downloaded by any interested Bidder on payment (non-refundable) of the cost of the documents as mentioned above in the form of a crossed account Payee demand draft in favour of NTPC Ltd., Payable at Not Given. or directly through the payment gateway at our SRM Site (https://etender.ntpclakshya.co.in/sap/bc/gui/sap/its/bbpstart). For logging on to the SRM Site, the bidder would require vendor code and SRM user id and password which can be obtained by submitting a questionnaire available at our SRM site as well as at NTPC tender site (www.ntpctender.com). First time users not allotted any vendor code are required to approach NTPC at least three working days prior to Document Sale Close date alongwith duly filled in questionnare for issue of vendor code and SRM user id/password.

5.0 Brief Scope of Work & other specific detail As per scope of work of "PROPOSAL FOR THE CONTRACT OF OH OF BOILER PRESSURE PARTS (4 X 60 MW & 2 X 110 MW BOILER)#. Detailed Scope of Work is attached in Collaboration Folder.

6.0 Prospective bidders from U.P. State are compulsorily required to provide TIN number at the time of purchase of bidding documents.

7.0 Qualifying Requirements for Bidders: SRM TENDER NO. 40016333 SUBJECT : Overhauling of Pressure Parts of Stage I & II Boilers at Talcher Thermal. QUALIFYING REQUIREMENTS

1.0 BRIEF SCOPE OF WORK : The proposal involves the following works in the 60 MW & 110 MW Boilers of Talcher Thermal.

(i) Maintenance of Boiler Pressure Parts, Boiler Auxiliaries, FO & LDO pumps.

(ii) Annual Overhaul of Boiler Pressure Parts such as Water Wall, economizer, LTSH, Reheater & Super Heater Coils.

(iii) Ash Cleaning of Pent House, dead chamber, dog house & structures of boiler.

(iv) External & internal water washing of Boiler.

(v) Erection of Scaffolding & removal / dismantling.

(vi) Servicing of HP & LP valves & servicing of Safety Valves including ERV.

(vii) Fins Welding & SR of welding joints.

(viii) Coil Lifting & Repair or Modification.

(ix) Pent House & Economiser Casing repair.

(x) Thickness survey of Boiler Pressure Parts.

2.0 DURATION OF CONTRACT : 07 (Seven) Months.

3.0 QUALIFYING REQUIREMENTS : - The bidder who wishes to participate in the bidding shall satisfactorily establish that they fulfill the following Qualifying requirements.

A) The bidder must have the experience of carrying out Mechanical Erection / Maintenance / overhauling of high pressure utility boilers of 60MW or above rating (Steaming Capacity > or = 270 TPH) directly under the owner (i.e. end user) or any Central / State Government / PSU or its JV company / reputed industrial organization / utility.

B) The bidder must be an IBR approved agency. Approved documents in the name of the agency, from concerned IBR approving authority, to be submitted along with bid documents.

C) The agency must be categorized as special class repairer of Boiler U/R 392 of Indian Boiler regulation by Directorate of Factories & Boilers, Odisha.

D) The Bidder should have experience of having executed similar orders during last seven (07) years reckoned as on the date of bid opening date with either of the following :-

a) Value of Rs.133.05 Lakhs in case of single similar order, or

b) Value of Rs.83.16 Lakhs in case of two similar orders, or

c) Value of Rs.66.52 Lakhs in case of three similar orders.

D) #SIMILAR WORKS# would mean the bidder must have the experience of carrying out mechanical erection / maintenance /

overhauling of high pressure utility boilers of 60 MW or above rating (Steaming Capacity > or = 270 TPH) directly under the owner

(i.e. end user) or any central / Stage Government / PSU / reputed industrial organization / utility.

4.0 FINANCIAL CRITERIA: -

(A) AVERAGE ANNUAL TURNOVER: The average annual turnover of the bidder in the preceding three (03) financial years as on the date of bid opening, shall not be less than INR 285.10 Lacs (Rupees Two Hundred Eighty Five Lac & Ten Thousand only)

(B) The word #executed# means that the bidder should have achieved the specified QR at para 3.0 even if total

contract is not completed / closed.

(D) In case, where audited results for the last preceding financial year are not available, certification of

financial statements from a practicing Chartered Accountant shall also be considered acceptable.

5.0 Notwithstanding anything stated above, the NTPC reserves the right to assess the bidder#s capability and capacity to perform the contract.

6.0 The employer also reserves the right to reject any or all bids or cancel / withdraw the invitation for bids without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action.

7.0 Additional information:-The following information are required from the bidders about the companies where similar orders have been executed.

i) Name of the customer / company where similar order has been executed.

ii) Year of execution

iii) Name & designation (Phone No. / Fax No. / Email ID) of contact person of the customer.

8.0 Tender documents shall be sent Online only to those vendors who deposit the tender fee at least 7 days before the tender document sale closing day to enable the contracts department to send the bid documents in the email id of the agency in time. The agencies who are not registered with NTPC Ltd as vendors and have not been issued vendor codes are to apply for vendor code along with the following details like PAN card, address, telephone & mobile No. Fax No, email id, company registration documents etc. For depositing of the tender online, a valid Class IIIB digital signature of the authorized person of the agency is a prerequisite. The agencies having NTPC vendor code must apply at least two days before the last date of document sale.

8.0 Issuance of Bidding Documents to any bidder shall not construe that bidder is considered qualified.

9.0 NTPC reserves the right to reject any or all bids or cancel/withdraw the NIT for the subject package without assigning any reason whatsoever and in such case no bidder/intending bidder shall have any claim arising out of such action.
